You can use crew smartphones as push-to-talk (PTT) handsets on a ship by combining the vessel’s local Wi-Fi, an onboard PTT service or server, and a mobile app. A vendor example, Seafy P2T, describes a server connected to ship Wi-Fi, with users, channels, IDs and PINs managed from an administration dashboard. The vendor says its system can continue operating without an internet connection, but that capability must be verified in a pilot on your vessel.

This arrangement is supplementary operational communication. It does not replace required GMDSS equipment, marine VHF, or the ship’s approved distress and safety procedures. The International Maritime Organization (IMO) and the U.S. Coast Guard treat maritime radio systems as the authoritative safety communications layer.

What shipboard smartphone push-to-talk actually provides

In a shipboard PTT deployment, a phone is a networked voice terminal rather than a cellular walkie-talkie. The phone runs a PTT application, connects to the vessel’s Wi-Fi, and sends audio through an onboard service or server. Crew members select a channel, press and hold a PTT control, speak, and release the control to listen.

The architecture has three main parts:

  • Local wireless network: Wi-Fi access points provide coverage in the places where crew work, including accommodation areas, decks, machinery spaces and cargo or service areas.
  • Onboard PTT service: A server or appliance on the vessel authenticates users, routes voice and maintains channel configuration. In the Seafy P2T design, the server is connected to ship Wi-Fi and powered onboard.
  • Crew endpoints: Native iOS and Android applications turn enrolled smartphones into PTT terminals. Seafy lists Android 9 or later and iOS 15 or later on its product page; confirm current requirements before deployment.

Because the service can be local, a vendor may be able to keep voice traffic inside the ship’s network. Seafy states that its implementation works without an internet or cloud connection. That is a vendor claim, not an independently verified performance result, so test it with the vessel’s actual network, server and devices before treating it as an operational dependency.

Keep PTT separate from maritime safety communications

Define the safety boundary before installing an app. PTT can coordinate maintenance, catering, security, housekeeping, mooring teams or other routine groups. It must not become the only way to raise distress, coordinate with other vessels, or communicate with rescue services.

The IMO describes the Global Maritime Distress and Safety System (GMDSS) as the maritime safety radiocommunications system for ships subject to carriage requirements. Its overview notes that specified passenger ships and cargo ships over 300 gross tonnage on international voyages must carry terrestrial and satellite radiocommunications equipment under SOLAS Chapter IV. Whether that threshold and the associated equipment rules apply to a particular ship depends on its vessel type, gross tonnage, flag, voyage and jurisdiction.

The U.S. Coast Guard Navigation Center states: “The Coast Guard does not advocate cellular phones as a substitute for the regular maritime radio distress and safety systems recognized by the Federal Communications Commission and the International Radio Regulations — particularly VHF maritime radio.” Its fact sheet also explains that cellular phones generally cannot provide ship-to-ship safety communications or reliable communication with rescue vessels. Those statements concern cellular telephones; they are not a performance test of a local Wi-Fi PTT system, but they reinforce the need to keep PTT supplementary.

Communication layer Typical purpose What happens if the local PTT network fails Regulatory role
Smartphone PTT over ship Wi-Fi Routine onboard coordination among enrolled crew Users must revert to an approved fallback such as marine radio, a wired telephone, runner or established emergency procedure Supplementary; not a replacement for required GMDSS or other mandated systems
Marine VHF and other required GMDSS equipment Distress, safety, ship-to-ship and authority communications Operate and maintain according to the vessel’s approved installation and procedures Required where applicable under SOLAS, flag-state and other rules
Cellular phone Public mobile-network calls where coverage exists Coverage may disappear offshore or in shielded areas Not a substitute for maritime distress and safety radio

Plan the use case before buying or installing anything

Start with an operational map, not an app download. Write down who needs to speak, where they work, and what must remain available when Wi-Fi, the server or a handset is unavailable.

