Secure an esports venue during protests or civil unrest by preparing a site-specific emergency action plan, coordinating with public-safety agencies, controlling access and traffic in layers, training every staff role, and making decisions from verified conditions rather than instinct. The right response may be a controlled entry, shelter in place, targeted relocation, evacuation, event suspension, or cancellation; no single action is safe for every incident.

This guide shows venue owners, tournament operators, security managers, and staff how to prepare before doors open, manage a demonstration outside the building, protect attendees and workers, and recover after an interruption.

Why esports venues need a different unrest plan

An esports event can combine a dense audience, temporary production equipment, rented spaces, late-night operations, delivery traffic, and attendees who do not know the building. A pop-up hall may lack the hardened perimeter, dedicated command rooms, and permanent security systems of a major arena. Protest activity can also change pedestrian and vehicle patterns without entering the venue itself.

Security therefore has to cover more than screening at the front door. It must address crowd spillover, civil disturbance, hostile-vehicle exposure, unauthorized entry, suspicious items, blocked fire lanes, loss of utilities or network service, event interruption, and safe departure. The Cybersecurity and Infrastructure Security Agency (CISA) identifies these issues in its venue-security guidance and advises operators to begin with a risk assessment, an Emergency Action Plan (EAP), incident-specific response plans, and coordination with response agencies.

Private security should support—not replace—police, fire, emergency medical services (EMS), emergency management, and the venue’s legal and life-safety responsibilities. Staff should never attempt crowd dispersal, physical intervention, or investigative work beyond their training and lawful authority.

Start with a venue-specific risk assessment

Complete the assessment before announcing the event layout. CISA’s Mass Gathering Security Planning Tool, revised May 24, 2024, provides a framework for examining venue characteristics, checklist items, and stakeholder coordination; it is not a substitute for details specific to your site.

Map the entire operating area

Use a current plan or annotated satellite image and walk the site at the same times the event will operate. Mark:

  • Public, staff, credentialed, vendor, loading-dock, and responder entrances.
  • All emergency exits, fire lanes, accessible routes, stairwells, elevators, and assembly areas.
  • Parking lots, rideshare zones, bus stops, rail or subway approaches, pedestrian crossings, and likely taxi or delivery routes.
  • Utilities, generator locations, network rooms, broadcast-production areas, cash-handling points, and other critical services.
  • Potential command-post locations, responder staging areas, medical posts, staff check-in, and family-reunification space.
  • Areas where a demonstration could form, move, block an approach, or meet an opposing group.

Assess scenarios, not just locations

For each area, record the credible threat, warning signs, protective measure, decision owner, and safe alternative. Include conditions such as a peaceful demonstration near a queue, a rapidly growing crowd blocking the main entrance, vandalism at a loading dock, a suspicious package, a vehicle approaching a pedestrian area, or a utility failure during an event.

Scenario Questions to answer Primary planning effect
Protest outside a public entrance Can attendees enter without crossing the crowd? Is another entrance staffed and accessible? Who pauses admissions? Controlled entry, route separation, and verified public messaging
Demonstration blocks a street or transit approach Which roads, parking areas, and transit stops remain usable? How will arrivals be rerouted? Traffic management, delayed opening, or cancellation decision
Crowd moves toward the building Can doors be secured without trapping people outside? Which interior areas can absorb a temporary hold? Layered access control, shelter or relocation, and responder coordination
Violence, fire, or dangerous smoke nearby Which exits avoid the hazard? Is movement outside safer than remaining inside? Incident-specific evacuation or shelter decision
Loss of power, connectivity, or access-control systems How are doors, tickets, broadcast systems, staff communications, and medical support maintained? Continuity procedures and possible event suspension

For a temporary venue, compare the actual building and equipment with the host site’s existing plans. CISA’s temporary-facility guidance recommends reviewing current plans, conducting a vulnerability assessment, and selecting protective measures that address identified gaps.

Write the Emergency Action Plan before doors open

The EAP should be short enough for supervisors to use under pressure, detailed enough for responders to understand the site, and written for this event rather than copied unchanged from another arena. CISA describes its mass-gathering tool as an overarching framework; planners must add the venue’s specific routes, contacts, capacities, and procedures.

