If your bank account was debited for a UPI merchant payment but the merchant says it was not paid, first check the transaction status and reference number in your UPI app and paying-bank account. Ask the merchant to check its own payment record using that reference, then report an unresolved debit to your bank. A debit alone does not prove the merchant received the money, and a merchant’s report alone does not establish that a refund is automatically due: the transaction’s final status and failure category matter.
What should you do first?
Record the payment details, check the same transaction on both sides, and open a transaction-specific complaint if it is failed or still unconfirmed. Do not make a second payment until you have considered whether the first might still settle. If you must pay again to complete an urgent purchase, keep the receipts and reference numbers for the two payments separate.
- Open the exact UPI transaction. Note whether the app says failed, pending, or successful. Record the amount, date, transaction or reference number, and the app’s displayed explanation, if any.
- Check the paying account. Confirm whether the amount appears as a debit in the bank account linked to the UPI payment. Save the relevant transaction record or statement entry.
- Ask the merchant to search its records. Give the merchant the transaction reference, date, amount, and any order number. Ask it to check the payment or order record, not just whether a notification appeared on a particular phone.
- Raise an issue with the UPI app or paying bank. Use the app’s transaction-help or complaint option if available. If that does not resolve the issue, contact the bank that holds the debited account and ask it to trace the transaction.
- Keep the complaint acknowledgement. Save the bank’s complaint number and date, as well as any replies. These details will matter if you need to escalate.
NPCI guidance distinguishes a pending transaction from an outright failure and advises customers to contact their bank if a failed debit has not been refunded within one hour. That one-hour point is advice to seek support; it is not the RBI deadline for reversing a failed merchant payment. The bank must determine what happened to the particular transaction.
Does a debit mean the merchant has received the payment?
No. The paying account can show a debit even when the merchant has not received confirmation or the payment has not reached the beneficiary. Conversely, a merchant not seeing a confirmation does not by itself prove that the transaction failed. The payer’s bank and the merchant’s records need to be checked against the same transaction reference.

A UPI payment involves more than the debit entry visible to the payer. The transaction must be processed and its outcome made available to the relevant parties. A delay, a failed transaction, or a mismatch in merchant reconciliation can leave the payer and merchant with different information. The app’s status is useful evidence, but it is a starting point for investigation—not a substitute for the bank’s transaction-level trace or the merchant’s reconciliation.
For that reason, ask for a final status rather than relying only on a notification, screenshot, or verbal confirmation. If the bank says the payment succeeded, ask it to explain or trace where the transaction was credited. If the merchant still cannot match it, the merchant can ask its acquiring bank—the bank that provides its payment acceptance service—to check the receiving side. The merchant’s acquiring bank is the merchant’s route for a status check; your own bank remains the first place to report a debit from your account.
What is the difference between a failed payment and a pending payment?
A failed status means the app is reporting that the payment did not complete; pending means the result has not yet been confirmed. A successful status is not the same as proof that the merchant’s order system has reconciled the payment, so the reference should still be checked if the merchant reports non-receipt.

Do not assume that every “debit but no confirmation” case has the same refund deadline. The applicable RBI rule depends on whether the failure was a merchant-confirmation problem or an uncredited funds transfer.
How long does a failed UPI merchant payment take to reverse?
For a domestic payment to a merchant where the payer’s account is debited but transaction confirmation does not reach the merchant, the RBI’s failed-transaction framework specifies an automatic reversal within T+5 calendar days. The rule covers domestic transactions, where both the originator and beneficiary are in India. The RBI says, “T is the day of transaction and refers to the calendar date.”

That means T is the date the transaction took place, and the deadline is expressed in calendar days—not five working days. RBI describes turnaround times as outer limits, not as a reason to wait silently before asking for help. You can report the issue to your bank as soon as it is unresolved; the T+5 period is the limit for the specified reversal, not a required waiting period before raising a complaint.
The RBI’s September 20, 2019 directive sets out the reversal and compensation rules for failed transactions. Read the RBI failed-transaction framework for the applicable categories and deadlines.

Why do some pages mention T+1 instead?
T+1 applies to a different UPI situation: a funds transfer in which the beneficiary’s account is not credited. If that credit cannot be effected, RBI specifies reversal by T+1 day. It is not the universal refund deadline for a merchant-payment problem.
For a merchant purchase, the relevant question is whether the failure was that confirmation did not reach the merchant, or whether the beneficiary account was not credited in a funds transfer. Those categories have different turnaround times. Do not accept a T+1 promise as the rule for every merchant dispute, and do not use the merchant-payment T+5 rule to describe a separate transfer case. A temporary working-day relaxation in a May 2021 RBI directive ended on September 30, 2021; it is not a basis for counting the current merchant-payment period as five working days.
Can you claim compensation if the reversal is late?
For the specified failed UPI merchant-payment category, RBI prescribes compensation of ₹100 per day for delay beyond T+5. Applicable compensation should be credited to the customer’s account without waiting for a claim.

