First, remove any direct public-internet access to the PLC. Rockwell Automation’s SD1790 advisory, updated September 18, 2026, reports that internet-exposed MicroLogix 1400 and 1100 controllers have been targeted, including cases involving changed device configurations and newly set passwords that left operators unable to view the controller. A password alone is not sufficient protection. Disconnect public reachability, then harden the controller and the network around it.

1. Remove direct internet exposure first

Check whether the PLC has a public IP address or can be reached through a router, firewall, cellular gateway, or other device with port forwarding. Remove public IP assignments and forwarding rules that expose the controller, then verify from outside the utility network that it is no longer reachable. Do not treat changing a password as a substitute for removing exposure.

If personnel need remote access, route it through a secure remote-access solution, such as a properly configured VPN, with access limited to authorized users. The remote-access path should lead to a controlled engineering environment, not make the PLC itself publicly reachable. Rockwell’s current SD1790 hardening guidance recommends eliminating direct internet connections and port forwarding, and using secure remote access when access is necessary.

2. Identify the exact controller before changing it

Record the controller’s model, catalog number, series, firmware revision, network settings, enabled services, and the engineering software or project version used at the site. MicroLogix 1100 and 1400 recommendations are not interchangeable, and some firmware guidance applies only to a specific series or advisory. Use the catalog number and firmware to check Rockwell’s current advisory and support information before deciding whether a change applies.

Also document which systems communicate with the PLC and why: operator interfaces, SCADA, engineering workstations, historians, gateways, and any required peer devices. In a water or wastewater installation, a lift-station or booster-station controller may support pumping, pressure, or flow operations; indiscriminately blocking its communications can disrupt the process. Rockwell’s SCADA System Selection Guide depicts MicroLogix units in water and wastewater station roles, but the actual design and dependencies vary by utility.

3. Put the PLC in a controlled OT network

Place the controller behind firewalls in an operational-technology (OT) or plant network, separated from ordinary business IT. Configure network rules to allow only the communications the documented process requires, from trusted engineering workstations and known addresses. Avoid broad access rules that allow any device on the business network to reach the controller.

  • Limit routes between business IT, the OT network, and controller segments to what the operation requires.
  • Permit controller traffic only from approved sources and to approved destinations; review both inbound and outbound paths.
  • Restrict EtherNet/IP/CIP traffic from outside the manufacturing or OT zone. Rockwell’s 2019 PN977 advisory specifically names TCP and UDP ports 2222 and 44818 for its issue-specific filtering recommendation. Do not interpret those ports as a complete inventory of every communication a site needs.
  • Test firewall changes against the documented communications and operating requirements before applying them to a live process.

4. Reduce controller services and credential risk

Web server

If the embedded web server is not needed, disable it. If it must remain enabled, change default Administrator and Guest credentials, and restrict web accounts to read-only access where the controller supports it. Rockwell’s older PN692 web-server guidance recommends these measures; check the manual and firmware documentation for the exact controller before making changes. Record required web configuration first: PN692 warns that a firmware upgrade clears web-server configuration.

Passwords and access

Use unique, strong credentials and restrict who can access engineering tools and controller configuration. For MicroLogix 1400 Series B, Rockwell’s SD1790 recommends FRN 21.002 or later and enabling Enhanced Password Security. Confirm that the exact catalog number, firmware availability, and project dependencies support the change before applying it. The MicroLogix 1400 Reference Manual cautions that password protection should not be relied on alone to prevent unintended program or data changes.

Modbus TCP

Disable Modbus TCP if the application does not use it. If it is required, filter access to authorized sources using network controls and confirm the permitted communications with the process owner. Rockwell’s PN1545 advisory supports disabling unused Modbus TCP and filtering unauthorized traffic; the available advisory information does not establish additional affected-revision details here.

5. Apply firmware and mode guidance by model and issue

Do not treat one firmware number as a blanket “secure” version for every MicroLogix. The recommendations below address particular models or vulnerabilities, and they do not replace checking current Rockwell support information for the exact unit.

Rockwell’s 2017 PN967 advisory describes earlier MicroLogix 1100/1400 security issues involving web-server access, firmware tampering, or denial of service. Because that advisory is dated, use it as product-security history and issue context—not as a statement of current vulnerability status.

6. Protect recovery and process availability

Before changing firmware, mode, protocol settings, or network configuration, follow the utility’s change-control process and involve qualified controls and operations personnel. A change can improve security but still interrupt communications or affect a running process if dependencies are missed.

  • Keep a verified, offline copy of the known-good MicroLogix project file (.RSS) and record current network and controller settings.
  • Confirm the backup is usable and that staff know how to restore the controller and validate the process.
  • Schedule changes with the people responsible for operations and safety; define a recovery plan before work begins.
  • Do not clear controller memory, update firmware, change operating mode, or disable a protocol on a live water process without qualified review and site change controls.

These safeguards matter because a controller outage or unauthorized logic change can potentially disrupt water distribution or wastewater collection, affect pressure, contribute to untreated sewage overflow, or provide operators with false data or altered alarms. Rockwell describes these possible consequences in its water utility cybersecurity paper; they are potential impacts, not predictions for every installation.

7. Monitor for changes that do not match operations

Review available network, engineering, and controller records for unexpected connections, mode changes, configuration changes, or program downloads. Establish who is authorized to make changes and how an approved change is recorded, so unusual activity can be distinguished from planned maintenance. SD1790 recommends maintaining offline backups and monitoring controller activity.

If the controller is locked or its password is unknown

Do not attempt recovery as a routine hardening step. Rockwell’s SD1790 describes recovery paths that can erase data needed to resume operation: the MicroLogix 1400 memory-clear procedure erases the program, data, and network/IP configuration; the MicroLogix 1100 route uses Program mode and a firmware update over DF1 serial and clears the user project and password. Only qualified personnel should follow the applicable Rockwell procedure under operational controls, with the verified project and recorded settings available before starting.
