Use your browser’s Print command and choose its built-in Save as PDF destination. Then reopen the file, inspect the Devanagari at normal and enlarged zoom, and copy a short passage into a Unicode-aware text editor. A page that looks right may still have garbled or unselectable text, so check both appearance and text selection.
Save the page as a PDF
- Open the original government page and wait for the Hindi or other Devanagari text to finish loading. Confirm that you have the language and version you need.
- Open your browser’s Print command and select its built-in Save as PDF destination. The exact menu names and controls vary by browser, operating system, and version.
- Review the print preview. If text is clipped, content is missing, or page breaks are poor, cancel and try the website’s print-friendly view if it offers one. You can also adjust ordinary print-layout options such as paper size and margins, then preview again.
- Save the PDF, reopen it, and inspect the text at normal and enlarged zoom. Check for missing glyphs, broken conjuncts or matras, overlap, clipping, and unexpected layout changes.
- Select and copy a short sentence into a Unicode-aware text editor. Readable copied text is a useful check that the sample has a usable text layer; it does not establish that the entire PDF is searchable or accessible.
- If you may need to verify the document later, keep the original page URL and the date you saved it with the PDF.
Government website guidance calls for Unicode characters in Hindi and regional-language fonts, testing across browsers for inconsistencies or layout loss, and content that prints correctly on A4. Those are quality requirements for government websites, not a guarantee that every page will produce a flawless PDF. See the GIGW guidelines.
Check appearance, text, and accessibility separately
A PDF is a container, not proof that its contents are usable. A page can look correct while its text cannot be selected, searched, or used by assistive technology. The e-Governance Standards & Guidelines portal, for example, states that its PDF files and Hindi information are not accessible: its accessibility statement.
- Visual fidelity: Check that Devanagari glyphs, conjuncts, and matras are rendered correctly and that lines are not clipped or overlapping.
- Selectable text: Copy a passage and inspect it in a Unicode-aware editor. If selection is unavailable or the copied text is garbled, the PDF may be image-based or have a text-encoding or mapping problem.
- Search: Search for a word that appears in the PDF. A successful visual check alone does not prove search will work.
- Accessibility: Correct-looking, selectable text does not by itself establish that a PDF is accessible to assistive technology.
GIGW’s accessibility guidance says government organisations should perform OCR on scanned PDFs to capture actual text. OCR can introduce recognition errors, so compare its output with the visible Devanagari.

Boxes, missing glyphs, or broken marks
Reload the original page, let it finish rendering, and retry the print in another current browser. GIGW calls for browser testing to catch regional-script layout inconsistencies or loss, but the result can still depend on the page and your browser and operating system.
The text looks right but cannot be selected
Check whether the source is a scan or image. If it is, OCR is needed to create a text layer; then verify the recognized text against the visible page. The government accessibility guidance describes OCR for scanned PDFs, not as a guarantee of error-free recognition.

Copied text is gibberish
Keep the PDF as a visual record, but do not treat its text layer as sound. Try the site’s original downloadable PDF, if available, or print again from another browser and compare the copied passage.
Only part of the page prints
Use the site’s print-friendly version if available, or change print layout options and check the preview again. GIGW expects content to print correctly on A4, but it does not specify browser-specific settings for fixing an individual page.

You are considering installing a font
Test another browser and inspect the saved PDF before installing fonts or other software. The Department of Official Language says Unicode Devanagari fonts are available with Microsoft and Apple operating systems and mentions additional font downloads: its introduction to Hindi. A font download is not an established fix for a browser’s PDF output.
When the page matters administratively
For a document you may need to verify, retain the official URL and save date, and look for the department’s original downloadable document. A locally printed web page can omit dynamic content or reflect a page that later changes. The cited guidance does not establish the legal evidentiary status of a PDF printed from a web page.
