A technology-stock sell-off does not, by itself, tell you what to do next. The safer response is to pause, separate a change in your circumstances from a change in prices, measure your real technology exposure, and make only rules-based adjustments that restore an appropriate risk level. Selling everything to cash can lock in losses and leave you exposed to the cost of missing a recovery.
Use this sequence: confirm your goal and cash needs, calculate concentration across individual shares and funds, choose a target mix of stocks, bonds and cash equivalents, then rebalance with taxes and trading costs in view.
Start with a pause, not a trade
A sharp decline creates urgency, but urgency is not a decision rule. Before placing an order, write down what has actually changed. A lower share price is a market event; losing a job, moving a planned withdrawal closer, or discovering that you cannot tolerate a 30% portfolio decline is a personal change. Those situations can justify different actions.

- What is the money for? Identify the goal, such as retirement, a home purchase, education or a reserve fund.
- When will you need it? Separate spending needed soon from money intended for a long-term objective.
- How much emergency cash is already available? Do not use a stock sale as a substitute for a cash reserve you genuinely need.
- What loss could you financially and emotionally withstand? Your ability to absorb a loss (risk capacity) and your willingness to endure one (risk tolerance) are related but not identical.
Investor.gov describes asset allocation as a choice that should reflect risk tolerance, and it defines diversification as spreading money among investments and sectors to reduce risk. Those principles apply after a sell-off just as they do before one.

Write the decision you are trying to make
Use a single sentence such as: “I am checking whether my portfolio still matches my 15-year goal and target allocation.” That is more useful than “I need to stop the losses.” The first statement can be tested against a plan; the second invites a prediction about prices that you cannot reliably make.
Measure your true technology concentration
Do not estimate exposure from account labels alone. List every holding and classify the technology exposure it contains. Add the percentages; then compare the total with the allocation in your written plan.
Inventory direct and indirect exposure
| Holding type | What to record | Why it matters |
|---|---|---|
| Individual technology stocks | Market value and percentage of the whole portfolio | A single company can dominate results and add company-specific risk. |
| Technology-sector funds | Fund percentage plus its largest positions | A fund can hold many companies while remaining concentrated in one sector or a few large names. |
| Broad stock funds | Technology share and top holdings, where disclosed | Broad market exposure may already contain substantial technology weight. |
| Other accounts | Workplace plans, individual accounts and taxable accounts | Concentration is a household-level issue, not just an issue inside one account. |
Use the fund’s current holdings and sector breakdown rather than assuming that “ETF” or “index” means broadly diversified. A narrowly focused technology ETF can remain concentrated even when it owns many companies. Also look for the same company appearing in several funds; overlapping positions increase exposure without creating a new source of diversification.

Calculate an exposure percentage
For an illustrative calculation, suppose a portfolio is worth $100,000. It contains $20,000 in individual technology shares, $15,000 in a technology-sector fund and $10,000 of technology companies inside a broad fund. The estimated technology exposure is $45,000, or 45% of the portfolio. This is an illustration of the method, not a suggested allocation.
When a fund does not publish a precise sector percentage for your measurement date, record the limitation instead of inventing precision. You can still note the fund’s stated objective, top holdings and the date of the information you used.
Compare concentration with the plan, not with headlines
A sell-off may make a holding look smaller after prices fall, even though it remains larger than your intended target. Conversely, selling after a decline can reduce the position below its target. Measure both the current percentage and the target percentage before deciding whether an adjustment is needed.

Set a target mix that matches the goal
Your target mix is the planned relationship among stocks, bonds, cash equivalents and, if appropriate, other assets. It should follow the goal’s time horizon and your capacity to absorb losses, not the most recent market move.

