Start with an inventory and spend baseline; then prioritize by value and risk, address seats and overlapping tools, plan around renewal terms, and measure savings against service quality, speed, and business output.
Build a reliable SaaS spend baseline
Software purchases are often spread across departments, corporate cards, resellers, marketplaces, and direct vendor contracts. A finance ledger alone may miss subscriptions; an identity system alone may show access without revealing the bill. Reconcile finance and procurement records with identity or single sign-on (SSO) data and, where available, cloud access security broker (CASB) discovery signals. The FinOps Foundation’s SaaS Management guidance identifies these as possible discovery inputs.
For each application, record enough to decide who owns it, what it enables, what it costs, and when the company can change it:
- Accountability and purpose: business owner, team, workflow supported, and business criticality.
- Spend and usage: payment channel, plan or tier, number of licensed users, actual activity or consumption, and any add-ons.
- Commercial terms: pricing model, renewal date, notice period, auto-renewal, quantity-change rules, entitlements, and termination conditions.
- Risk and dependencies: security or compliance role, integrations, and employee or customer processes that rely on it.
Classify pricing as license-based, consumption-based, or hybrid. A fixed-seat subscription may be improved by reviewing assignments; metered services need usage ownership, alerts, and anomaly checks. This baseline is a map for investigation, not proof that a line item is waste.

Choose cost candidates by value, risk, and effort
Prioritize expensive tools and obvious functional overlap, but do not rank a candidate by recent activity or price alone. Compare likely avoidable spend with the work required, operational risk, and measurable effect on the business. The FinOps Foundation’s usage optimization guidance recommends considering longer usage cycles, including seasonal and quarter-end peaks, and coordinating changes that could disrupt service. A quiet week does not establish that a tool or capacity is unnecessary.

| Outcome measure | Which unit cost, quality measure, or speed measure should improve or remain stable? |
Use the comparison to sort candidates into actions: remove, downgrade, consolidate, renegotiate, defer until renewal, or retain. Deferring a change can be the right decision when a contract prevents a mid-term reduction or the service risk outweighs near-term savings.

Right-size licenses and overlapping tools
Review access after departures and role changes, users assigned to tiers above their needs, unused add-ons, duplicate subscriptions, and licenses that no longer support a current workflow. Check dependencies and talk to affected users before revoking or downgrading access. Make changes only when contract terms permit them and remaining users retain the functionality they need.
Do not assume that a bundle is always cheaper than buying applications separately, or that separate subscriptions are always more efficient. Compare total cost with the actual use cases and features the business needs. A higher tier can sometimes reduce unit pricing, but assess the total bill and forecast rather than buying more seats or capacity simply to obtain a nominal discount.

For metered services, assign an owner to watch consumption, investigate anomalies, and track contract limits. Rising usage may reflect business growth, a configuration issue, or waste; identify which before changing the plan.
Use renewal dates and contract terms to create leverage
Work backward from renewal and notice deadlines. Before negotiating, assemble usage history, expected headcount or activity, current entitlements, and likely demand. Use that evidence to discuss quantities, tiers, overage products, and discounts with the vendor.

Read the agreement before planning a reduction: decreasing license quantities mid-contract may be prohibited or penalized. Auto-renewals, price locks, true-ups, and termination notice periods can all affect when an apparent saving is achievable. Marketplace purchasing may offer a different price channel, but compare the full terms and check existing agreements before switching. The FinOps Foundation’s SaaS guidance emphasizes contract and procurement considerations; actual terms vary by vendor and agreement.

For a SaaS business, software subscriptions are only one part of recurring technology spend. Review underlying cloud costs separately with engineering and product owners: examine utilization and workload requirements, then consider sizing, configuration, and scheduling changes in context. Coordinate disruptive work with the teams responsible for the service and assess performance and availability as well as cost.

Rate commitments can reduce costs when usage is predictable enough to justify them, but a discount on a commitment is not a substitute for eliminating unnecessary usage. Microsoft Learn describes workload optimization, rate optimization, and licensing or SaaS management as distinct capabilities in its FinOps capabilities overview.
Give teams timely cost information close to the decisions that drive it. The FinOps Foundation’s FinOps Principles call for conscious trade-offs among cost, quality, and speed. For each change, track spend alongside the outcome it supports: for example, cost per transaction or order, response time, reliability, or an internal service measure. That makes it possible to distinguish lower spend from lower value.
Make cost control a recurring practice
Keep an application owner and renewal calendar, schedule periodic access and tier reviews, and enable consumption alerts where services support them. Allocate spend to the relevant team or product so owners can see and act on costs. Tie review timing to renewal windows and business planning rather than waiting for a budget surprise.
When providers supply cost data in inconsistent formats, the FinOps Open Cost and Usage Specification (FOCUS) is a common data specification intended to support consistent allocation, analytics, monitoring, and optimization across cloud, SaaS, and on-premises services. Those figures describe survey respondents, not all organizations; the report notes that 31% of respondents’ organizations spent more than $50 million annually on public cloud and 41% had more than 20,000 employees, so the results may not transfer directly to a small company.