Define authority and triggers

  • Name the event executive, venue representative, security lead, and public-safety liaison who can pause entry, relocate activities, suspend play, evacuate, shelter, or cancel.
  • Define how the security lead receives verified information and who can overrule an operational decision for life-safety reasons.
  • Set objective triggers for enhanced screening, a controlled entry, an interior hold, shelter in place, targeted relocation, evacuation, cancellation, and reopening.
  • Specify who contacts law enforcement, fire/EMS, emergency management, venue ownership, promoters, transportation partners, vendors, and insurers.

Document routes and accountability

  • Identify usable exits and alternate routes if a protest, fire, smoke, debris, or police operation blocks a normal approach.
  • Show responder access lanes, medical locations, command-post options, staff assembly areas, and accessible evacuation support.
  • Assign supervisors to account for employees, contractors, volunteers, performers, production crews, and vendors.
  • Protect critical systems and define manual workarounds for ticketing, door controls, radios, public-address systems, network access, broadcast equipment, and cash handling.

Include public-information and recovery procedures

  • Prepare scripts for delayed opening, controlled entry, an interior hold, shelter in place, zone-by-zone evacuation, event suspension, cancellation, medical information, family reunification, and reopening.
  • State how updates reach attendees, staff, contractors, media, families, and transportation partners.
  • Set criteria for documenting damage, preserving video and incident records, supporting affected workers, reopening, and conducting an after-action review.

FEMA’s mass-gathering action guidance calls for security, emergency-response, emergency-communications, business-continuity, evacuation, bomb-threat, training, and exercise procedures. Treat those as connected parts of one plan, not separate binders.

Coordinate with public-safety partners early

Contact partners while the event is still being designed. Share the site plan, schedule, expected attendance, access points, traffic assumptions, likely protest footprint, special access or medical needs, and emergency contacts. Ask responders to identify constraints that the venue cannot see from inside the building, such as planned road closures, transit changes, staging requirements, or competing events.

CISA’s venue-oriented approach integrates venue management and security staff with police, bomb squads, fire, EMS, and other agencies, with the command structure documented in the EAP. The U.S. Fire Administration and FEMA civil-unrest guidance recommends an Incident Action Plan, a communications plan, emergency-operations coordination, unified command when appropriate, secure command-post placement, and flexible staging away from the incident scene when feasible.

Clarify roles before an incident

Partner Planning contribution
Law enforcement Threat intelligence, lawful crowd-management coordination, traffic support, investigative response, and advice on routes or closures
Fire and EMS Fire-lane requirements, medical access, evacuation considerations, hazardous-material or smoke concerns, and patient movement
Emergency management Regional coordination, public-warning processes, shelter or transportation resources, and continuity support
Venue owner and promoter Authority, contracts, staffing, insurance, cancellation terms, public messaging, and recovery decisions
Transit, parking, and neighboring businesses Changes to arrivals, departures, deliveries, pedestrian movement, and shared access roads

Do not assume that a single agency controls every part of the response. Establish who supplies verified information, who gives operational direction, and how a unified or coordinated command will function if the incident expands.

Control access, crowds, traffic, and vehicle approaches in layers

Use several modest controls rather than relying on one checkpoint. The assessment should determine how much screening, staffing, separation, and traffic control is justified; local fire, accessibility, and permitting requirements always control placement.

Separate people and functions

  • Keep public, staff, credentialed, vendor, delivery, and responder entrances distinct wherever the building permits.
  • Control loading-dock access and schedule deliveries away from the busiest arrival periods.
  • Maintain a protected emergency-access lane and keep it clear throughout the event.
  • Lay out queues so they do not block sidewalks, fire lanes, accessible paths, exits, or neighboring properties.
  • Use staff and signage to prevent attendee flows from merging with protest activity where lawful and safe.
  • Prepare a method to close, reroute, and reopen an entrance without trapping people in a dead-end queue or unsafe street.

Manage vehicles and arrival traffic

Coordinate parking, rideshare, buses, deliveries, and pedestrian crossings with transportation partners. Identify approaches where a vehicle could reach a dense queue or plaza and apply measures that reduce exposure, such as distance, controlled vehicle access, staffed points, or temporary separation. These measures should be designed with responders and engineers where needed; improvised objects can create trip hazards, block fire access, or shift danger to another route.

