Request the refund from Steam Support, not from the Persona game or a SEGA menu. Go to Steam Help, sign in, open Purchases, select the Persona purchase, choose the problem, and click I’d like to request a refund. Steam will offer Steam Wallet or the original payment method when those destinations are available. Submit the form and keep the confirmation email; Steam says a separate processing email follows.
Check which Steam refund rule applies
Steam evaluates a Persona refund request using several facts at once: when you bought it, how much recorded playtime it has, whether it was a normal purchase or a pre-order, whether Advanced Access was included, and the region in which the transaction occurred. Identify those details before opening the form so you can choose the correct purchase and explain the request accurately.

The normal eligibility window
Valve’s current policy says: “Valve will, upon request via help.steampowered.com, issue a refund for any title that is requested within 14 days of purchase and has been played for less than 2 hours.” This is the standard rule for a Persona game bought through Steam. Both conditions matter: being inside the 14-day period does not replace the playtime requirement, and having little playtime does not extend an expired purchase window.

Steam does not automatically reject every request that misses one of those conditions. Valve also states: “Even if you fall outside of the refund rules we’ve described, you can submit a request and we’ll take a look at it.” Explain the circumstances plainly in the form, but treat approval as discretionary rather than guaranteed. A request that is more than 14 days old or has at least two hours of recorded playtime is a review request, not an entitlement under the standard rule.

Step-by-step: request the refund in Steam Help
- Open Steam Support. Visit help.steampowered.com. The refund process is handled there; it is not started from the Persona title screen, the Steam game properties window, or a SEGA support menu.
- Sign in to the Steam account that made the purchase. If the wrong account is active, the purchase will not appear in the list. Complete Steam’s sign-in or verification prompts before continuing.
- Choose Purchases. This opens the account’s purchase support flow. Do not use a generic technical-support category if your goal is to return the game.
- Find the Persona game purchase. Select the exact transaction you want reviewed. If you bought more than one Persona title, check the name and purchase date so you do not submit the request against the wrong game.
- Select the problem you are having. Steam presents issue categories for the selected transaction. Choose the one that best describes why you want the purchase returned; an accurate category gives the reviewer useful context.
- Click “I’d like to request a refund.” This is the refund path for an eligible purchase and the place to submit an exception request when the normal conditions are not met.
- Choose the destination offered by Steam. Select Steam Wallet or the original payment method when the form provides the choice. The available options can depend on the transaction and payment method.
- Complete the request form. State the relevant facts briefly and truthfully. If you are outside the normal window or playtime limit, explain what happened and why you are asking Steam to make an exception rather than implying that the standard rule guarantees approval.
- Submit the request and save the confirmation. Steam says the submission generates a confirmation email and that a later processing email follows. Keep the confirmation message until the request is resolved.
What to write when Steam asks for an explanation
The form does not require a long essay. Give the reviewer a clear account that matches the transaction:
- Name the Persona title and identify whether the problem concerns the game itself, the purchase, or an accidental transaction.
- If the request is outside the normal limits, say which limit is exceeded and provide the relevant circumstance without exaggeration.
- For a technical problem, describe the symptom and when it began. Do not claim that a game is unplayable unless that is what you actually experienced.
- If you selected the wrong purchase by mistake, stop and return to the Purchases list instead of submitting an inaccurate explanation.
Steam’s policy does not promise approval for an exception, so a factual explanation is more useful than repeating the threshold or demanding a particular result.
If the Persona purchase is missing from Purchases
First confirm that you are signed in to the account that paid for the game. Then check the transaction name and purchase history for the exact Persona edition. If the title still does not appear under Purchases, Steam says the transaction is too far outside the refund window to be handled in that flow and is ineligible there. All refund requests are handled through Steam Help, so there is no separate in-game refund button to substitute.

Common reasons the wrong item is selected
- You are signed in to a different Steam account than the one used to buy the game.
- The library contains several Persona titles and you opened support for another entry.
- You are looking for a retail activation or a code obtained outside Steam rather than a Steam store transaction.
- You are trying to refund downloadable content or another transaction while viewing the base game’s purchase record.
These checks do not change Steam’s policy; they help ensure that the request is attached to the transaction Steam can actually review.
Can you refund Persona after more than two hours?
You can still submit a request through the same I’d like to request a refund path. However, the standard policy no longer guarantees a refund once the recorded playtime reaches two hours. Steam says it will look at requests outside the stated rules, so describe the circumstances precisely and wait for the review decision.
How to handle a technical failure
If a crash, launch failure, corrupted installation, or another defect consumed playtime, explain the sequence rather than presenting the playtime number as if it did not exist. Include when the problem appeared and what you tried, but avoid inventing diagnostic results. Steam can decide whether the facts justify an exception; the article cannot promise that it will.

How to handle a late request
If more than 14 days have passed, identify the purchase date and explain why you could not request the refund sooner. A late request remains discretionary. Steam’s statement that it will “take a look” is an invitation to submit the case, not an extension of the normal deadline.
Pre-orders and Advanced Access
Persona pre-orders
Steam allows a pre-order refund at any time before the game’s release. After release, the request generally must be made within two weeks of release and the game must have less than two hours of playtime. Use the purchase in Purchases and follow the same refund steps; the release date changes which timing rule applies.
Pre-purchases that include Advanced Access
For a pre-purchase that includes Advanced Access, Steam allows a refund before Advanced Access begins. Once Advanced Access begins, the standard 14-day period starts on the release date, together with the under-two-hours requirement. Check which date applies to your Persona purchase before deciding whether to describe it as a normal pre-order or an Advanced Access pre-purchase.

EU and UK customers: statutory withdrawal versus Steam’s voluntary policy
Steam describes a statutory withdrawal period for customers in the European Union and the United Kingdom that ends 14 days after purchase or when downloading starts, whichever happens sooner. Starting a download can therefore affect the statutory period even when the game has little or no recorded playtime.
That statutory right is separate from Steam’s voluntary refund policy. Steam says the voluntary policy may still apply after the statutory period, so submit the request through Purchases and let Steam assess the applicable basis. In the form, identify the transaction region accurately; do not assume that the EU/UK statutory rule and the normal Steam rule use the same trigger.

Physical retail copies are handled by the retailer
A boxed Persona copy bought from a shop is not the same as a Steam store purchase. Return it under the retailer’s return policy. SEGA’s end-user license terms direct retail buyers to the retailer for that transaction, so Steam Support cannot apply the Steam store refund workflow to a purchase that was never made through Steam.

Where the money goes
During submission, Steam may let you choose Steam Wallet or the original payment method. Select the destination that suits your situation from the options shown for that transaction. Steam Wallet credit remains associated with your Steam account; choosing the original payment method asks Steam to route the refund back through the payment source used for the purchase when that option is available.
The confirmation email records that Steam received the request, while the later processing email communicates the next status. Keep both messages so you can identify the case if you need to revisit Steam Help.

- For an EU or UK transaction, distinguish the statutory withdrawal timing from Steam’s voluntary policy.
- Choose Steam Wallet or the original payment method only from the options Steam displays.
- Write a factual explanation, especially when the request is outside the normal conditions.
- Save the confirmation email and watch for the processing email.
What this process does not cover
A Steam refund request is for a transaction made through Steam. It does not replace a retailer’s return process for a boxed copy, and it cannot be started from a Persona game menu. If the purchase is absent from the Steam Purchases flow, Steam’s stated position is that it is too far outside the refund window for that path and is ineligible there.