This is not a guaranteed payment for every disagreement between a customer and a merchant. The transaction must fall within the specified failure category; if it ultimately proves successful or a different failure type applies, this particular compensation rule may not apply. If the reversal or compensation is missing after the deadline, ask your bank to investigate both. Give it the original transaction reference and the complaint acknowledgement so it can connect the delayed reversal or compensation to the case.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsWhat should you say to your bank?
Keep the first message factual and focused on the transaction. Include the date, amount, reference, the debit entry, the merchant’s report, and the remedy you are asking the bank to check. For example:
My account was debited for this UPI merchant payment on [date] for [amount], reference [number], but the merchant reports no confirmation. Please trace the transaction, confirm its final status, and arrange any reversal and applicable compensation.
This is a suggested message, not an official form. Attach or retain the app’s transaction details, the relevant account record, the merchant’s response if available, and the bank’s complaint acknowledgement. Ask the bank to state whether it considers the payment failed, pending, or successful and, if successful, to provide a transaction-specific trace or explanation.
Keep a simple timeline: when the payment occurred, when you contacted the merchant, when you reported it to the bank, and when each response arrived. If you make a second payment, preserve its details separately. Clear records help prevent the original and replacement transactions from being confused.

How can you escalate an unresolved UPI complaint?
Start with the regulated entity—usually the bank that holds the debited account—and retain proof that you complained. If the issue remains unresolved, the Reserve Bank – Integrated Ombudsman Scheme, 2026 provides an escalation route for eligible complaints. The scheme came into force on July 1, 2026, replacing the 2021 scheme for new complaints.
In general, if the entity has not replied, escalation is available after 30 days or a longer applicable period set by RBI, NPCI, or a card network, whichever is higher. An unsatisfactory reply can allow earlier escalation. The general filing window is 90 days after the applicable response deadline or the entity’s last communication, whichever is later. Check the eligibility and timing requirements that apply to your complaint before filing.
The RBI’s 2026 Integrated Ombudsman Scheme FAQs explain the process and required information. RBI allows complaints through its online CMS, by email to the CRPC, or by signed physical filing. The service is free; you do not need to pay a recovery service or intermediary to file an Ombudsman complaint.
Prepare the bank complaint number and date, transaction date and reference, relevant account or transaction records, the bank’s reply if any, a short explanation of the loss or inconvenience, supporting documents, and the remedy you want. Do not assume that every merchant disagreement will qualify: the Ombudsman process has eligibility requirements, and the underlying transaction still needs to be investigated.
What should you avoid while the transaction is being checked?
- Do not share your UPI PIN. A bank, merchant, or person offering to “release” a refund does not need you to disclose it. NPCI guidance says not to share the PIN.
- Do not treat a screenshot as final proof. Keep the reference number and ask the relevant bank to trace the transaction and the merchant to check its reconciliation.
- Do not pay again without considering settlement risk. If a second payment is unavoidable, keep both references and receipts so the merchant can distinguish them.
- Do not wait for T+5 before contacting support. That is the outer reversal limit for the specified merchant failure, not the earliest point at which you may report an unresolved debit.
- Do not assume a refund is guaranteed solely because the merchant says it received nothing. Ask the bank to establish the transaction’s final status and applicable failure category.
A purchase, paid intermediary, or diagnostic software cannot perform the bank reconciliation required to determine where a payment went. Use the official complaint routes and avoid anyone asking for your PIN or payment to unlock a refund.

Frequently Asked Questions
How do I count T+5 for a UPI refund?
T is the transaction’s calendar date, so the RBI rule is expressed in calendar days rather than business days. If the transaction date or the bank’s stated deadline is unclear, ask the bank to confirm the date it is using and retain that response.
Can a merchant reverse a UPI payment from its own app?
The merchant can check its payment records and ask its acquiring bank to investigate the receiving side, but that is different from reversing a debit from your bank account. Report the unresolved debit to the bank that holds the paying account and ask it to trace the transaction.
What if I cannot find the transaction reference number?
Check the transaction details in the UPI app and the linked bank account entry, then contact the app’s support or paying bank with the date and amount so they can help identify it. Avoid sending account credentials or a UPI PIN to anyone while seeking help.
