Yes—GitHub Actions can run recurring AI automation without a GitHub Actions charge, but “free 24/7” has important limits. Standard GitHub-hosted runners are free in public repositories. A private repository uses the minutes included with its plan and can incur overage charges. Self-hosted runners avoid a hosted-runner charge in GitHub’s billing documentation, while leaving you responsible for the computer, electricity, network, maintenance and uptime. In every case, calls to an AI model provider are a separate cost layer.
The reliable design is not one process that runs forever. Use short, scheduled, repeatable workflow runs, save a checkpoint or result, prevent overlapping runs, and provide a manual recovery trigger. That approach fits GitHub’s documented six-hour job limit, 35-day workflow-run limit and usage quotas while still providing continuous automation.
What “free” means for GitHub Actions AI automation
There are three different bills or resource budgets to separate before you design anything: GitHub-hosted compute, your runner infrastructure, and AI inference.
Public repositories
GitHub states that Actions usage is free for standard GitHub-hosted runners in public repositories. GitHub supplies and maintains the runner image, so you do not pay a hosted-runner minute charge for those public-repository jobs. “Free” does not make the repository private, however. Source code, workflow definitions, logs and any output that you commit or upload can be visible to people who can access the public project. Never put a secret, private prompt, customer record or regulated data in a public workflow simply to avoid a minute charge.

Private repositories
Private repositories receive a plan-specific allowance of Actions minutes and storage. When the included allowance is consumed, additional usage can be billed according to the account’s plan and billing settings. A private repository is the safer default for proprietary prompts, internal documents and customer data, but its schedule must be sized against the available minute budget.
Self-hosted runners
GitHub’s billing documentation describes self-hosted runners as free of a GitHub hosted-runner charge. The operator still supplies and pays for the machine, power, network connection, operating-system updates, runner upgrades, monitoring and physical or cloud availability. A self-hosted runner also expands your security responsibility: a compromised job can affect the host and any network resources it can reach.
AI inference is a separate charge
GitHub’s Agentic Workflows FAQ explains that every run consumes Actions minutes alongside AI inference. A public repository can therefore have a zero-dollar GitHub Actions compute bill while its model-provider account charges for input tokens, output tokens, tool calls or other usage. Set a spending or usage limit with every provider before enabling a recurring schedule.
What GitHub Free includes
Current GitHub Free plan documentation lists these monthly resources:
| Resource | GitHub Free allowance | How to interpret it |
|---|---|---|
| Actions minutes | 2,000 minutes per month | Included minutes reset at the start of each billing cycle; private-repository jobs consume them. |
| Artifact storage | 500 MB | Applies to files retained as workflow artifacts, such as reports and debug bundles. |
| Cache storage | 10 GB per repository | Use for dependency caches, not as a general-purpose database for AI state. |
The 2,000-minute figure is a monthly allowance, not a promise that one job can run for 2,000 minutes. Each job is subject to execution limits, and a workflow with several jobs or matrix entries consumes the sum of their runner time. Storage limits are independent of minutes: a workflow can finish within its minute allowance and still fail to upload an artifact when retained files exceed the storage budget.

Design recurring runs instead of a never-ending process
GitHub Actions is a scheduler for finite workflow runs, not a guaranteed 24-hour daemon. GitHub documents a maximum execution time of six hours for a single job on GitHub-hosted runners and a 35-day ceiling for a workflow run. A process that tries to stay alive indefinitely will eventually be stopped, and it is harder to recover when its state exists only in memory.
For continuous behavior, divide work into bounded runs. Each run should fetch its inputs, call the model with a bounded prompt, write an idempotent result and exit. The next run resumes from a durable checkpoint. If a run is repeated after a timeout, the same input should produce an update rather than duplicate records or send the same notification twice.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Use two triggers
Add a scheduled trigger for normal operation and workflow_dispatch for a human-controlled retry or backfill. Scheduled jobs can be delayed or missed during platform load; do not promise an exact wall-clock start. Your code should examine the last successful checkpoint and process the interval that is actually missing.
Keep the unit of work small
Fetch only the new records, limit the model prompt and cap the number of items handled in one run. A five-minute job scheduled every six hours is easier to budget and retry than a two-hour job scheduled every hour. If a queue can grow faster than one run can drain it, persist a cursor and process a fixed batch per invocation.
Persist state deliberately
Commit a small checkpoint file, update an external database, or publish a versioned result to a service designed for durable state. Artifacts are useful for reports and diagnostics but have finite retention and storage. The cache is intended for reusable dependencies; it is not a transactional store and can be evicted.

Build a safe scheduled workflow
Create a file such as .github/workflows/ai-worker.yml in the repository. The following pattern combines a schedule, manual recovery, least-privilege permissions, a concurrency guard and a secret-backed model key:
Recommended Free Tools
name: AI worker
on:
schedule:
- cron: '17 */6 * * *'
workflow_dispatch:
permissions:
contents: write
concurrency:
group: ai-worker
cancel-in-progress: false
jobs:
run-worker:
runs-on: ubuntu-latest
timeout-minutes: 30
steps:
- name: Check out repository
uses: actions/checkout@v4
- name: Run bounded worker
env:
AI_API_KEY: ${{ secrets.AI_API_KEY }}
run: python scripts/ai_worker.py
- name: Save report
uses: actions/upload-artifact@v4
with:
name: ai-worker-report
path: reports/latest.json
retention-days: 7
The cron expression above requests a run every six hours at minute 17; it is a request to the scheduler, not a guaranteed start time. Set timeout-minutes below the platform maximum so a hung API call fails quickly and can be retried. Keep contents: write only if the worker commits a checkpoint. If it merely reads code and sends results elsewhere, use read-only permissions instead.
Store AI_API_KEY in the repository or organization Actions secrets. Do not echo it, write it into a checked-in file or include it in an artifact. Restrict the key at the provider to the models, projects and spending limits the worker needs.
Control overlap and retries
Two scheduled runs can overlap when an API call is slow or a previous run is retried. A concurrency group serializes runs for the same worker. With cancel-in-progress: false, a newer run waits rather than killing a run that may already have committed a checkpoint. If only the newest input matters, cancellation can reduce waste, but your worker must then tolerate termination halfway through a batch.
Make writes idempotent by assigning each unit of work a stable identifier, recording completion before acknowledging it, and using upsert semantics where available. Retry transient HTTP failures with exponential backoff, a maximum attempt count and a total time budget. Do not retry authentication errors or a provider response that indicates the account has exceeded its spending limit.

