If you sell goods on Amazon, Flipkart, Meesho, or other e-commerce marketplaces in India, the usual starting point is GST registration: the official GST FAQ says a person supplying goods through an e-commerce operator (ECO) is ordinarily required to register regardless of supply value. There are narrow exceptions, but the turnover threshold is not a blanket exemption for marketplace goods sellers. Your route depends on what you sell, where you sell it, how the marketplaces collect payment, and whether you qualify for a restricted waiver or the optional Rule 14B scheme.

What should you decide before applying?

First map the business you intend to run, not just the marketplace account you plan to open. GST registration decisions turn on the supplies you make, the States or Union Territories involved, and whether you will sell only through qualifying ECOs or also through other channels. Selling on several platforms does not, by itself, mean that you need a separate GST registration for each platform.

  • What are you selling? Identify whether your listings are taxable goods, exempt goods, services, or a mix. The compulsory-registration treatment differs; do not apply the marketplace goods rule automatically to a service business.
  • Where will you sell? List your home State or UT, any other States or UTs in which you expect to operate, and whether you plan to make inter-State sales. The narrow unregistered waiver is designed for qualifying intra-State supplies, not unrestricted multi-State selling.
  • Which channels will you use? List every ECO or marketplace and note whether you will also sell directly, wholesale, or through another non-ECO channel. The simplified Rule 14B route is limited to goods supplied exclusively through ECOs required to collect TCS.
  • Who collects the consideration? Section 52 TCS applies to taxable supplies through an ECO where that ECO collects the consideration; exempt supplies are excluded from TCS under the official GST FAQ.
  • Which route fits? Choose ordinary GST registration for broad flexibility, consider Rule 14B only if you meet its restrictions, or rely on the unregistered waiver only if every condition and the marketplace’s support for that route are confirmed.

Keep this map for each GSTIN you obtain. The platform name is not the tax identity: the seller’s GSTIN and State/UT registration structure determine how sales and TCS are reported.

Do marketplace sellers need GST registration even below the turnover threshold?

Ordinarily, yes, if you supply goods through an ECO. The official GST TCS FAQ states that a person supplying goods through an ECO is generally required to register irrespective of the value of supplies, so the ordinary turnover threshold should not be treated as an automatic exemption for marketplace goods sales.

That default is why a new seller should not assume that low projected sales make an unregistered marketplace account lawful. The exception is limited and conditional: GST Council material records a waiver for certain unregistered persons supplying goods through qualifying ECOs up to the applicable registration threshold. It is designed around qualifying intra-State supplies and is not a general permission to sell across State borders without a GSTIN.

Before choosing that waiver, confirm that your goods, sales geography, ECO, and enrolment meet the prescribed conditions, and that the marketplace can onboard you under the relevant process. If you intend to expand to inter-State sales, add non-ECO channels, or list across several States, the waiver may not fit your plan. Do not infer eligibility from turnover alone.

Which GST route fits a multi-marketplace seller?

For broad operations, ordinary registration is the default. The other two routes are narrower: Rule 14B is an optional ECO-only registration scheme with consent and recordkeeping conditions, while the unregistered waiver applies only to qualifying intra-State supplies under prescribed conditions.

Route Geography and channels Registration and verification Main constraint
Ordinary GST registration Suitable for sellers planning broader marketplace activity, inter-State sales, non-ECO sales, or maximum flexibility. Apply through the GST system using Form GST REG-01; prepare applicant, State/UT, and principal-place details. Portal checks and authentication requirements may apply. Registration obligations depend on the business and its State/UT footprint; map the required registrations rather than assuming one platform-specific GSTIN.
Optional Rule 14B simplified ECO registration Goods supplied exclusively through ECOs required to collect TCS under the registration; the FAQ describes use of an ECO warehouse in a State/UT where the seller lacks physical presence, where permitted. Requires home-State registration, ECO consent for the warehouse address, authentication, and possible biometric, document, or physical verification. Non-ECO supplies cannot be made through this registration. The ECO has seven working days to decide on warehouse consent; an amendment is due within 30 days after consent withdrawal is intimated.
Narrow unregistered intra-State waiver Qualifying intra-State goods supplies through qualifying ECOs, up to the applicable registration threshold. No GSTIN under this waiver, but the prescribed conditions and enrolment requirements still apply. Not a general exemption for multi-State or inter-State marketplace sales; verify the ECO and portal process before relying on it.

