For U.S. federal income-tax purposes, moving digital assets between wallets, addresses, or accounts that all belong to you is generally not taxable. The important exception is any crypto used or withheld to pay the transaction service: those units are treated as disposed of and can create a gain or loss.

Most reporting mistakes happen because people lose the connection between the original acquisition record, the outgoing transfer, the incoming deposit, and the fee. Build that connection for every transaction, keep evidence that both wallets are yours, identify tax lots correctly, and reconcile your records with—but never rely entirely on—Form 1099-DA.

What the IRS considers a transfer between your own wallets

The current Internal Revenue Service digital-asset FAQ says that moving assets from a wallet, address, or account belonging to you to another wallet, address, or account also belonging to you is a non-taxable event. This is true even when the wallets are held with different custodians. The ownership test is essential: the source and destination must both be yours.

FAQ 81, added December 15, 2025, states: "No. If you transfer digital assets from a wallet, address, or account belonging to you, to another wallet, address, or account that also belongs to you, then the transfer is a non-taxable event, except to the extent of any digital assets you use, or are withheld, to pay for transaction services to effect the transfer."

A self-transfer does not become taxable merely because an exchange or platform issues an information return. Keep the return, investigate why it was issued, and preserve your transfer evidence, but do not treat a matching withdrawal and deposit as a sale without examining the underlying facts.

Transactions that are not self-transfers

Different rules can apply when you:

  • Send assets to another person or entity.
  • Pay for goods or services with digital assets.
  • Exchange one digital asset for another.
  • Sell digital assets for cash or another property.
  • Receive rewards, staking income, mining proceeds, compensation, or other income.

Digital assets held as capital assets are generally analyzed under property rules for sales and exchanges. A wallet can contain both non-taxable movements and taxable activity, so the wallet address alone does not determine the tax result.

Separate the transfer from the crypto fee

A blockchain transaction can contain two different tax events: the movement of the principal assets and the payment of the network or transaction fee. If crypto is used or withheld to pay the transaction service, the fee units are disposed of. Their fair market value and basis determine any gain or loss.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not hide a fee inside the amount sent. Record the fee asset and quantity separately, along with the transaction time, value, and basis. The amount paid for the transaction service may also be a transaction cost, but the tax treatment of cost adjustments depends on the type of transaction. There is no universal rule that every crypto fee is deducted in the same way.

Example: moving ether and paying a fee in ether

Suppose you send 2.000 ETH from your personal wallet to another wallet you own and the network withholds 0.001 ETH. The 2.000 ETH principal is a non-taxable self-transfer. The 0.001 ETH fee is a separate disposal. If that fee unit had a basis of $2 and was worth $3 when used, the fee portion has a $1 gain; if it was worth less than its basis, it has a loss. Your records should show both legs instead of one 2.001-ETH withdrawal.

Build a transfer record that can survive reconciliation

The Internal Revenue Code requires records sufficient to establish the positions taken on a federal return. IRS FAQ 95 says: "The Internal Revenue Code and regulations require taxpayers to maintain records that are sufficient to establish the positions taken on Federal income tax returns, which may include records documenting receipts, sales, exchanges, dispositions or transfers of digital assets and the fair market value of the digital assets."

For every movement, retain a record with these fields:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Asset and units: Identify the token, network where relevant, quantity sent, quantity received, and quantity paid as a fee.
  • Date and time: Capture the timestamp and timezone supplied by the wallet, exchange, or blockchain record.
  • Source and destination: Record wallet addresses, account names, custodians, and transaction identifiers.
  • Ownership evidence: Keep account statements, screenshots, or other documentation showing that both ends belonged to you at the time.
  • Acquisition data: Preserve purchase or receipt date, units acquired, original cost, and other information needed to establish basis.
  • Valuation: Save the fair market value at the relevant transaction time when needed to calculate a gain, loss, income amount, or fee disposition.
  • Supporting exports: Download exchange statements, wallet history, CSV files, confirmations, and blockchain explorer records before a service changes its interface or retention policy.
  • Classification: Label the entry as a self-transfer, fee disposition, sale, exchange, reward, staking receipt, gift, payment, or another applicable category.

