Employees are more likely to complete an access review when it is a short, owner-led decision—not a vague spreadsheet assignment. Limit each review to a clear scope, show why each person may need the access, set a deadline with reminders, provide a route for questions, and decide in advance how overdue items will be handled. Then apply the decisions and retain a record of who decided and when.

What makes an access review worth completing?

An access review asks whether someone still needs a particular access right. The reviewer should be able to decide whether to keep or remove that access, based on the person’s role and the resource’s business need. The review is not complete merely because a form was submitted: changes must be applied, and the decisions must be recorded.

The practical challenge is that a reviewer may be asked to approve access to an unfamiliar application or group without enough context to make a sound decision. A large, undifferentiated queue also makes each item harder to assess. The solution is to design the review around decisions the assigned reviewer can actually make: a limited scope, an accountable person who knows the resource, concise evidence, a deadline, and a defined way to resolve uncertainty.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no evidence-based universal completion-rate benchmark in the cited guidance, so avoid promising a particular percentage. Instead, assess whether the review process makes the requested decision clear and whether the organization can show that decisions were completed and acted on.

A useful test is whether a reviewer can open one item and answer four questions without leaving the workflow: Who is this person? What exactly can they reach? Why might they need it? What happens if I remove it? If any answer requires a separate spreadsheet, a search through old tickets, or a call to an administrator, the review is carrying avoidable friction.

Who should review employee access?

Assign the review to someone who understands why the access exists. A group or application owner is often better positioned than a central IT queue to judge whether a person still needs membership or a permission. Microsoft Entra supports group owners and delegated reviewers as participants in access reviews.

Responsibility should be explicit before the review starts. The owner decides whether continued access is justified; the identity or IT team configures the review, supports reviewers, and ensures approved changes are carried out. For exceptions—such as an owner who is unavailable, a reviewer who lacks enough knowledge, or a disputed decision—identify a backup reviewer or escalation contact in advance. A manager may be an appropriate fallback only if that person can make or obtain an informed decision.

Do not assign every decision to the same central administrator simply because that person can access the review system. Technical ability to click “keep” is not evidence of business need. If the owner cannot determine why access is necessary, route the item to someone who can explain the employee’s work or the resource’s purpose.

Before launch, document the handoffs in plain language:

  • Primary reviewer: makes or obtains the business decision for each item.
  • Backup or escalation reviewer: takes over when the primary is unavailable or misses the deadline.
  • Resource owner: explains the permission, role, or application and resolves questions about business need.
  • Identity or IT operator: configures the review, troubleshoots access to the workflow, and applies or verifies changes.
  • Exception owner: tracks disputed, incomplete, or temporarily deferred decisions through resolution.

One person can hold more than one role, but the reviewer should know whom to contact for a business question and whom to contact for a technical problem.

How to prepare a review employees can finish

1. Set a narrow, understandable scope

Start with one group, application, access package, or privileged role rather than combining unrelated resources into one task. Microsoft Entra supports reviews for groups, applications, access packages, and roles, including recurring schedules. A bounded scope helps reviewers recognize what they are responsible for and makes it easier to identify the right owner.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Write down the resource being reviewed, the population included, the reviewer, the start and end dates, and what the organization will do with the decisions. If several resources have different owners or risks, split them into separate reviews rather than hiding the difference in one long queue. A reviewer should not have to infer the scope from the list of individual employees.

Scope also affects the quality of the decision. A single application review can use that application’s role descriptions and owner; a privileged-role review can focus on the elevated permissions and their business justification. Mixing a low-risk project group with a sensitive application makes it harder to set a sensible deadline, escalation rule, or default outcome.

2. Assign an owner and a backup

Confirm that the primary reviewer is available for the entire review period and has authority or a clear path to request a change. Name a backup or escalation contact before sending invitations. Decide who handles questions about business need, who handles technical problems, and who applies outcomes. These roles can belong to different people, but they should not be ambiguous to the reviewer.

Check the reviewer’s contact details and current role before launch. A reminder cannot help someone who has left the organization, changed responsibilities, or no longer owns the resource. If ownership is changing, complete that handoff before starting the review rather than discovering it after items become overdue.

3. Put decision-ready context beside each access item

Each item should answer four questions quickly: who is the person, what can they access, why might they need it, and what happens if access is removed? Show the employee’s identity, resource, permission or role, responsible owner, and business justification. Include last-use or other activity signals when available, but make clear what those signals mean and do not treat inactivity alone as proof that access is unnecessary.

The reviewer should not need to open a spreadsheet, search for a manager, or ask IT what a role name means just to understand the decision. If the available information does not establish whether access is needed, offer a “need more information” route and identify who will supply that information. This is an implementation choice that follows Microsoft’s planning guidance to define resource scope, reviewer responsibility, timelines, and actions.

Keep the evidence concise. A role name without a description is not useful context; neither is an activity timestamp with no explanation of what activity was measured. Show the business owner and the route for requesting clarification so that uncertainty becomes a tracked follow-up, not an informal approval.