Use portable crowd control barriers carefully

Portable crowd control barriers can define a queue, temporary perimeter, controlled lane, or separation zone during a changing event. They are supplemental equipment, not a security system. Before deployment, confirm that each placement preserves fire egress, accessible travel, responder access, sightlines, emergency vehicle movement, and lawful public passage. Assign staff to monitor and move them as conditions change, and remove them if they create a crush point or obstruct an emergency operation.

Train staff and volunteers by role

Give every person a short, role-specific briefing before the event and a refresher when conditions change. CISA advises connecting with local authorities, developing incident-response plans, training staff, and reporting concerns. FEMA recommends training staff and volunteers on security basics, emergency response, communications, continuity, suspicious behavior and items, and assigned response actions, followed by exercises with first responders.

Front-of-house and entry staff

  • Recognize and report suspicious behavior or items without touching or investigating them.
  • Know who can pause admissions, secure a door, open an alternate entrance, or release a queue.
  • Give only approved, plain-language instructions and avoid arguing with protesters or attendees.
  • Keep accessible routes open and identify people who may need assistance.

Supervisors, security, and operations

  • Track conditions at entrances, parking, loading areas, interior concourses, and exits.
  • Use the designated communications channel and escalate verified information through the chain of command.
  • Account for assigned staff and contractors and report missing personnel.
  • Withdraw and defer to police, fire, or EMS when conditions exceed training or lawful authority.

Medical, production, and technical teams

  • Know medical access routes, first-aid locations, and how to move equipment without blocking egress.
  • Protect power, network, broadcast, tournament, and access-control systems while preserving responder access.
  • Use continuity checklists for controlled shutdown, backup power, manual entry, and safe recovery.

Build communications that still work under pressure

Create an internal communications plan and a separate public-information plan. Name the person authorized to issue instructions, select a primary channel and a backup, and pre-approve short messages. Keep a current contact list in both digital and printed form.

Prepare plain-language scripts

  • Delayed opening: explain that entry is temporarily delayed, state where people should wait, and provide the next update time.
  • Controlled entry: identify which entrance is open and where queues should form.
  • Interior hold: tell occupants to remain in the designated area and await further instructions.
  • Shelter in place: state the safer interior areas and whether doors or windows should be closed.
  • Evacuation: identify the zone and route being used, remind people not to return for belongings, and direct them to the assembly area.
  • Suspension or cancellation: give the operational status, safe departure instructions, and where official updates will appear.

Coordinate messages with law enforcement and emergency-response partners. Do not promise that a street, route, or gathering point is safe unless the responsible public-safety authority has confirmed it. Repeat essential instructions across public address, signage, staff directions, text alerts, social channels, and the event website. Make messages accessible and multilingual where the audience requires it.

“First and foremost, develop an Incident Action Plan. Communicate, exercise, follow and adapt the plan as needed.” — U.S. Fire Administration, Civil Unrest Response: Operations

Choose between a hold, shelter, relocation, evacuation, and cancellation

A protest outside the building does not automatically require evacuation. The decision depends on the threat’s location and movement, fire and life-safety conditions, available routes, the risk of crowd convergence, responder advice, and whether the venue can control access and communicate reliably.

Action Use when Critical checks
Controlled entry or hold Information is incomplete or conditions at an entrance are changing, while the interior remains suitable for occupants. Keep queues safe, prevent crowd convergence, and set a review time.
Shelter in place Outside movement is more dangerous and the building remains safe and occupiable. Confirm interior conditions, accessible support, communications, and responder guidance.
Targeted relocation One entrance, street, plaza, or interior zone is threatened but other areas remain usable. Move people away from the hazard without blocking exits or creating a new concentration.
Evacuation The building or immediate area cannot safely support continued occupancy. Use incident-specific routes, maintain responder access, account for people, and do not send evacuees toward the protest or hazard.
Suspension or cancellation Access, egress, staffing, communications, utilities, or responder coordination cannot be maintained. Stop operations deliberately, communicate safe departure, protect equipment, and begin continuity and recovery actions.

USFA and FEMA emphasize adaptable incident action planning and unified command because priorities can change quickly during civil unrest. The closest exit is not necessarily the safest exit; route selection must reflect the actual hazard.