The outgoing and incoming records should reconcile by asset, quantity, and timing. Small differences can result from fees, rebasing, wrapped assets, or platform processing, so document the reason rather than forcing the two sides to match.

Use a controlled ledger

A spreadsheet or tax system should have one row for the blockchain movement and a separate row for each fee disposal. Useful columns include:

Column What to enter
Transaction ID The blockchain hash or platform reference
Timestamp Date, time, and timezone
Asset and quantity sent Principal units leaving the source wallet
Asset and quantity received Units arriving at the destination wallet
Fee asset and quantity Units used or withheld for the service
Source and destination Wallet addresses, accounts, and custodians
Ownership proof Statement, account record, or other evidence
Acquisition lot Date, units, and basis assigned to the units
Tax classification Self-transfer, fee disposal, sale, exchange, income, or other category

Keep the original files as well as a normalized ledger. A cleaned spreadsheet is useful for calculations, but it should not replace the source statements that prove what occurred.

Preserve cost basis and acquisition dates when assets move

Changing wallets does not by itself reset an asset’s acquisition date or cost basis. The practical challenge is proving which original units moved and later identifying which units were disposed of. A transfer record supports the chain of custody; it does not recreate a missing purchase record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Specific identification in an unhosted wallet

For units held in an unhosted wallet, FAQ 82 permits specific identification when, no later than the transaction time, you record an identifier sufficient to identify the units, such as purchase date and time or purchase price, and retain adequate records showing that those units were removed from the wallet.

Make the lot assignment contemporaneously. Record the wallet balance before and after the transaction, the lot or lots selected, and the evidence showing the selected units left that wallet. Do not rely on a later reconstruction if the wallet contained several acquisition lots and your original records are incomplete.

Hosted wallets that are not brokers

The IRS FAQ points to the same identification requirements for a hosted wallet provider that is not a broker. Obtain the provider’s transaction export and retain your own lot-selection record. The provider’s label for an account does not eliminate your responsibility to substantiate the units and basis.

Broker custody in 2025

For broker-custodied units in a transaction during 2025, Temporary Notice 2025-7 provides relief for specified book-and-record approaches, subject to the requirements described in FAQ 84. Check the broker’s instructions and preserve the records that show how your identification was made. Do not assume a broker’s default setting proves the method you intended.

Broker custody after December 31, 2025

For broker-custodied units after December 31, 2025, FAQ 85 requires identification to the broker by the time of the transaction using identifiers that are sufficiently specific under the broker’s system, together with adequate records. Save the broker confirmation, the identifier used, and the resulting lot information.

What happens without valid identification

If you fail to make a valid specific identification, FAQs 86 and 87 direct you to the applicable default rule for the wallet. For the relevant wallet, the earliest-acquired units of that asset are treated as disposed of, regardless of when those units were transferred into the wallet. This can produce a different gain or loss than the lot you expected, so document identification before a later sale or exchange.

Use a custody-specific process

Situation Required practice
Unhosted wallet Record the selected units by the transaction time and retain proof that those units were removed from that wallet.
Hosted wallet provider that is not a broker Use the unhosted-wallet identification approach and keep the provider’s exports plus your own lot records.
Broker-custodied units in a 2025 transaction Review Temporary Notice 2025-7 and FAQ 84, then preserve the broker-supported book-and-record evidence.
Broker-custodied units after December 31, 2025 Identify the units to the broker by transaction time using its supported identifiers.
No valid specific identification Apply the relevant default rule, generally treating earliest-acquired units in the wallet as disposed of.

The exact result depends on the tax year, custody arrangement, broker procedures, and the records you made at the time. Recheck the current IRS instructions when those facts change.

Reconcile Form 1099-DA without depending on it

Broker reporting is being phased in. Gross-proceeds reporting applies to certain broker transactions effected on or after January 1, 2025. Basis reporting applies to certain transactions effected on or after January 1, 2026.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Most 2025 Form 1099-DA statements will not provide basis. You must calculate basis before filing the 2025 return, using your own acquisition and transfer records. A form may also omit activity that occurred outside that broker or may show a transaction that requires classification.