The ordinary route is the practical choice when the business needs to mix channels or grow across State lines. Rule 14B may help a qualifying ECO-only seller that needs a permitted warehouse location outside its home State, but it is not simply a shortcut to ordinary registration. The waiver is narrower still and should be treated as an exception rather than a launch assumption.

What the Rule 14B FAQ says about eligibility

The Press Information Bureau’s 2026 FAQ lists ₹2.5 lakh per month in its eligibility conditions. However, the same FAQ uses both input-tax-credit wording and output-tax-liability wording in describing the condition. Treat that figure and its interpretation cautiously: confirm the final operative legal text and your eligibility before applying under the scheme rather than construing the FAQ wording as a settled entitlement.

The FAQ also says a single registration can be obtained against a PAN in a State/UT under this scheme. It requires books and electronic data for each registration to be maintained at the home-State principal place of business. If ECO consent for the warehouse address is withdrawn and the seller is informed, the seller must apply to amend the registration within 30 days.

How do you apply for ordinary GST registration?

Use the GST system’s online registration process and Form GST REG-01. Before filing, decide the relevant State/UT and prepare the applicant information and principal-place details; be ready to complete authentication or verification if the portal or your case requires it.

  1. Map your registration footprint. Identify the State/UT for the application and any additional State/UT registrations your planned operations require. Do not select a State based only on the location of a marketplace’s warehouse.
  2. Prepare PAN-linked applicant details. Assemble the applicant information linked to the PAN and the State/UT particulars for the registration workflow.
  3. Prepare principal-place information and proof. Have the address particulars and supporting documentation for the principal place of business ready. If considering Rule 14B, do not rely on an ECO warehouse address without the ECO’s consent and confirmation that the scheme allows its use.
  4. Complete the portal’s authentication steps. Depending on the application and route, be prepared for Aadhaar authentication, biometric authentication, photograph capture, document verification, or physical verification where applicable.
  5. File Form GST REG-01 and keep the acknowledgement. Retain the acknowledgement and registration records with the business’s compliance documents.
  6. Set up every marketplace account against the right registration. Check that the account has the correct legal name, GSTIN, State/UT, product tax classification, and invoice settings for the supplies made through it.
  7. Set up ongoing reconciliation. Keep marketplace orders, returns, fees, settlements, and TCS records traceable to the relevant GSTIN. The official FAQ describes net taxable supplies as calculated at GSTIN level.

If using Rule 14B, add the scheme-specific steps before filing: obtain ECO consent for the warehouse to be declared as a principal or additional place of business where permitted, submit the application for the ECO’s decision, and complete the authentication and verification steps that follow. The 2026 PIB FAQ gives the ECO seven working days to decide whether to consent to the warehouse address. Keep the home-State books and electronic data in the required location for each registration.

Can you use one GSTIN for Amazon, Flipkart, and Meesho?

There is no separate GST registration simply because you sell on a different marketplace. Reconcile each platform’s activity to the GSTIN and State/UT registration that applies to the seller and the supply; the marketplace’s brand name does not replace the GSTIN as the reporting identity.

For each account, verify that the legal name, GSTIN, State/UT, product classification, and invoice setup match the relevant registration. Then bring the platforms’ orders, returns, fees, settlement statements, and TCS information together at GSTIN level. This is important even if each marketplace reports or settles transactions through its own seller dashboard: the seller must be able to reconcile the activity for the registration.

Do not assume a single registration covers every State/UT in which you operate. The correct structure depends on your State/UT footprint and the route chosen. Rule 14B has its own State/UT and home-State conditions, while the unregistered waiver is limited to qualifying intra-State supplies. If an account supports a waiver or Rule 14B onboarding, confirm that support separately before relying on it.

How does TCS work when several marketplaces are involved?

