When several holdings are down, do not automatically sell them or buy more. Rebalance by returning your entire portfolio to a target mix that still fits your goals, time horizon and risk tolerance. That may mean directing new money to underweight assets, trimming positions that are still too large, replacing investments whose role has failed, or doing nothing with a losing position that remains appropriate.
The U.S. Securities and Exchange Commission (SEC) defines rebalancing as “bringing your portfolio back to your original asset allocation mix.” The process controls risk and keeps your plan on track; it is not a forecast that a recent loser will recover or a guarantee of higher returns.
What to do first when several holdings are down
Pause trading long enough to write down the allocation you intended to own. A target such as 60% stocks, 30% bonds and 10% cash is more useful than a list of securities that recently lost money. Include any limits in your plan, such as a maximum position size, a sector cap, or a requirement to keep a certain amount in cash.

Then measure your exposure across every account, not just the account showing the largest decline. A workplace retirement plan, individual retirement account, taxable brokerage account and cash account together form the portfolio you need to rebalance. Record each holding’s current market value and calculate its percentage of the total.

Several funds can own many of the same companies. Count underlying stocks, bonds, sectors and countries, not only the number of fund symbols. A portfolio with six funds may still be concentrated if the funds share the same top holdings or all depend on one narrow industry.
Separate price performance from portfolio weight
A holding can be down and still be overweight. For example, if a speculative stock falls 20% while the rest of the portfolio falls 40%, the speculative stock becomes a larger share of the total even though its price declined. Conversely, a broad asset class can be up while remaining underweight if its target share is higher than its current share. Use current percentages, not headlines or your purchase price, to decide what needs attention.
Set or confirm the target allocation
Your target should reflect when you need the money, how much loss you can tolerate, and the purpose of the account. A long-term retirement account may tolerate more stock exposure than money needed for a house deposit in two years. A target also needs to account for emergency savings, pensions, debt and other assets outside the brokerage account.

- List target percentages for stocks, bonds, cash and any other permitted assets.
- Set a maximum for a single security and, if relevant, for a sector, country or theme.
- Define an acceptable drift band, such as allowing each major asset class to move five percentage points from target.
- State which account types may be used for each asset and whether new contributions will be used before sales.
- Record the conditions that justify changing the target: a new goal, a shorter time horizon, a material change in finances or a sustained change in risk tolerance.
Do not revise the target merely because an asset has recently performed well or poorly. Changing the plan after every market move turns rebalancing into performance chasing.
Classify each underperforming holding
Review the investment’s job in the portfolio rather than asking whether its price will rebound. Put each holding into one of three categories.
Keep at its planned weight
Keep a loser when its role, diversification benefit, risk, cost and expected use still fit the written plan. A broad bond fund can lose value when interest rates rise and still be the intended stabilizing asset. A diversified stock fund can decline in a bear market and still be the core growth allocation. Keeping it does not require predicting a recovery; it means accepting the planned risk.