Define talk groups

Examples include bridge support, engine room, deck or mooring, cargo operations, hotel services, security and emergency-management teams. Give each group a clear channel name and decide whether a user may listen to several channels, transmit to one channel, or administer channels. Avoid creating a channel for every small task: too many channels make it harder to find the right group during a busy operation.

Set the safety fallback

For every PTT channel, identify the authoritative fallback. A deck team might switch to a designated VHF channel; an engine-room team might use a fixed voice station or another method already covered by the ship’s procedures. Document who declares a PTT outage and who confirms that the fallback is working.

Identify environmental constraints

  • Machinery spaces can have high noise, heat, vibration and metal obstructions.
  • Open decks expose phones and access points to weather, spray and temperature changes.
  • Gloves, wet screens, hearing protection and protective clothing can make touchscreen PTT controls difficult to use.
  • Charging opportunities and battery endurance vary by shift pattern and phone model.
  • Areas with hazardous or restricted equipment may impose additional device and installation rules.

Do not assume that a consumer phone or access point is suitable simply because it can connect to Wi-Fi. Equipment selection and installation need to match the ship’s environmental, electrical, fire-safety and hazardous-area requirements.

Survey shipboard Wi-Fi and voice quality

A PTT application is only as dependable as the network carrying it. Walk the actual work routes and record signal, roaming behavior and intelligibility rather than testing only in an office or accommodation block.

Areas to include in the survey

  • Bridge wings, navigation spaces and internal passageways
  • Engine control rooms and machinery spaces
  • Open decks, mooring stations and cargo-handling areas
  • Galleys, laundry, stores and other service spaces
  • Cabins and muster or assembly locations
  • Locations where steel bulkheads, watertight doors or equipment rooms interrupt radio paths

Test while moving between access points. A phone that works when stationary may drop audio during roaming or while a user passes through a stair tower or watertight door. Record one-way and two-way intelligibility, delayed audio, clipped first words, reconnection time and whether the application clearly indicates that it is offline.

The Seafy description establishes Wi-Fi as part of its architecture but does not publish independently verified coverage, latency or packet-loss figures. Obtain a coverage design from the network team or installer and validate it onboard. If gaps exist, an additional onboard Wi-Fi access point may improve shipboard Wi-Fi coverage, but an access point alone does not provide PTT software, an onboard server, reliable radio service or regulatory compliance.

Provision the onboard PTT service

The exact screens differ by product. The following sequence reflects the Seafy P2T implementation described by its vendor and should not be treated as a universal standard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Install and power the onboard server. Connect the preconfigured service to the vessel’s Wi-Fi and an appropriate power source. Confirm that its network address, power protection and physical location are documented.
  2. Create the vessel’s administrative account. Restrict administration to designated personnel. Change any default credentials, use unique administrator passwords and record an offline recovery method.
  3. Create roles and permissions. Define ordinary users, supervisors and administrators. Give each role only the channel and configuration access it needs.
  4. Create channels. Use names that match the ship’s operating language and existing procedures. Specify who can transmit and who can monitor each channel.
  5. Assign identities and PINs. The vendor describes configuring user IDs and PINs in its dashboard. Use individual identities rather than one shared account so that a lost phone or departing crew member can be disabled.
  6. Back up the configuration. Keep a controlled copy of channel names, roles and recovery information where it remains available if the dashboard or server is replaced.

Ask the vendor for written details about update handling, backups, account recovery, logging, encryption, server replacement and support when the ship is offline. The available product description does not establish those controls.

Enroll crew smartphones

Android devices

Install the approved application on supported Android devices. Seafy lists Android 9 or newer and says an Android APK can be served through its dashboard. Verify the APK’s source, version, signature and update process before distributing it. Do not sideload an unverified package merely because a phone can run it.

iPhone and iPad devices

Seafy lists iOS 15 or newer and says its iOS build can be distributed onboard through an over-the-air manifest. Confirm the manifest, trust requirements, certificate validity and renewal process with the vendor. Test installation on the exact device models and iOS versions used by crew.

