To stream a prerecorded playlist from an Oracle Cloud Infrastructure (OCI) virtual machine to YouTube Live, create an eligible VM in your tenancy’s home region, install FFmpeg for its operating system, prepare a playlist of media you have permission to use, and send the output to the event-specific server URL and stream key from YouTube Live Control Room. Use the RTMPS address shown by YouTube when your FFmpeg build supports it, test the incoming preview, then start the event.
“Oracle Cloud India” does not guarantee that a particular India region has free capacity or is your tenancy’s eligible home region. Confirm placement and current availability in the OCI Console before you build around an instance.
Before you begin
Enable YouTube live streaming
Your channel must be verified and must not have a live-streaming restriction in the preceding 90 days. YouTube Help says enabling a first live stream can take at least 24 hours, so do not leave activation until the day you plan to broadcast. Its general eligibility guidance also sets a minimum age of 16. Check the current requirements at YouTube Help: Get started live streaming.
Check OCI region, free-tier eligibility, and capacity
OCI Always Free compute is limited to the tenancy’s home region. In the Console, confirm the tenancy home region and look for the Always Free eligibility label on a shape before creating the instance. Oracle also warns that temporary capacity shortages can prevent provisioning. Eligibility and availability depend on your account, region, shape, and current usage; do not assume that a free-tier instance will be available in an India region or that every instance configuration is free. Oracle’s published Always Free allowances include up to two VM.Standard.E2.1.Micro instances per tenancy, or VM.Standard.A1.Flex allowances of 3,000 OCPU hours and 18,000 GB hours per month. For Always Free tenancies, Oracle describes the A1 allowance as equivalent to 4 OCPUs and 24 GB of memory. These figures do not establish that a shape is available in your home region or suitable for every encode workload; check current eligibility and usage before provisioning.
Choose a VM for the workload, not just the location
Compare candidate shapes by their actual home-region availability, CPU architecture, memory, and the encoding work you intend to do. The available information does not establish a universally suitable India-specific shape or current price. A stream that requires live transcoding places different demands on the VM than one that can pass through already suitable media; test your specific files and configuration.

Prepare content and credentials
- Make sure the VM can access the video and audio files you plan to stream.
- Confirm that you have the rights needed to stream and, if you enable archiving, retain the content. Music and third-party video require particular care. YouTube’s terms put responsibility for rights, including music rights, on the content provider. Review YouTube Terms of Service.
- Keep the YouTube stream key private. Treat it as a password; do not place it in a public script, screenshot, or shared log.
Set up the OCI VM and install FFmpeg
- Open the OCI Console and check the tenancy’s home region. Provision in the eligible home region if you are relying on Always Free compute. If the desired shape cannot be created, check current regional capacity and eligibility rather than assuming another region qualifies.
- Create a compute instance. Select an operating-system image and a shape whose eligibility, architecture, and resources fit your workload. Review the estimated charges and free-tier usage before confirming; paid usage may apply outside the applicable allowance.
- Connect to the VM using the access method configured for its image. Follow the current OCI instructions for your selected operating system and connection setup.
- Install FFmpeg with the image’s package manager. Use the current official instructions for that operating system. For example, on an apt-based environment, a cloud-provider guide illustrates
sudo apt install ffmpeg; that is an OS-dependent example, not an OCI-specific guarantee that the package or version is available on every image. See Google Cloud’s FFmpeg installation example and check your chosen image’s documentation. - Confirm the installed build and its capabilities. Check the package information and FFmpeg help output for the installed version and supported protocols. In particular, confirm that the build supports RTMPS before choosing that transport. Package versions and enabled features vary by image and repository.
Prepare the playlist
Make the files accessible to FFmpeg
Place the media on the VM or make it available through a storage location the VM can access. Ensure that the playlist references paths that exist from the process’s working directory. Test that the VM can read each file before starting the broadcast.
Choose a playlist format suited to the media
FFmpeg’s playlist input and looping behavior depend on the playlist format and the installed build. Choose a format it supports, check its current documentation, and validate the order and paths with a short local test before connecting to YouTube. The exact command and encoding options depend on the file codecs, desired output, playlist type, and FFmpeg build; no single command is established here as tested for every OCI image and media set.

Check rights and archiving
Only add files you are authorized to stream. Rights to listen to or possess a recording do not necessarily include rights to broadcast it or keep a YouTube archive. Clear the required rights for all audio and video, including music, before putting the playlist on a public or unlisted event.
Create the YouTube event and select an ingest protocol
- Open YouTube Studio and enter Live Control Room. Create or select the live event you intend to use.
- Open the event’s stream settings. Copy the event-specific server URL and stream key shown there into your FFmpeg configuration. Do not reuse a key or URL by assumption; use the values associated with the selected event.
- Choose RTMPS when supported. YouTube recommends RTMPS, which protects RTMP with TLS. Use the RTMPS address YouTube displays through the lock control in stream settings; do not simply edit an RTMP URL by hand. YouTube may display ordinary RTMP as the default. Its guidance describes port 443 as a troubleshooting option where appropriate. See YouTube Help: Encoder settings, bitrates, and resolutions.
- Protect the key in your configuration. Keep it out of public scripts, screenshots, shell history, and logs accessible to others. Restrict access to any configuration file that contains it. If you believe it has been exposed, reset it using the current Live Control Room controls.

Start the playlist stream and verify it
- Start FFmpeg with your chosen playlist input and event ingest settings. Use the exact URL and protected key for the event. Set encoding options appropriate to your source, output, installed build, and YouTube’s current recommendations; the correct values cannot be specified without those details.
- Watch Live Control Room’s incoming preview. Check that the picture and audio are present and that the feed is stable. Fix any playlist, codec, or connection problems before making the event public.
- Start the event in Live Control Room. The encoder sends the feed; YouTube’s event controls determine when the broadcast goes live.
- When finished, stop the encoder and end the event in YouTube. Confirm the event has ended rather than leaving an unwanted feed running.

A running FFmpeg process streams only while the VM and process remain available. A terminal session is not, by itself, a reliable restart or recovery plan. The available guidance does not establish a tested persistent-service configuration for a particular OCI image, so use the current process-management instructions for your operating system if you need automatic start after reboot. Plan how you will monitor the VM, protect its credentials, and recover a stopped process.

Do not confuse OCI Media Streams with this setup
OCI Media Streams is a separate managed service for packaging and distributing video; it is not a required step in a direct FFmpeg-to-YouTube workflow. See Oracle Cloud Infrastructure Media Streams.
Troubleshooting
