You can use an Oracle Cloud Infrastructure (OCI) Always Free Ampere A1 virtual machine (VM) to run an encoder that sends a video feed to YouTube Live. Oracle’s published Always Free allowance is equivalent to 2 OCPUs and 12 GB of memory, but it is not a promise of uninterrupted service: OCI can reclaim qualifying idle instances, and capacity may not be available in your home region. Set up the VM, configure a YouTube stream key, and test the feed before depending on it.
What this setup does—and what “24/7” does not guarantee
The VM runs an encoder, such as a suitable FFmpeg workflow, and sends its output to YouTube’s ingest server. YouTube supplies the stream URL and key in Live Control Room. The VM must remain available, have enough capacity for the chosen encoding workload, and maintain a working network connection to YouTube.
This is a way to attempt continuous streaming on free-tier compute, not an uptime guarantee. Oracle documents a policy under which it may reclaim an Always Free compute instance when, over seven days, CPU use at the 95th percentile, network utilization, and—on A1 instances—memory utilization are all below 20%. A low-bitrate stream may not keep network use above that threshold; whether an instance meets the reclaim criteria depends on OCI’s measured utilization. There is no published guarantee here that a particular A1 VM will sustain a specific 24/7 encoding profile.
Check eligibility and free-tier limits first
YouTube channel requirements
YouTube requires a verified channel with no live-streaming restrictions in the preceding 90 days. Check that the channel is eligible before provisioning the VM. See YouTube’s live-streaming requirements.

Oracle region, capacity, and allowance
Always Free compute must be provisioned in the tenancy’s home region. OCI’s published A1 allowance for an Always Free tenancy is 1,500 OCPU hours and 9,000 GB-hours per month, equivalent to 2 OCPUs and 12 GB of memory. These are aggregate allowance figures, not a separate 2-OCPU, 12-GB allocation for every VM. Oracle notes that temporary host-capacity shortages can prevent creation of an instance in the home region. Check your Console’s quotas and usage rather than assuming your account has a particular configuration. Read Oracle’s Always Free resource details and its Free Tier overview.
Oracle documents 10 TB of outbound data transfer per month for Always Free resources. Monitor usage in the Console, especially if you run other workloads in the tenancy. The encoder’s bitrate and time spent sending data affect transfer use; a larger video bitrate consumes more outbound bandwidth.
Create an eligible VM in OCI
- Sign in to the OCI Console and identify the tenancy’s home region. Always Free compute must be created there.
- Open Compute instances and start the instance-creation workflow. Choose an Always Free eligible Ampere A1 shape and an eligible image, then configure the VM within the account’s available free allowance.
- Check the requested resources and availability. The documented allowance is an aggregate equivalent to 2 OCPUs and 12 GB of memory for an Always Free tenancy; OCI may report insufficient host capacity even when the configuration is eligible.
- Finish provisioning and connect to the VM using the access method configured during creation. Install and configure an encoder appropriate to your operating system and workload. This guide does not prescribe an unverified installation procedure or FFmpeg command.
Oracle’s Arm-Based Compute documentation covers the A1 platform. Confirm that the software and any binaries you choose support the VM’s Arm architecture; do not assume an encoder build for another architecture will run unchanged.

Set up the YouTube ingest connection
- Open YouTube Live Control Room for the eligible channel and create a live stream using an encoder. Follow YouTube’s encoder stream setup guide.
- Copy the stream URL and stream key shown for the stream into the encoder’s configuration. Treat the key like a password: do not publish it, include it in a public command or log, or share it with anyone who should not be able to broadcast to the channel.
- Use RTMPS when configuring the encoder. YouTube recommends RTMPS. If Live Control Room initially displays an RTMP URL, use YouTube’s interface instructions to select the RTMPS URL.
- Choose video and audio settings based on YouTube’s current encoder guidance and the capabilities of your VM and source video. Do not assume that a setting suitable for one resolution, frame rate, or codec is right for another.
Choose encoder settings that fit the source and connection
YouTube lists H.264, H.265/HEVC, and AV1 for video, and AAC or MP3 for audio. It recommends constant bitrate (CBR) encoding, up to 60 frames per second, and a two-second keyframe interval; do not exceed four seconds. Select the recommended bitrate for the codec, resolution, and frame rate you actually use in YouTube’s encoder settings and bitrate table.

That headroom helps accommodate network variation; a nominal connection rate equal to the encoder bitrate leaves no margin. YouTube also warns that connection disruptions can break a stream. Review its streaming tips and monitor the connection and stream health rather than relying only on an encoder’s configured bitrate.

The free A1 allowance is not a published performance benchmark for video encoding. Before choosing a high-resolution or high-frame-rate profile, test whether your particular VM can encode the workload without falling behind, and whether the outgoing bitrate fits available network capacity and transfer usage. YouTube’s bitrate recommendations do not establish that a given A1 instance can encode every listed profile.
Test the feed, then plan recovery and monitoring
- Start a test stream before scheduling or relying on continuous playback. Confirm that the encoder connects to YouTube using the expected stream URL and key.
- Preview the incoming video and audio in Live Control Room. Check for missing audio, incorrect framing, stuttering, or an unexpected resolution before making the stream public.
- Monitor stream health in YouTube and check the VM’s resource use and network transfer in OCI. YouTube recommends testing and monitoring; its stream-health indicators can reveal problems that are not obvious from the encoder process alone.
- Plan what happens after a process or connection failure. An encoder process stopping, an instance being reclaimed, or a network disruption can interrupt the broadcast. A process supervisor and reconnect strategy can help restart software, but they cannot prevent OCI reclamation or guarantee reconnection. Test your recovery behavior instead of assuming it works.
Neither the OCI free-tier documentation nor YouTube’s guidance establishes an uptime SLA for this setup. Treat it as a best-effort arrangement and decide what interruption your channel can tolerate.

Choose between one long stream and shorter sessions
YouTube says streams under 12 hours are automatically archived. That guidance does not promise one complete automatic archive for a continuous stream lasting longer than 12 hours. Choose the session pattern based on whether a replay is important and how often you can manage a restart.

Common problems and what to check
- The A1 instance cannot be created: verify that you selected the tenancy’s home region and an Always Free eligible configuration. If the Console reports insufficient capacity, temporary host-capacity shortages may be the cause; OCI does not guarantee immediate capacity.
- The instance is reclaimed: OCI’s documented policy applies when all the specified utilization measures stay below 20% over the seven-day measurement period. Check the instance’s actual workload and utilization; a low-bitrate stream is not assured to prevent reclamation.
- YouTube does not receive the feed: check that the encoder is using the correct stream URL and key, that the key belongs to the intended stream, and that the connection uses the RTMPS endpoint selected in Live Control Room.
- The stream health is poor or viewers see interruptions: compare the configured bitrate with YouTube’s recommendation for the selected codec, resolution, and frame rate; check for the recommended 20% upload headroom; then inspect YouTube’s health indicators and the VM’s resource use.
- The VM cannot keep up with encoding: reduce the encoding workload or choose a less demanding profile, then test again. No published benchmark establishes which codec and profile a particular free A1 configuration can sustain.
- The stream stops after many hours and there is no complete replay: YouTube’s stated automatic-archive condition is for streams under 12 hours. Use shorter sessions or arrange and verify a separate recording workflow when a complete archive is needed.
- The stream key may have been exposed: treat it as compromised. Replace or reset it using the controls in YouTube Live Control Room, then update the encoder’s protected configuration.