Enrollment checklist

  • Give each crew member an individual account and confirm the correct role.
  • Join the phone to the intended vessel Wi-Fi network; do not rely on a guest network that blocks local device-to-server traffic.
  • Open the app and verify registration with the onboard service.
  • Confirm the channel list and test transmit and receive permissions.
  • Set a clear PTT control that can be used with the ship’s gloves and protective equipment.
  • Configure screen-lock, device-loss and account-revocation procedures.
  • Label or inventory the phone if it is ship-owned, while respecting the crew member’s privacy if it is a personal device.

Current operating-system requirements and distribution methods can change. Reconfirm them with the vendor at each deployment or major software update.

Run a vessel pilot before relying on PTT

A pilot should simulate normal work, shift changes and failure conditions. It is a recommended validation process, not a test result reported by the product source.

  1. Choose representative devices. Include the phone models, operating systems, cases, headsets and battery conditions used by the crew.
  2. Walk every work area. Make calls while stationary and moving, with doors closed, machinery running and normal protective clothing in use.
  3. Test every talk group. Verify that an authorized user can transmit, that listeners hear the entire message, and that unauthorized users cannot transmit to restricted channels.
  4. Measure operational behavior. Record connection time, audio delay, clipped speech, reconnection after a Wi-Fi handoff and intelligibility in noisy spaces.
  5. Test the internet-independent claim. Disconnect the ship’s external internet while keeping the local network and server powered. Confirm whether registration, channel selection and voice exchange continue. Repeat with the external link restored.
  6. Test Wi-Fi loss. Disable or isolate an access point, move a phone into a coverage gap and observe the app’s indication and recovery time.
  7. Test server failure. Power down or isolate the PTT server under controlled conditions. Confirm that the crew recognizes the outage and follows the documented fallback.
  8. Test power and battery conditions. Include a low-battery phone, charging during a shift and a controlled restart after a phone update.
  9. Record acceptance criteria. Define the minimum areas, groups, audio quality and recovery behavior required before the system is approved for routine use.

Keep pilot records with the ship’s communications documentation. A successful test on one vessel does not prove coverage or performance on another because hull layout, access-point placement, interference and operating conditions differ.

Train crew for routine and emergency use

Training should be short enough to repeat at onboarding and detailed enough to prevent a PTT outage from becoming a safety incident.

  • Show how to select the correct channel, press and release PTT, and recognize transmit, receive and disconnected states.
  • Teach concise radio discipline: identify the called group, speak clearly, wait for the channel to clear and repeat critical information using the ship’s normal confirmation method.
  • Explain charging expectations, spare-phone arrangements and what to do when a phone is lost, damaged or shared.
  • Demonstrate the escalation path for a failed app, failed Wi-Fi connection or failed server.
  • Repeat that distress, urgency and safety traffic must use the vessel’s required radio and emergency procedures.

The available sources do not establish a single mandated training protocol for smartphone PTT. Align the lesson with the vessel’s safety-management system, flag-state requirements and existing radio training.

Noise, enclosures and installation compliance

Voice quality is more than a network statistic. U.S. regulation text includes enclosure requirements for certain voice stations in bridge or machinery spaces and requires a booth or other equipment permitting reliable voice communication in noisy locations such as engine rooms. Whether a particular smartphone, headset, enclosure or PTT installation falls under those provisions requires vessel- and jurisdiction-specific review.

ISO 21792:2019 addresses onboard telephone communication quality, connectivity, installation, performance, maintenance and testing. ISO says the standard was reviewed and confirmed in 2025 and remains current. It applies to onboard telephone equipment generally; it does not certify a particular smartphone PTT application.

The UK Maritime and Coastguard Agency’s MSIS 05 provides statutory guidance for survey and inspection of GMDSS radio installations. Keep compliance work for required radio installations separate from the decision to add a supplementary app.

