Start by documenting what happened and following the school or district’s written complaint procedure, usually by reporting the facts to the principal or designated administrator. If the concern is not addressed, escalate to district administration and, where appropriate, the school board. A state educator-licensing agency may handle conduct within its authority; suspected crime, coercion, or danger to a student may require contacting law enforcement or child-protection authorities. The right route depends on your location and the nature of the request.

First, determine what the money request involved

A request for money does not by itself establish misconduct. Before reporting, try to distinguish an authorized school collection from an improper solicitation. Clarify, as far as you can, who would receive the money, what it was for, whether payment was presented as voluntary or required, whether the school or district approved it, how the money was to be collected and accounted for, and whether the teacher could personally benefit.

Rules differ by state and school system. For example, Georgia’s educator ethics code, in a version labeled effective January 1, 2023, treats certain solicitations for purchases from an educator or activities that financially benefit the educator as unethical unless approved by the local governing body or an authorized designee. It also identifies failure to account for money collected from students or parents as unethical. New York’s Office of Counsel says in its guidance on charitable donations that “Direct solicitation of students during school hours is prohibited regardless of the nature of the person or organization soliciting donations.” That statement addresses charitable donations; do not assume it governs classroom supplies, field-trip payments, or every other school collection. Where to report the teacher

1. School administration

Check the school’s complaint procedure and report the facts to the principal or designated administrator. Colorado’s Department of Education notes, “Most school districts have policies on how to handle a concern or complaint.” If the principal is involved in the concern, use the district’s route rather than reporting only to that principal. 2. District administration and, if appropriate, the school board

If the school-level response does not address the concern, follow the district’s escalation process. 3. State educator-licensing agency

Check whether the state agency accepts complaints from members of the public, whether the teacher is covered by its licensing jurisdiction, and what conduct it can review. A licensing agency may discipline a credential but may not investigate every employment, school-policy, or district-administration issue. New York encourages local-level reporting first for many complaints and reserves state discipline complaints for more serious matters or concerns about a certified educator’s moral character or student or community welfare. 4. Law enforcement or child protection when safety or suspected crime is involved

If the facts suggest theft, coercion, threats, other potentially illegal conduct, or a risk to a student, consider the appropriate external reporting channel instead of relying solely on an internal school complaint. Colorado advises contacting local law enforcement when there is direct knowledge of potentially illegal misconduct. How to prepare a clear complaint

  1. Make a factual timeline. Record the dates and locations, what was said or written, the amount requested, the stated purpose, who was asked, whether anyone paid, and what happened to the money if you know.
  2. Preserve original records. Keep messages, notices, payment instructions, receipts, and other relevant material. Do not alter the originals; provide copies through the complaint channel.
  3. Separate what you know from what you suspect. Identify what you personally observed and what someone else reported to you. Label concerns or inferences as such rather than presenting them as established facts.
  4. Identify the people and context. Include the teacher’s name, school, date range, amount or payment method, stated purpose, whether the request seemed mandatory, and any witnesses or records.
  5. State what response you are seeking. You might ask the school to confirm whether the collection was authorized, explain how the funds were accounted for, or review the conduct under the applicable educator code.
  6. Submit through the official route. Follow the school, district, or agency’s current instructions for forms, evidence, and deadlines. Requirements vary; confirm them with the authority handling the complaint.

How to choose the right escalation route

Before submitting, compare the available channels against the issue you want reviewed. A school may address local policy; a district may review school administration; a licensing agency may consider credential discipline; and law enforcement or child protection may address suspected crimes or student safety. For each route, verify who may file, whether the teacher must be licensed, which forms and evidence are required, any deadlines, and the remedy the authority can provide.

Do not confront a teacher in a way that could put a student at risk or interfere with an investigation. Complaint, disclosure, and anonymity rules are set by the school or agency, so do not assume you can remain anonymous or predict the outcome.