Use practical incident playbooks

If a demonstration forms during arrivals

  1. Verify the location, size, movement, and behavior through supervisors and public-safety contacts.
  2. Pause or redirect the affected queue if people would have to cross the demonstration.
  3. Keep accessible routes, fire lanes, and responder access open.
  4. Move admissions to a preplanned alternate entrance only after confirming that route is safe and staffed.
  5. Issue a concise update with the next review time; avoid speculation about protesters or motives.

If the crowd approaches or violence begins nearby

  1. Notify the incident lead and public-safety liaison using the primary channel, then activate the backup if acknowledgment fails.
  2. Secure or close exposed doors according to the EAP while keeping required emergency exits available.
  3. Move attendees away from the threatened frontage or shelter them inside if responders advise and the building remains safe.
  4. Stop nonessential movement and protect medical, fire, and responder access.
  5. Follow the selected hold, relocation, evacuation, or cancellation plan; do not improvise a dispersal operation.

If a suspicious item or bomb threat is reported

Do not touch, move, or transmit around the item in a way that could create additional risk. Isolate the area, notify police and the venue incident lead, preserve relevant information, and follow bomb-squad and fire instructions. The EAP should include bomb-threat management and a communication method that avoids spreading unverified details.

Plan continuity and recovery

An interruption can outlast the protest itself. Include procedures for power, network connectivity, ticketing, access-control systems, broadcast and production equipment, cash handling, staff transport, vendor deliveries, medical support, and communications. Define which systems may be shut down, who can authorize it, and how they will be restored.

After the immediate danger

  • Reopen only after the venue owner and responsible public-safety authorities confirm that access, egress, staffing, and communications are adequate.
  • Document damage, injuries, decisions, notifications, route changes, and equipment status while memories and records are fresh.
  • Preserve relevant video, access logs, radio records, messages, and incident reports according to legal and privacy requirements.
  • Provide staff support, transportation, and clear instructions for the next shift.
  • Conduct a hotwash or after-action review with venue staff and responders; assign owners and dates to corrective actions.

CISA treats venue security as an ongoing process of reassessment and collaboration. Update the plan after every exercise, event, construction change, new transit pattern, or incident.

Exercise the plan before a high-risk event

A written plan is not enough if staff cannot find routes, contacts, or decision authority. Run a discussion-based exercise, then a practical drill where feasible with police, fire, EMS, emergency management, transportation partners, and the venue owner.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Test a blocked main entrance and alternate queue.
  • Practice a public-address announcement and backup communications method.
  • Walk accessible evacuation and shelter routes.
  • Verify staff-accountability procedures and responder staging.
  • Simulate loss of power, network service, ticket scanning, or radio coverage.
  • Record timing, confusion points, blocked paths, missing equipment, and decisions that required escalation.

Use the results to revise maps, scripts, staffing, barriers, contracts, and trigger conditions. Training should also explain when staff must withdraw and let professional responders take over.

Safety, legal, and accessibility constraints

Every measure must comply with local fire code, accessibility requirements, public-assembly rules, traffic regulations, labor obligations, privacy law, and the lawful authority of public agencies. Do not create a barricade that blocks an accessible route or emergency exit, restrict public passage without authorization, or use surveillance or searches beyond applicable law and venue policy.

Document why a control was selected, who approved it, and how it will be monitored. A barrier, checkpoint, or extra guard is useful only if it improves safety without creating a crush point, concealed hazard, delayed evacuation, or conflict with responders.

Pre-event readiness checklist

  • Site map includes entrances, exits, parking, transit, loading, utilities, command, medical, staging, and assembly areas.
  • Risk assessment covers protest spillover, civil disturbance, hostile vehicles, suspicious items, traffic, service loss, and continuity.
  • EAP names decision authority, triggers, contacts, routes, accountability, communications, evacuation, shelter, cancellation, and recovery actions.
  • Law enforcement, fire/EMS, emergency management, venue ownership, promoters, and transportation partners have coordinated.
  • Queues, barriers, vehicle controls, fire lanes, accessible routes, and responder access have been inspected.
  • Role-based staff training and an exercise have been completed, with corrective actions assigned.
