You can use Windows PowerShell to launch and supervise an encoder that sends a playlist rotation to YouTube, but PowerShell does not create the stream or rotate videos by itself. You still need an encoder configured with the server URL and stream key from YouTube Studio, plus a playlist workflow you have tested on your Windows setup. The official sources below document YouTube’s streaming setup and Microsoft’s process and task tools; they do not establish a complete, tested FFmpeg rotation script.
How the setup fits together
YouTube receives an audio/video feed from an encoder. In YouTube Studio’s Live Control Room, you create or schedule a stream and obtain the server URL and stream key; the encoder uses those details to send the feed. PowerShell can start the encoder process and set its arguments, working directory, wait behavior, and output redirection. Windows ScheduledTasks cmdlets can register and start background tasks, which can support launch-at-startup or a recovery design.
Those pieces have separate jobs: YouTube hosts the live destination, the encoder produces and sends the media, your playlist method determines which videos play, and PowerShell provides process orchestration. A scheduled task alone does not make a stream reliable, and the cited Microsoft documentation does not verify an end-to-end playlist or automatic restart implementation.
Choose a continuous feed or separate broadcasts
One continuous channel feed
YouTube’s Live Streaming API describes a recurring channel feed as distinct from an individual live event. This model suits a channel that intends to keep a rotating program available continuously, but your encoder and playlist workflow must keep supplying media and recover appropriately if they stop.

Separate scheduled broadcasts
You can instead create individual scheduled broadcasts in Live Control Room. This gives each event its own schedule and event setup, but it is not the same operational model as maintaining one recurring channel feed. For scheduled streams, check the Live Control Room preview and whether YouTube requires you to select Go live after the encoder connects.
Decide whether you need YouTube archives
YouTube Help says streams under 12 hours are automatically archived. If you need an archived recording, plan session lengths around that stated limit rather than assuming an indefinitely running feed will produce one complete archive. The source does not establish archive behavior for streams lasting 12 hours or longer.
Prepare the YouTube stream

Enable live streaming if needed. YouTube says first-time enablement can take up to 24 hours. Complete this before the planned start time.

Open YouTube Studio’s Live Control Room. Create a stream or schedule one, choose its visibility, and prepare the event information. Follow the current on-screen workflow for the type of broadcast you selected.

Copy the stream connection details. Get the server URL and stream key from the stream setup and enter them in the encoder. Treat the key as a credential: do not publish it or put it in a publicly accessible script or log. If you believe it has been exposed, check the current Live Control Room workflow to reset it.

Connect and verify the preview. Start the encoder and check that the feed appears in Live Control Room. For a scheduled broadcast, confirm whether a separate Go live action is required before viewers can see it.

Use PowerShell to launch and supervise the encoder
PowerShell is the orchestration layer, not the playlist engine. Before you automate anything, decide which encoder and playlist mechanism you will use, confirm its documented input and rotation behavior, and validate that it can connect to YouTube. The sources here do not establish a particular FFmpeg playlist command, supported media combinations, seamless transitions, or a universal codec or bitrate setting, so those details must come from the encoder’s documentation and testing on your machine.

- Executable: the full path to the encoder you intend to run.
- Arguments: the encoder’s documented options for the media playlist and YouTube connection. Keep the stream key private.
- Working directory: the folder the process should use, especially if your playlist references relative paths.
- Output: decide whether standard output and errors should be captured, and store any logs where access is limited. Do not allow logs to expose the stream key.
- Playlist contents: ensure every input is reachable by the Windows account that runs the process, including after reboot.
- Exit behavior: decide how you will detect a stopped process and whether a restart is appropriate. A restart policy needs safeguards to avoid an endless rapid-failure loop.
Start the process with Start-Process
Microsoft’s Start-Process documentation describes launching a local process with arguments, a working directory, wait behavior, and output redirection. Use those controls to implement your chosen encoder launch; consult the documentation for your installed PowerShell version and the encoder’s own argument syntax. No complete command is included here because the necessary playlist and encoder options have not been verified for a specific Windows and encoder version.

Use ScheduledTasks only for the job it solves
Microsoft documents Register-ScheduledTask for registering task definitions, and the ScheduledTasks cmdlets can start registered background tasks. A scheduled task can help launch your orchestration at startup or on a schedule. It does not, on its own, detect every encoder or network failure, ensure YouTube accepted the feed, or prove that a playlist resumes at the intended item.
Test before leaving it unattended

Run a short session with a small, known playlist and confirm that the encoder starts in the intended working directory.

Check the encoder’s own output and the Live Control Room preview to verify that media is reaching YouTube.

Confirm that the playlist advances as intended. Do not assume transitions or rotation behavior that you have not observed with your chosen encoder.

Stop the encoder deliberately and observe what your PowerShell or scheduled-task design does. Confirm that it does not launch multiple competing encoders.

Test a Windows restart and verify that the task runs under the expected account, can access the media files, and does not expose the stream key.

Only then consider unattended use. Check the stream after launch and periodically thereafter; process startup is not proof that YouTube is receiving a healthy feed.

Troubleshoot common setup failures
- No preview in Live Control Room: check that the encoder is running, the stream URL and key were copied correctly, and the encoder’s output reports a successful connection. Verify the selected stream in Studio.
- The stream connects but does not go public: check the scheduled event state in Live Control Room and whether you need to select Go live.
- The playlist stops or a video is skipped: inspect the encoder’s output and confirm the playlist syntax, file paths, and access permissions for the account running the process. Playlist behavior depends on the encoder and configuration.
- The scheduled task runs but the stream does not: verify its action, working directory, run-as account, access to the encoder and media, and captured error output. A task starting successfully does not prove its child process connected to YouTube.
- The process exits and stays down: inspect the exit output and decide whether your restart logic handles that failure. Task registration is not equivalent to a tested crash-recovery system.
- The stream key may have leaked: treat it as compromised and use the current Live Control Room controls to replace or reset it; update the encoder configuration with the new key.
- You expected a full archive: YouTube Help says streams under 12 hours are automatically archived. Plan shorter sessions when an archive is required; the cited guidance does not establish the result for longer streams.