4. Use plain-language decisions

Use choices such as “Keep access,” “Remove access,” and, where the workflow supports it, “I need more information.” Explain what follows each choice. For example, say whether a removal decision initiates an automated change or creates a task for an administrator, and explain how to record an exception. The exact words depend on the system, but reviewers should not have to guess whether “approve” means retaining access or approving its removal.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make the consequence visible at the point of decision. If selecting “Remove access” starts an automated workflow, say so. If it creates an administrator task that must be completed later, say that instead. If “need more information” pauses the item or routes it to another owner, identify that owner and the expected next step.

5. Set a deadline and reminder path

Choose an end date that gives reviewers a realistic opportunity to complete the work while still creating urgency. Tell them the deadline at launch. Microsoft Entra sends reviewer email and can send reminders to people who have not responded; its default reminder is halfway to the end date. Set or supplement reminders to fit the organization’s review window, and do not assume a reminder will reach someone who has left, changed roles, or has an incorrect contact address.

Use the reminder path as an escalation sequence, not as repeated identical mail. A first message can explain the task; a later reminder can show the remaining time and link directly to the outstanding items; a final notice can identify the backup reviewer or the policy-defined consequence of nonresponse. The workflow should make it possible to see which items remain open and who owns the next action.

6. Explain the purpose and support route

In the launch message, state what access is in scope, why the review is happening, what the reviewer is accountable for, how long the task is expected to take, what evidence to consider, and where to ask for help. Microsoft’s deployment guidance emphasizes proactive communication, training, and clear accountability. A concise walkthrough or short set of instructions can prevent reviewers from abandoning the task because they do not understand the workflow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Tell reviewers that a decision is required for every item, including items they believe are obvious. Explain how to handle a person whose role recently changed, a permission that appears broader than expected, or an employee whose access is temporary. These instructions do not replace the owner’s judgment; they make the boundaries of that judgment clear.

How to run the review from launch through remediation

  1. Prepare the review. Confirm the resource, employee population, owner, backup reviewer, deadline, decision choices, evidence, and remediation path. Do not launch until the reviewer can distinguish a business question from a technical support issue.
  2. Notify reviewers. Send the purpose, scope, due date, expected effort, and help route with the review invitation. Make clear that a decision is required for each item and explain what happens when a reviewer requests more information.
  3. Monitor progress. Check completion status during the review period. Use reminders for nonresponders and contact reviewers whose access or availability appears to be a barrier. Microsoft Entra supports reminder email, with a default reminder halfway to the end date.
  4. Resolve uncertain items. Route “need more information” decisions to the resource owner, employee’s manager, or designated subject-matter contact. Track who owns the follow-up and when it is due so that a question does not become an unrecorded approval by default.
  5. Escalate overdue decisions. At launch, establish who receives overdue items and what happens next. For high-risk access, nonresponse should trigger escalation or a policy-defined default rather than silent approval. There is no single default prescribed for every organization; select one that matches internal policy and the risk of the access.
  6. Apply the outcomes. Remove access or make other required changes after decisions are finalized. Microsoft documents applying changes after a review is complete; do not treat a reviewer’s selection as proof that the underlying permission has already changed.
  7. Preserve the decision record. Retain the result, reviewer, decision, and decision date, along with evidence that required changes were applied. Okta documents reviewer actions in review history. Keep enough information to explain the outcome later without relying on an individual reviewer’s memory.

Use a short launch checklist so the process is repeatable:

  • The resource type and population are named.
  • The primary reviewer and backup have accepted responsibility.
  • Each item displays the person, resource, permission or role, justification, and available activity signal.
  • Keep, remove, and information-request choices are explained.
  • The deadline, reminder schedule, escalation path, and nonresponse policy are visible.
  • The person or workflow responsible for applying removals is identified.
  • The evidence retained after completion is defined.

What to do when someone ignores a review

Nonresponse is an operational condition to plan for, not a reason to quietly mark access as approved. The right outcome depends on organizational policy and the risk of the resource, so define it before launch.

  • Before the deadline: send the planned reminder and make it easy to ask for help or request reassignment when the reviewer is unavailable.
  • At the deadline: route the decision to the named backup or manager and record that it was escalated. Avoid leaving an overdue item without an owner.
  • For high-risk access: use a policy-defined outcome for nonresponse, such as escalation or a default that does not silently preserve access. Confirm that the policy is communicated to reviewers and that the system can carry it out.
  • For low-risk access: an organization may choose a different policy, but it should still record the nonresponse and any decision made under that policy. No universal default is established by the cited sources.
  • After the review: inspect unresolved items, assign follow-up, and make sure any removal or exception is reflected in the actual access state.

Do not use the same response rule for every resource without considering risk. The escalation and evidence needed for a privileged role can differ from those for a stable, low-risk project group. Whatever rule is chosen, make it explicit, consistently applied, and visible in the review record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How often should access reviews run?

Set review frequency according to risk and how quickly the access population changes. Privileged roles, sensitive applications, guest access, and rapidly changing project groups generally warrant tighter cycles than stable, low-risk access. A single schedule for every resource can create unnecessary work for low-risk areas while leaving important changes unchecked for too long.

