To reverse Indian GST input tax credit (ITC), first identify why the credit is being reversed and whether it is permanently ineligible or may be reclaimed after a specified condition is met. For the revised GSTR-3B Table 4, CBIC guidance generally places specified permanent reversals in 4(B)(1), conditional reversals in 4(B)(2), and qualifying later reclaims in 4(A)(5), with the reclaim disclosed in 4(D)(1). Then reconcile the entries to GSTR-2B, supporting records and the annual return for the relevant period.

Classify the reversal before entering it in GSTR-3B

There is no single field for every ITC adjustment. The reason for the reversal, the applicable provision and whether a later reclaim is allowed determine the reporting path. CBIC Circular 170/02/2022-GST describes examples of permanent and conditional reversals; those examples should not be treated as an exhaustive list of every possible adjustment. Check the governing rule and facts for the transaction.

These reporting distinctions are set out in CBIC Circular 170/02/2022-GST and the GST Portal advisory on the Table 4 label change. The specific provisions and examples do not replace checking the legislation and facts relevant to a particular transaction.

Use the Table 4 layout for the correct return period

The GST Portal advisory says the revised Table 4 reporting applies from the August 2022 GSTR-3B return period and does not apply to periods before August 2022. For an earlier period, consult the form instructions and reporting arrangement that applied then rather than retrofitting today’s labels.

In the revised layout, ITC available is reported in 4(A), reversals in 4(B), and net ITC available in 4(C), calculated as 4(A) minus 4(B). The portal may prefill entries, but the advisory notes that taxpayers may need to edit them to reflect their correct self-assessed reporting. Review each entry against the transaction records before filing.

Enter the reversal and track any potential reclaim

  1. Identify the reason. Determine whether the adjustment concerns ineligible credit, common-credit apportionment, non-payment or another correction. Check the relevant provision and records; the examples in CBIC Circular 170/02/2022-GST are not a complete catalogue of cases.
  2. Choose the reversal category. Report specified permanent reversals in 4(B)(1) and qualifying conditional reversals in 4(B)(2), as described in the circular. Do not treat a potentially reclaimable reversal as permanent—or assume a permanent reversal can be reclaimed.
  3. Report the amount in the applicable period’s format. Use the table arrangement for the return period. In the revised table, account for the reported reversal in the 4(B) total and check the resulting net amount in 4(C).
  4. Keep a reclaim trail where relevant. Record the original reversal, the later event that satisfies the reclaim condition, and the corresponding reclaim entry. When eligible, the circular says to report the reclaimed credit in 4(A)(5) and disclose it in 4(D)(1). This ledger practice helps connect the return entries; it is practical workflow guidance, not a separate recordkeeping rule quoted from the circular.

The provisions named in the reporting examples can be checked against CBIC’s ITC Rules. Whether a specific amount qualifies, and when a condition is satisfied, depends on the applicable law and transaction facts.

Reconcile GSTR-2B with the return and source records

GSTR-2B is a useful statement for checking available and unavailable credit, but it does not by itself decide every ITC eligibility question. The GST Portal GSTR-2B FAQ describes information and cases reflected in the statement, including items reported separately and reverse-charge credit entry after payment of tax. Assess legal eligibility independently rather than treating a statement entry as a final eligibility decision.

  • Compare the relevant GSTR-2B information with the GSTR-3B entries for the period and investigate differences.
  • Check whether an amount has already been reversed in the source data or a prior return adjustment before including it again.
  • Match the reversal reason and tax head—IGST, CGST, SGST/UTGST or cess, as applicable—to the return figures and supporting records.
  • Distinguish amounts not availed from credit already included in 4(A); avoid double-counting a reversal for credit that was never claimed.
  • Keep permanent reversals distinct from conditional reversals so a later eligible reclaim is neither lost nor claimed prematurely.

Carry the adjustment into the annual return reconciliation

At year-end, tie the annual ITC figures to periodic returns and supporting records for the correct financial year. The cited CBIC CGST Rules and Forms instructions describe an annual-return reconciliation row for which the difference should ideally be zero. Confirm the instructions and form version applicable to the financial year before using that reconciliation.

The relevant reconciliation is not just a total check: be able to trace each reversal to its reason and return entry, and each subsequent reclaim to the original reversal and qualifying event. Resolve differences between periodic reporting, annual figures and underlying records rather than carrying an unexplained variance forward.

Check the period-specific rules before filing

The cited CBIC circular and GST Portal advisory date from 2022, and portal behavior, rules and forms can change. Before filing, check current CBIC notifications and GST Portal instructions for the exact tax period and financial year. A taxpayer-specific conclusion requires the transaction facts and records; these reporting steps do not determine the eligibility or amount of any particular credit.