Estimate minutes, storage and AI cost before scheduling
For a private repository, estimate runner usage as:
monthly minutes = runs per month × average minutes per run × number of jobs per run.
For example, one five-minute job every six hours produces about 120 runs in a 30-day month and uses about 600 Actions minutes. The same five-minute job every hour produces about 3,600 minutes in 30 days, exceeding the 2,000-minute GitHub Free allowance before accounting for retries or additional jobs. A matrix multiplies the number of jobs, so a nominally short workflow can consume minutes quickly.
For public repositories, the hosted-runner minute charge is free under GitHub’s stated policy, but the job still consumes scheduler capacity and can generate provider charges. For self-hosted execution, replace the hosted-minute estimate with the machine’s operating cost and include idle time, maintenance and backup costs.

Track model usage separately. Record prompt and completion tokens, number of calls, selected model and response errors in a private monitoring system. Configure provider-side monthly or per-key limits. A workflow that loops on a malformed response can spend far more on inference than on runner time, so stop after a bounded number of attempts.

Know the operational ceilings
| Limit | Documented ceiling | Design response |
|---|---|---|
| Single GitHub-hosted job execution | Six hours | Split long work into checkpoints and separate runs. |
| Workflow-run lifetime | 35 days | Never use one run as a permanent worker; schedule new runs. |
| Matrix jobs in one workflow run | 256 jobs | Batch or shard work across multiple runs when the matrix would exceed this size. |
| Queued runs in a concurrency group | 100 runs | Throttle the trigger, coalesce stale work and monitor queue depth. |
| Workflow-trigger events per repository | 1,500 events per 10 seconds | Avoid event storms and bulk commits that recursively trigger workflows. |
GitHub may cancel runs when these limits are reached. A high-frequency schedule can also exhaust private-plan minutes long before a technical limit is visible. Calculate the expected load, then leave headroom for manual reruns and transient failures.
Choose the right repository and runner
Public repository is appropriate when
- Workflow code, prompts, logs and generated outputs can be public.
- Inputs contain no confidential, personal or licensed material.
- You want standard hosted runners without a hosted-minute charge.
Private repository is appropriate when
- Prompts or source data contain proprietary or personal information.
- Outputs must remain restricted to an organization.
- You can budget the included minutes and potential overage.
Self-hosted runner is appropriate when
- The worker needs local software, hardware or network access unavailable on hosted images.
- You can patch the operating system, isolate jobs and monitor the host.
- You accept machine, power, network and maintenance costs in exchange for control.
Do not select a public repository solely because it is cheaper if the data cannot safely be disclosed. Repository visibility is a data-governance decision, not just a billing optimization.
Troubleshoot common failures
The schedule did not run at the expected time
Check the Actions run list and repository event history, then use the manual trigger to process the interval since the last checkpoint. Design the worker to calculate missing work from stored state instead of assuming every scheduled event arrived exactly on time.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe workflow stopped during an API call
Set a request timeout, retry only transient failures, and write progress after each successfully processed item or small batch. A bounded retry plus a later scheduled run is safer than keeping the job alive for hours.
Minutes disappeared faster than expected
Count every job, including matrix entries and setup jobs, and multiply by actual elapsed runner time. Inspect retries and manually rerun failures. Reduce frequency, shorten setup, cache dependencies appropriately and combine tiny tasks when that does not compromise isolation.
Artifacts or caches cannot be uploaded
Remove obsolete artifacts, shorten retention for diagnostic files and keep large datasets outside artifact storage. Use the cache only for reproducible dependencies and prune stale cache keys.
Runs are piling up
Inspect the concurrency group and queue. Increase the interval, reduce batch size, coalesce duplicate triggers and make the worker finish faster. A queue approaching the 100-run concurrency limit is a signal to redesign the trigger pattern, not to add more retries.
Operational checklist for a dependable AI worker
- Decide whether code, prompts, logs and outputs may be public before choosing repository visibility.
- Calculate monthly minutes using frequency, duration and job count; include retries and matrix expansion.
- Set a short job timeout and a provider request timeout.
- Use a schedule plus
workflow_dispatchfor recovery. - Store API keys only in Actions secrets and grant the minimum repository permissions.
- Add a concurrency group to prevent overlapping work from creating duplicates.
- Persist a checkpoint and make each write idempotent.
- Set provider-side spending and usage limits independently of GitHub limits.
- Monitor Actions minutes, artifact storage, cache storage, provider usage and failed runs.
- Test a missed schedule, a timeout, a duplicate trigger and a partial batch before relying on the automation.
With these controls, GitHub Actions can provide a practical around-the-clock AI worker: recurring finite jobs, durable state and explicit budgets rather than an impossible promise of one free process running forever.
