You do not need to set up a separate welcome message. When someone joins your channel membership during your live stream, YouTube automatically posts a green “New Member” message in live chat and pins the member’s profile picture at the top of chat for five minutes. Members-only chat is a separate, optional setting that controls who can post; it does not create the welcome message.
What happens when someone joins during your stream
YouTube’s channel-membership benefits include an automatic live-chat greeting when a viewer becomes a member during a live stream on your channel. YouTube describes it as a bright green “New Member” message. The new member’s profile picture is pinned at the top of chat for five minutes. YouTube’s published instructions do not describe a separate toggle for this greeting or a field where you can write custom welcome text. Confirm that channel memberships are available and enabled for your channel, then start or schedule the live stream normally.
How to enable members-only chat separately
Use this setting only if you want to restrict who can participate in live chat. You can keep the stream public while allowing only channel members to post.

- On a computer, open YouTube Studio and select Create > Go live.
- Select Stream, then create a stream or choose one that already exists.
- Select Edit.
- Under Live chat, enable Enable members-only chat.
- Save your changes.
These steps are for members-only chat, not the automatic new-member greeting. See YouTube Help: Moderate live chat.
Choose the audience and chat settings you want

You cannot enable subscribers-only chat and members-only chat at the same time. The live welcome message is triggered by a membership joining during the broadcast; the cited YouTube instructions do not say that either chat restriction is required for it.

Where to check for memberships gained while you are offline
YouTube says it does not send a live notification when a new member joins while the creator is offline. To review membership activity, open YouTube Studio and go to Earn > Memberships. YouTube Help: Analyse and manage your YouTube channel memberships programme.
