Use UTC as a shared timekeeping convention, then run the continuous prerecorded playlist through an encoder or streaming service that supports the operation you need.
What YouTube Studio can—and can’t—schedule
YouTube’s documented process creates a scheduled live event. It does not establish that Studio can automatically repeat a playlist around the clock or accept UTC as a distinct time-zone setting. Scheduling an event also does not by itself start an encoder feed: the documented workflow still requires you to start the encoder and launch the event in Live Control Room.
For a one-time scheduled event, follow YouTube’s encoder setup instructions and live stream settings guidance. For continuous prerecorded playback, check whether the encoder or service you choose actually supports 24/7 looping, recurrence, time zones, and recovery; do not assume those features follow from creating a scheduled event.
Schedule an individual YouTube live event

Open Manage, choose Schedule Stream, and create a stream or reuse settings from an earlier one.

Enter the event details and schedule it. A scheduled stream may appear as upcoming, allowing viewers to set reminders.

In your encoder, enter YouTube’s stream URL and stream key. Treat the key like a password: anyone who obtains it may be able to send a feed to your event.

Start the encoder, wait for its preview in Live Control Room, check the feed, and then select Go live.

The exact stream key and event settings depend on the stream you create. Follow the current Studio prompts rather than reusing a key or configuration you cannot verify.
Use UTC without confusing it with a YouTube setting
The reviewed YouTube instructions do not document a UTC option in the scheduled-stream interface. UTC is useful for coordinating people in different time zones, but using UTC in your notes or calendar does not make Studio schedule in UTC.

Agree on one UTC date and start time with everyone involved.

Write the instant in an unambiguous format with a

If someone needs local display time, convert that instant with a time-zone-aware calendar or converter. Do not rely on a fixed offset in places that observe daylight saving time.

Before using an external encoder or service for automation, verify its own documentation for UTC input, recurrence, daylight-saving behavior, and how it launches or reconnects to the YouTube event.
This convention reduces coordination errors; it is not a claim that YouTube Studio has a UTC scheduler.
Prepare and check the broadcast
YouTube says a channel must be verified and must not have had live-streaming restrictions in the previous 90 days to live stream. YouTube describes encoder streaming as the route for connecting external stream production. Review the current live streaming eligibility requirements if the channel cannot start a broadcast.

For encoder events, YouTube’s streaming tips recommend advance setup and checks. Those event recommendations are useful for reducing avoidable launch problems, but they do not guarantee an unattended 24/7 broadcast will stay online.

Set up the encoder at least two hours before the event and start it at least 15 minutes before the scheduled time.

Check the Live Control Room preview before going live.

Test backup-encoder failover, verify local archive files, and confirm viewers can reach the event from the channel or watch page and on mobile devices.

Monitor audio and video quality while the stream is running.
Choose a way to keep prerecorded video running
A scheduled event and a 24/7 playback system solve different problems. If you need a continuous playlist, evaluate whether the chosen encoder or managed service offers continuous playback rather than only scheduled events. Check its time-zone handling, daylight-saving behavior, restart and network-failure recovery, monitoring or alerts, stream-key security, and archive behavior. The reviewed YouTube sources do not compare providers on these points.

YouTube’s encoder instructions say streams under 12 hours are automatically archived. They do not establish that one continuous 24-hour stream will produce a single complete replay, or explain how a third-party service divides and archives its output. Verify the behavior you need before relying on the archive as your only recording.