Section 52 TCS is tied to taxable supplies through an ECO when that ECO collects the consideration. Exempt supplies are excluded under the official FAQ, and returned supplies reduce the net taxable-supply calculation. The applicable reporting is reconciled at GSTIN level, not treated as a separate tax identity for every marketplace.

Where more than one ECO takes part in a transaction, Circular No. 194/06/2023-GST clarifies which ECO carries the section 52 compliance role. If the supplier-side ECO is not itself the supplier, the supplier-side ECO that finally releases payment performs that compliance. If the supplier-side ECO is itself the supplier, the buyer-side ECO collects TCS when paying the supplier.

Do not use a numerical TCS rate from older summaries without checking the operative notification for the transaction period. The legacy official FAQ records a total of 1%—0.5% CGST plus 0.5% SGST/UTGST for intra-State supplies, or 1% IGST—while later GST Council agenda material records a recommendation and draft notification text proposing a total reduction to 0.5%. Those sources do not, by themselves, establish the effective rate on 30 October 2026. Verify the final notification in force before configuring accounting or filing.

  • Supply type: Record whether each product or service is taxable, exempt, or part of a mixed business; do not assume that the goods rule applies identically to services.
  • Geography: List the home State/UT, any additional State/UTs, and expected inter-State sales. Flag whether an intended waiver is strictly compatible with qualifying intra-State supplies.
  • Channels: Name every ECO and marketplace, plus any direct, wholesale, or non-ECO channel. Check the Rule 14B exclusive-ECO condition if considering that route.
  • Route decision: Document why ordinary registration, Rule 14B, or the narrow unregistered waiver fits the actual plan, rather than choosing by turnover alone.
  • Application material: Prepare PAN-linked applicant information, State/UT details, principal-place particulars, and any supporting documents requested in the registration workflow.
  • Warehouse consent: For Rule 14B, obtain ECO consent before depending on its warehouse as a principal or additional place of business.
  • Verification: Allow for Aadhaar or biometric authentication, photographs, document checks, and physical verification where applicable.
  • Marketplace setup: Match each account’s legal name, GSTIN, State/UT, product tax classification, and invoice settings to the appropriate registration.
  • Transaction records: Retain sales, returns, marketplace fees, settlements, and TCS details in a form that can be reconciled by GSTIN.
  • Rule 14B records and changes: Keep books and electronic data at the home-State principal place as specified, and track consent changes so an amendment is filed within the stated period if consent is withdrawn.

Marketplace-specific seller onboarding requirements are separate from the GST rules. Confirm each platform’s current support for the route you choose, particularly if you plan to use the unregistered waiver or need warehouse consent for Rule 14B.

How should a seller choose between the routes?

Choose ordinary registration if you need the flexibility to sell through a mix of channels, make inter-State sales, or operate broadly. Consider Rule 14B only when the ECO-only restriction, consent process, home-State registration, authentication, and recordkeeping obligations fit the business. Consider the unregistered waiver only when the precise intra-State and other prescribed conditions are met and the intended ECO supports the required process.

Whichever route you choose, revisit the decision before adding a State, changing sales channels, or expanding from intra-State to inter-State sales. Those changes can affect whether a restricted route still fits; the GSTIN and its State/UT context remain central to reconciling marketplace transactions.

Frequently Asked Questions

Can I start supplying while my GST registration application is being processed?

CBIC’s Sectoral FAQ says supply can take place during the registration process and revised invoices can be issued under section 31(3) of the CGST Rules, 2017. Treat that as guidance about the registration-pending situation, not as a general exemption from registration or from other invoicing obligations.

Does the marketplace goods registration rule automatically apply to services?

No. The official guidance distinguishes the compulsory-registration treatment for goods and services, so a service seller should not assume the rule for goods supplied through an ECO answers their case. Check the registration provisions applicable to the particular service and sales arrangement.

Can I claim input tax credit under the Rule 14B scheme?

The 2026 PIB FAQ’s eligibility wording is not consistent: it refers to input tax credit in one place and output tax liability in another. Do not infer an ITC entitlement or a definitive eligibility test from that FAQ wording alone; confirm the final operative rule and notification for your case.