Microsoft Entra documents weekly, monthly, quarterly, and annual recurring schedules. Choose among those intervals based on the access being reviewed, organizational policy, and the ability of owners to make meaningful decisions at that cadence. A frequent review is not automatically effective if the reviewer cannot assess the items; a slower cycle is not automatically adequate for access whose business need changes quickly.

Revisit the cadence when the resource changes materially, when the group or role has high turnover, or when review results reveal frequent stale access or unresolved decisions. Keep the rationale for the schedule with the review design so owners understand why the work recurs at that interval.

Cadence should also account for the review type. A recurring review of a privileged role may need a different owner and escalation path from a review of an application access package. Document the selected interval and the reason for it, then change the schedule when risk, ownership, or the rate of membership change changes.

How to choose a review tool

Compare systems on whether they support the resources you need to review and whether they make completion, follow-up, remediation, and evidence practical. Do not choose based only on the existence of a review screen: the process must also make ownership and post-review changes clear.

Option Documented capabilities relevant to reviews Questions to verify for your workflow
Microsoft Entra ID Governance Recurring reviews, delegated reviewers, reviewer reminders, recommendations, and automated removal workflows. It supports reviews for groups, applications, access packages, and roles. Confirm that the required resource types, reviewer assignments, reminder behavior, decision options, and removal workflow fit your configuration and policy.
Okta Identity Governance Security Access Reviews, review history that records reviewer actions, and APIs or Okta Workflows for custom and delegated flows. Confirm the intended resource coverage, how custom or delegated review flows will be built, and how outcomes will be applied and retained.
CISA guidance Government guidance on governance visibility and identity and access controls across joiner, mover, and leaver events. Use it as a policy reference, not as a review-management product; decide separately how to run and document the workflow.

Evaluate candidate systems against resource coverage, reviewer experience and reminders, delegation and escalation, automatic remediation, audit evidence, API or integration support, and licensing or operating cost. Pricing and program terms are not established here; confirm them for your organization, edition, and region rather than assuming capabilities or costs are uniform.

Test the complete path, not just the reviewer screen. A pilot should include a normal keep decision, a removal, an information request, an unavailable reviewer, an overdue item, and verification that the resulting access state changed. Confirm that review history identifies who acted and when, that administrators can find unresolved items, and that integrations do not leave removals waiting indefinitely.

How to tell whether the process is working

Review the process itself as well as the access decisions. Useful operational checks include whether owners are assigned before launch, whether reviewers can understand the items without external investigation, whether reminders reach nonresponders, how many items require escalation, whether exceptions get resolved, and whether removals are actually applied. These checks help identify friction without treating a raw completion count as proof that the decisions were sound.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • If reviewers repeatedly ask what a permission means, improve the item’s context or route the review to a more knowledgeable owner.
  • If many reviews go overdue, reassess the deadline, reviewer availability, reminder timing, or scope size.
  • If decisions are submitted but access remains unchanged, fix the remediation handoff or automation and verify the resulting access state.
  • If exceptions lack an owner or resolution date, add a tracked follow-up path rather than leaving them in email.
  • If owners make decisions without the business context they need, improve the justification and activity fields or split the scope into smaller reviews.

There is no named statistical benchmark or universal completion target in the cited guidance. The meaningful standard is whether the right person made a defensible decision, the organization acted on it, and the record can show what happened.

Frequently Asked Questions

How do I get employees to complete access reviews?

Give each reviewer a narrow scope, decision-ready context, plain-language choices, a realistic due date, reminders, and a named help or escalation contact. Owner-led reviews are usually easier to complete than a central queue containing unrelated resources.

Who should approve employee access?

The group or application owner, or a delegated reviewer with equivalent business context, is usually best positioned to decide. Managers can be backups only when they can make or obtain an informed decision; technical access to the review system is not enough.

How often should access reviews run?

Match cadence to risk and change rate. Privileged roles, sensitive applications, guest access, and rapidly changing project groups generally need tighter cycles than stable, low-risk access. Microsoft Entra documents weekly, monthly, quarterly, and annual recurring schedules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should a reviewer see for each employee?

Show the person, resource, permission or role, responsible owner, business justification, and available last-use or activity signal. Also explain the effect of removing access and provide a route to request more information.

What happens when someone ignores an access review?

Follow the policy-defined reminder and escalation path. Route overdue items to the named backup or manager, and for high-risk access use escalation or another defined outcome rather than silently preserving access. Record the nonresponse and the action taken.

Does submitting a removal decision change access immediately?

Not necessarily. Some workflows automate removal while others create an administrator task. Confirm the remediation path, apply the change after the review, and verify the actual access state before closing the process.

What evidence should an access review retain?

Keep the resource and population reviewed, the reviewer, each decision, the decision date, any exception or escalation, and evidence that required changes were applied. Okta documents reviewer actions in review history; equivalent evidence should remain available in any system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Employees complete access reviews when the task is narrow, the reviewer understands the business need, every item has enough context for a quick decision, and the workflow makes reminders, escalation, remediation, and evidence explicit. Choose a risk-appropriate cadence, assign an owner and backup, and verify that every decision changed—or intentionally preserved—the real access state.