Taxable transactions remain reportable whether or not an information return arrives. The absence of a 1099-DA is not evidence that no reporting duty exists, and the presence of one does not make every line a taxable sale.

A practical reconciliation sequence

  1. Collect every source: Download 1099-DA forms, exchange statements, wallet exports, transaction confirmations, and acquisition records for the year.
  2. Create an account map: List each exchange, broker, hosted wallet, unhosted wallet, and blockchain address you used.
  3. Match movements: Pair withdrawals with deposits by asset, quantity, timestamp, and transaction ID. Mark legitimate fee differences.
  4. Classify unmatched entries: Investigate whether an unmatched deposit is income, a delayed transfer, a wrapped or bridged asset, or a data error. Investigate whether an unmatched withdrawal is a sale, fee, transfer, or missing record.
  5. Calculate basis: Link each taxable disposal to the correct acquisition lot under the identification method that applied to that custody arrangement.
  6. Separate fee disposals: Calculate gain or loss for crypto used to pay transaction services rather than burying it in the self-transfer.
  7. Compare forms to your ledger: Resolve duplicates, missing transactions, incorrect quantities, missing basis, and inconsistent dates. Keep notes explaining every adjustment.
  8. Archive the work: Retain the final calculation, source files, identification evidence, and reconciliation notes with the tax records for the applicable retention period.

Common failure modes and how to correct them

Symptom Likely cause Correction
A wallet app reports a sale for every withdrawal The app cannot distinguish transfers from disposals Match the withdrawal to a deposit in another wallet you own and document ownership and timing.
The outgoing amount is larger than the incoming amount A network fee was withheld Record the fee asset and quantity as a separate disposal.
Basis is missing on a 2025 1099-DA Most 2025 forms do not include basis Reconstruct basis from acquisition statements, wallet records, and contemporaneous lot identification.
The same transfer appears twice Both the exchange export and wallet import were counted as separate activity Use the transaction ID and timestamp to deduplicate while retaining both source files.
A deposit has no matching withdrawal It may be income, a transfer from an untracked wallet, a chain conversion, or missing data Trace the source address and obtain the missing acquisition or transfer evidence before classifying it.
Several lots exist but no lot was selected Specific identification was not made by the required time Apply the applicable default rule and use earliest-acquired units where required.

How to reduce errors before you move anything

  1. Confirm the destination account or address is controlled by you. Save evidence of that control.
  2. Check the wallet’s current balances and download its transaction history.
  3. Choose the units or lots to move when specific identification is available.
  4. Record the intended principal amount and estimate the fee asset and quantity.
  5. After confirmation, save the transaction ID, exact timestamp, outgoing amount, fee, and destination.
  6. Verify the destination receipt and record the amount actually received.
  7. Update the ledger immediately rather than waiting until tax season.

This process prevents a common mistake: treating an unexplained withdrawal as a taxable sale simply because the matching deposit was never recorded.

When the facts require professional help

Obtain advice from a qualified tax professional when ownership of either wallet is unclear, purchase basis is missing, assets crossed several custodians, a broker’s identification procedure is unfamiliar, or the transaction involves a business, inventory, compensation, gifts, staking, lending, or another specialized arrangement. This guidance addresses U.S. federal income-tax treatment for individuals and does not establish state, local, or non-U.S. rules.

Tax software can help import and reconcile wallets and exchanges, but an automated label is not proof of the tax treatment. Review its transfer matching, fee handling, lot method, and 1099-DA comparison against your source records.

A final pre-filing checklist

  • Every self-transfer has a documented source and destination that belong to you.
  • Principal units and fee units are recorded separately.
  • Each fee disposal has quantity, value, time, and basis.
  • Acquisition records support every basis amount used.
  • Lot identification was made on time for the custody arrangement, or the applicable default rule was used.
  • Withdrawals and deposits across all wallets and exchanges are reconciled.
  • 1099-DA forms have been compared with independent records.
  • Unmatched deposits, withdrawals, duplicates, and missing basis have written explanations.
  • Sales, exchanges, payments, rewards, staking, and other income events are classified separately from wallet transfers.
  • Source files and reconciliation work are archived with the return records.
