To request records about automated license plate readers (ALPRs), contact the agency that operates or oversees the system and ask for specific existing records—such as its policies, contracts, retention rules, access logs, and reports—for a defined date range. Whether an agency can release raw plate or location data depends on the applicable law and the record’s contents; start with less sensitive oversight records and ask the agency to identify the legal basis for any withholding.
Which agency should receive your request?
The camera operator may not be the only agency that holds relevant records. A city police department might operate a system while a county or state agency holds a contract, receives shared data, or sets related policies. A vendor may also handle information for an agency, but the available evidence does not establish that a vendor itself is subject to the same public-records law as the government agency.
Check the websites of likely city, county, and state agencies for their public-records portal or designated contact. Search for terms such as “public records,” “FOIA,” “records request,” “ALPR,” and “automated license plate reader.” Use the agency’s required form or channel where applicable. If you know a vendor or system name—such as Flock—include it, but do not assume the agency uses a particular system.
Washington residents can use the state Attorney General’s ALPR registry to find systems and linked agency policies. The Attorney General’s Office says the registry is updated periodically and that it has not independently verified agency-head certifications, so confirm the details with the agency.

What records should you request?
Ask for records, not for the agency to answer questions or create a new analysis. Set a date range, identify the system or vendor if known, and request electronic copies where available. A focused request is easier to search than a general request for “all records about surveillance.”

For an ALPR public records request, begin with policies, contracts, retention schedules, and oversight records. Request individualized data only when you have a specific, lawful reason to seek it. Do not assume that camera locations, plate histories, search results, or user names will be disclosed.
How to prepare and submit an ALPR public records request
- Identify likely custodians. List agencies that may operate, fund, oversee, or access the system. Check each agency’s public-records instructions and, where relevant, its ALPR policy or registry entry.
- Define the search. Specify the geographic area, date range, and known system or vendor name. Choose records by category and request electronic copies where available.
- Use the official channel. Submit through the agency’s records portal or designated contact, use any required form, and keep a copy of the request and its submission confirmation.
- Set a fee threshold if permitted. Ask the agency to notify you before fees exceed an amount you specify, if its process allows that request.
- Make individualized-data requests precise. If seeking plate or location data, give the relevant search term and date range only when lawful and pertinent. Ask whether an aggregate, de-identified, or redacted version is available.
- Review the response and follow up narrowly. If records are withheld or redacted, ask for the specific legal basis and any review or appeal instructions. A denial of raw ALPR data does not by itself resolve whether separate policy, procurement, or oversight records exist.

Replace the bracketed text, use the agency’s own form if required, and name the correct state or local public-records law if you know it.

- Retention and deletion schedules, and records describing routine purging of ALPR data.

How do California and Washington rules affect requests?
Public-records rules differ by jurisdiction. The examples below describe California and Washington only; they are not a nationwide rule or a fifty-state survey. Check your own state law and the agency’s policy and records-request instructions.

California
California DOJ’s 2023 ALPR guidance says law-enforcement agencies responding to a California Public Records Act request or litigation process seeking ALPR information should consider the applicable privileges and exemptions in light of the particular request. The guidance also describes a written usage and privacy policy that must be publicly available and posted conspicuously.

California law requires operators that access ALPR information or provide access to maintain records of access. The required information includes the date and time, query elements, the user and affiliated organization where applicable, and the purpose. A practical starting request can seek the public usage and privacy policy along with access, sharing, retention, and audit procedures. The guidance does not promise release of any particular record category.
California Attorney General Rob Bonta said in the 2023 announcement accompanying the guidance: “As technology that helps us protect the public continues to advance, it is important that we put in place safeguards to ensure that this technology is used appropriately and lawfully.”
Washington
Washington Chapter 10.130 RCW took effect March 30, 2026. It says ALPR data is not subject to disclosure under the Washington Public Records Act, except that it may be used for bona fide research that does not include individually identifiable information. A request should distinguish raw ALPR data from policies, procurement, registration, audit, and reporting records; the statute does not mean those other categories are necessarily disclosable.

For covered ALPR data, the chapter generally sets a maximum retention period of 21 days, subject to exceptions. Access audit-trail data has a separate two-year retention requirement. Under RCW 10.130.080, audit trails include the accessing user, date and time, query elements, stated purpose, case or service number, camera location, and information about exports, downloads, or sharing. Unique identifiers in audit-trail data must be partially redacted in public disclosure. Agencies must also conduct internal audits at least once each year.
Public agency annual reports are scheduled to begin December 1, 2027. They include counts of certain outcomes, preservation requests and disclosure orders, and sharing or access by other governmental entities. These statutory categories can help you describe the reports you seek, but other applicable exemptions and redactions may still affect a response.

Ask the agency to identify the statute or exemption it relies on for each withholding and to release reasonably segregable portions that are not exempt. If the response includes appeal or review instructions, follow the procedure and deadlines that apply in that jurisdiction. The rules and remedies are not uniform nationwide, and no single appeal deadline applies everywhere.
If the agency says raw data is exempt or was deleted under its retention schedule, consider whether a narrower request for existing policies, audit records, contracts, or aggregate reports addresses your need. A request for license plate reader audit logs is distinct from a request for raw plate histories, though logs themselves may include sensitive query or location information. Do not treat a retention rule as proof that a record still exists or is disclosable.