| Situation | Planning implication | Question to ask |
|---|---|---|
| Spending is near term | A larger share of lower-risk assets may be reasonable because there is less time to recover from a decline. | Could a market loss force me to sell before the goal date? |
| Goal is many years away | You may have more ability to remain invested through equity volatility, provided the allocation is still tolerable. | Can I follow the plan during a prolonged decline? |
| Income or liquidity has changed | Reassess the mix even if prices had not moved. | Has my ability to fund expenses outside the portfolio changed? |
Do not change the allocation merely because one asset category recently outperformed. The SEC’s investor guide describes rebalancing as the way to return a portfolio to its intended mix rather than repeatedly chasing the category that has just risen.
Separate risk capacity from risk tolerance
Someone with a long horizon and stable income may have the capacity to hold more equities, but may still lose sleep and sell at the worst moment. Someone who is comfortable with volatility may nevertheless need the money soon and therefore lack the capacity for a large equity allocation. The target must work for both realities.
Write the target in percentages before making trades. For example, a plan might specify a percentage for diversified equities, a percentage for bonds, and a cash-equivalent reserve. The exact figures depend on your goal, account structure and circumstances; there is no universal technology allocation that fits every investor.
Rebalance with a rule you can follow
Rebalancing is a process for restoring the intended risk level, not a forecast that a particular stock or sector will rise next. Use either a calendar schedule or a pre-set drift band and apply it consistently.

Choose a review interval in advance. The SEC guide cites six- or twelve-month intervals as examples. On the review date, compare each asset category with its target and act only when the plan calls for it. A calendar avoids reacting to every daily price change, but it can allow a position to drift substantially between reviews.

Percentage-band rebalancing
Set a tolerance around each target. Vanguard gives a five-percentage-point drift as an example of an automated trigger. If an allocation moves outside the band, review and rebalance; if it remains inside, leave it alone until the next scheduled check. A band is a design choice, not a prediction, so document the threshold and apply it to all relevant accounts.
Three ways to restore the mix
- Direct a sale. Sell enough of an overweight category and buy the underweight category. This is immediate but can create taxes, spreads or commissions.
- Direct new money. Send new contributions to the underweight category instead of adding to the overweight. This can reduce concentration without selling an appreciated position.
- Use distributions. Where your account permits, direct dividends or interest toward the underweight category. This may take longer, but it can reduce the need for a taxable sale.
A practical rebalancing procedure
- Export or record current values for every account on the same date.
- Group holdings into the asset categories used in your plan, including technology exposure inside broad funds.
- Calculate each category’s current percentage and its difference from target.
- Check whether a calendar date or drift band requires action.
- Estimate taxes, fund expenses, bid-ask spreads, commissions and any account restrictions before submitting orders.
- Choose the least costly method that brings the portfolio back within the rule.
- Record the trade, contribution or distribution and the resulting percentages.
- Set the next review date or automated trigger in writing.
Put taxes and trading costs in the decision
The SEC specifically advises investors to consider transaction fees and tax consequences before rebalancing. A trade that looks small on a chart can have a meaningful after-tax effect.
Costs to check
- Taxes: Determine whether selling in the account would realize a taxable gain or loss and whether the account type changes the treatment. Individual circumstances differ, so use the rules that apply to your jurisdiction and account.
- Spreads and commissions: The price difference between buying and selling, plus any explicit commission, reduces the amount that reaches the target allocation.
- Fund expenses: Ongoing expense ratios affect returns even when no trade occurs.
- Behavioral cost: Frequent, fear-driven trades can create a pattern of buying after rises and selling after declines.
Tax-aware ordering
In a taxable account, consider whether new contributions, dividends or interest can reduce the overweight before you realize gains. That approach does not eliminate taxes or guarantee the desired result, but it can reduce unnecessary sales. In any account, check settlement rules, wash-sale or local tax requirements where relevant, and the effect on your planned cash flow before trading.
If the tax or suitability consequences are unclear, pause and obtain individualized advice rather than treating a general allocation rule as a personal instruction.
Why moving everything to cash can increase risk
Cash removes equity-market exposure for as long as it is held, but it also creates reinvestment and opportunity risk. You must decide when to buy back, and a recovery can begin before your confidence returns.
Vanguard reported a historical scenario in which, after equity declines of at least 10%, investors who moved a balanced 60% stock/40% bond portfolio to 100% cash for three months had a 74% probability of underperforming the market, with average underperformance of 4.1%. These were Vanguard total-return calculations through December 31, 2023. The figures describe that historical analysis; they are not a guarantee about the next sell-off or about any individual portfolio.

The relevant comparison is not “stocks versus safety.” It is whether a temporary, all-or-nothing move improves the portfolio’s ability to fund the goal after taxes, costs and the eventual decision to reinvest. A planned reduction in equity risk can be sensible when your goal or capacity has changed; an unplanned flight to cash based only on a recent decline is a market-timing decision.