Security and lifecycle controls

The supplied product description does not establish a specific cybersecurity design, so treat security as an item to verify rather than an assumed feature.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Segment the PTT service from navigation, propulsion and other critical control networks according to the vessel’s network architecture.
  • Use individual accounts, strong credentials and prompt revocation when crew leave the vessel or a device is lost.
  • Control who can create channels, change roles or distribute application packages.
  • Maintain an inventory of server, access points, phones, operating-system versions and app versions.
  • Schedule updates during a controlled maintenance window and repeat the pilot’s critical tests afterward.
  • Decide whether voice or account logs are retained, who may access them and how long they are kept.
  • Keep an offline copy of essential operating instructions and fallback contact methods.

Ask the vendor for documentation on encryption in transit and at rest, vulnerability handling, software signing, support windows and data retention. Do not infer those properties from the fact that voice traffic stays on a local network.

Troubleshoot common failures

Symptom Likely area to check Action
App cannot register Wi-Fi association, local routing, server power or account status Confirm the phone is on the vessel network, verify server power and address, check the account and test another enrolled device
Users see the app but hear no audio Wrong channel, transmit permission, volume, microphone or headset Confirm channel and role, test the phone’s microphone and speaker, remove Bluetooth ambiguity, then repeat with a known-good device
Audio breaks up in one area Coverage gap, roaming or local interference Map the area while moving, inspect access-point placement and capacity, and consider a properly selected additional onboard access point
First words are clipped PTT timing or application behavior Train users to pause briefly after pressing PTT, then ask the vendor whether the app has configurable preamble or buffering behavior
System stops when internet is disconnected Unexpected cloud dependency or incomplete local provisioning Restore approved fallback communications and ask the vendor to document which functions are guaranteed offline
Phone is lost or crew member leaves Account and device lifecycle Disable the identity immediately, rotate affected credentials if necessary, remove the app or managed profile and issue a replacement device

How to evaluate a local PTT option

The research supports one named vendor example rather than a product ranking. When comparing any local PTT proposal with another option, use the same operational questions:

  • Does routine voice depend on the internet, or can it remain on an onboard server?
  • Where is the server located, and what continues to work if it fails?
  • What coverage, roaming and voice-quality results are documented for the ship’s work areas?
  • Which iOS and Android versions are supported, and how are applications distributed and updated onboard?
  • How are channels, identities, PINs, permissions and lost devices managed?
  • What is the explicit boundary between the app and required GMDSS or other maritime radio equipment?
  • What installation, environmental, enclosure, maintenance and inspection requirements apply in the ship’s flag-state and operating jurisdictions?

Ask for written answers and perform a vessel pilot. Marketing claims about local or offline operation should be treated as claims until the ship’s own failure tests confirm them.

Deployment checklist

  • Use case, channels and safety fallbacks are documented.
  • Required GMDSS and other maritime radio systems remain operational and authoritative.
  • Wi-Fi coverage and roaming have been surveyed in real work areas.
  • Server location, power, network connection and recovery procedure are documented.
  • Roles, channels, IDs and PINs are configured with individual accounts.
  • Supported iOS and Android versions and app-distribution methods are verified.
  • Noise, weather, gloves, charging and enclosure needs have been assessed.
  • Pilot tests cover normal operation, internet loss, Wi-Fi loss, server loss and low-battery conditions.
  • Crew know channel use, charging, account-loss reporting and the emergency fallback.
  • Updates, backups, access revocation and security responsibilities have named owners.

Bottom line for ship operators

Shipboard smartphone PTT is practical when the vessel provides dependable local Wi-Fi, an onboard service and disciplined user and channel management. A vendor such as Seafy describes that model and claims operation without internet, but the only defensible way to rely on the claim is to test it on the intended vessel. Design PTT as a convenient layer for routine coordination, while keeping GMDSS, marine VHF and approved emergency procedures independent, maintained and immediately available.