Build diversification that addresses the actual risk
Diversification reduces concentration risk but does not eliminate losses. Quality diversification considers more than the number of securities in an account.
Check four dimensions
- Assets: Combine appropriate stocks, bonds and cash equivalents rather than relying on one asset class.
- Sectors: Review whether technology, financials, health care or another sector dominates the equity portion.
- Geographies: Consider whether the portfolio depends on one country or region.
- Holdings and correlations: Several funds can rise and fall together if they own the same large companies or are exposed to the same economic driver.
More holdings do not automatically mean lower risk. Inspect top holdings, sector weights and the fund’s stated mandate. A broad fund may improve diversification, while a narrowly focused sector fund may preserve the concentration you are trying to reduce.

If your circumstances changed
When the goal moved closer, emergency needs increased or income became less reliable, revise the target mix first. Then implement the new target gradually or in the manner your plan specifies. The reason for the change is the personal circumstance, not a prediction about the technology sector.
If only prices changed
Measure the drift. If the portfolio remains within its written range, no trade may be required. If technology is above the target or outside the band, rebalance using the lowest-cost method available.

If you cannot determine the exposure
Pause new purchases in the questionable category, obtain current fund holdings and statements, and calculate the overlap. Guessing can produce either unnecessary selling or continued concentration.
Illustrative case: reducing concentration without a panic sale
Consider a hypothetical $100,000 portfolio with 45% estimated technology exposure: 20% in individual technology shares, 15% in a technology-sector fund and 10% through a broad fund. Suppose the written plan calls for a lower technology share and a defined balance among diversified equities, bonds and cash equivalents.
- The investor confirms that the goal date and emergency reserve have not changed.
- They document the three sources of technology exposure and the overlap among fund holdings.
- They check whether the current technology percentage exceeds the plan’s drift band.
- Instead of selling every equity position, they direct new contributions and distributions to the underweight categories.
- They estimate the tax and spread cost of any remaining sale, then sell only the amount needed to restore the target.
- They record the resulting mix and schedule the next six- or twelve-month review.
The example shows the sequence, not a recommended percentage. A different goal, tax position or cash need could produce a different target and a different implementation.
Common mistakes and their fixes
| Mistake | Why it creates risk | Rule-based fix |
|---|---|---|
| Selling because the screen is red | It turns a price move into an unplanned timing decision. | Pause and compare circumstances, exposure and target allocation first. |
| Assuming a broad-looking fund is diversified | Top holdings or a sector mandate may create hidden concentration. | Inspect holdings, sector weights and overlap. |
| Ignoring technology inside broad funds | Indirect exposure can keep total concentration high after a direct sale. | Add direct and indirect exposure before deciding. |
| Rebalancing without checking taxes | A sale can create a liability that changes the intended result. | Estimate tax consequences and consider contributions or distributions first. |
| Changing the target after every outperformance | It encourages performance chasing. | Use a written target and a calendar or drift-band rule. |
| Moving 100% to cash with no re-entry rule | You may miss a recovery and delay reinvestment indefinitely. | If risk must change, set the new target and implementation schedule explicitly. |
When individualized advice is appropriate
General principles cannot determine whether a particular sale is suitable. Seek qualified, individualized advice when tax treatment is complex, accounts have different legal or withdrawal rules, a near-term liability depends on the portfolio, or you cannot reconcile your risk capacity with your tolerance. Bring the written goal, time horizon, emergency-cash requirement, account types, current holdings and proposed target so the advice addresses the whole household portfolio.
A compact checklist for the next review
- Record the goal, deadline and cash requirement.
- Confirm whether your personal circumstances changed independently of prices.
- List direct technology stocks, technology funds and technology exposure inside broad funds.
- Inspect top holdings and overlap across funds and accounts.
- Compare current percentages with the written target.
- Apply the chosen six- or twelve-month schedule or drift-band rule.
- Estimate taxes, spreads, commissions, fund expenses and behavioral costs.
- Prefer contributions or distributions when they can reduce an overweight without an unnecessary sale.
- Rebalance only by the amount required by the plan.
- Document the result and the next review date.
The SEC Office of Investor Education and Advocacy puts the governing idea plainly: “Focus on long-term goals, and consider the benefits of diversification and asset allocation.” After a technology sell-off, that means reducing risk by design—measuring concentration and restoring a suitable mix—rather than reacting to fear with an irreversible, all-at-once trade.