Reduce or replace
Trim or replace a position when the investment no longer serves the plan. Common reasons include an excessive position size, high ongoing costs, a risk level that is no longer acceptable, a mandate that has changed, a narrow concentration, or duplication with another holding. A change in the fund’s strategy or a deterioration in liquidity can also justify review. Document the reason before placing an order.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsDo not add solely because the price fell
A lower price is not evidence that an asset is cheap or that its prospects improved. Adding can be reasonable when the holding is underweight and still passes your role, risk and cost tests. It is speculation when the only argument is that the loss feels temporary.
A practical rebalancing sequence
- Inventory all accounts. Export current values, share counts, cash balances and the cost basis information available for each tax lot.
- Map exposures. Classify every holding by asset class, geography, sector and investment style. Look through funds to identify overlapping top holdings and concentrated exposures.
- Compare with the target. Calculate each current percentage and the percentage-point drift from target. Flag positions outside your written bands and any security or sector above its limit.
- Review each loser. Keep, reduce, replace or add only after checking its role, risk, cost, concentration and fit with the goal.
- Use cash flows first. Direct new contributions, dividends and interest toward underweight assets. In a workplace plan, change future payroll allocations before selling existing positions when that is sufficient.
- Trade the minimum needed. If drift remains outside the band, trim overweight positions and buy underweight positions. Avoid trades that do not materially improve the allocation.
- Check taxes and costs. In taxable accounts, compare each lot’s cost basis, holding period, unrealized gain or loss, expected tax rate, bid-ask spread, commission and other transaction costs before submitting an order.
- Place and verify orders. Confirm the account, security, order type, quantity and settlement details. After execution, recalculate the portfolio weights and check that fees and cash balances are as expected.
- Record the decision. Save the target, drift measurements, trades, tax-lot choices and the next review date. A short note helps you apply the same rule during the next stressful market.
Worked hypothetical example
The following numbers are illustrative, not a recommendation. Assume an investor’s target is 60% stocks, 30% bonds and 10% cash, with a five-percentage-point band around each major asset class. The portfolio is worth $100,000 after several stock holdings declined.
| Asset class | Target | Current value | Current weight | Action under the rule |
|---|---|---|---|---|
| Stocks | 60% | $72,000 | 72% | Reduce by about $12,000 if the investor is outside the chosen band |
| Bonds | 30% | $18,000 | 18% | Direct new money or buy about $12,000, subject to taxes and costs |
| Cash | 10% | $10,000 | 10% | Leave unchanged unless the cash target or spending need changed |
| Total | 100% | $100,000 | 100% | Recalculate after trades |
Suppose two stock positions are each down 25%, but the stock allocation is still 12 percentage points above target because bonds and cash were not fully funded. The loss alone does not decide what to do. The investor could sell enough of the overweight stock positions, redirect future contributions, or use a combination. If one of those positions is a narrow, high-cost fund that duplicates another holding, replacing it may be justified; if it is a planned broad-market holding, trimming only the amount needed to restore the stock target may be appropriate.
Choose a rebalancing rule
A written schedule, a drift threshold or a combination can prevent emotional decisions. No schedule is universally optimal; the right choice depends on how often you can monitor the portfolio and how costly trades and taxes are for you.

|---|---|---|---|---|
| Calendar | Review on a fixed timetable, such as every six or twelve months | Predictable and easy to remember | May trade when drift is small; can miss a large move between reviews | Potentially more unnecessary sales |
| Threshold | Trade only when an asset class or position moves beyond a chosen band | Requires periodic measurement or alerts | Responds directly to material drift and can reduce small trades | Fewer trades, but a large move can trigger a taxable sale |
| Combined | Review on a schedule and trade only when a threshold is exceeded | Moderate; the review date is fixed and the trigger is objective | Balances discipline with drift control | Lets you defer sales until they are necessary, while still requiring tax review |
SEC investor guidance gives six- or twelve-month examples. Vanguard says an annual review is practical for many investors and emphasizes that “Rebalancing isn’t about market-timing; it’s about sticking to Vanguard’s principles for investing success and creating a strategy to stay in sync with your long-term goals.” Fidelity describes combining a schedule with a threshold in an article published May 5, 2026. How to set a band
A band can be expressed in percentage points or as a percentage of the target. A five-percentage-point band around a 60% stock target permits a range from 55% to 65%. A 25% relative band would permit 45% to 75%, which is much wider. State the method explicitly so you do not apply two different interpretations during a volatile period. Position-size limits may need narrower bands than broad asset classes because one company can create disproportionate risk.
Taxable-account decisions
Rebalancing in a taxable account can realize gains, losses or both. Before selling, identify the specific tax lots, their purchase dates and basis, and whether the sale is short-term or long-term under the rules that apply to your jurisdiction. Include expected capital-gains tax, the possibility of using a loss to offset gains where permitted, and trading costs in the comparison.
A sale at a loss can also create wash-sale considerations if you or a related account buys the same or a substantially identical security within the applicable period. The exact definition and reporting consequences depend on local law and account type. Check current guidance from the Internal Revenue Service or your local tax authority and consult a qualified tax professional for an individualized decision. Do not let a tax deduction justify retaining an investment that no longer fits your risk plan, but do not ignore a large avoidable tax bill either.
Ways to rebalance without an immediate sale
- Change future contributions to underweight assets.
- Reinvest dividends and interest in the underweight category instead of automatically buying the same holding.
- Use tax-advantaged accounts first when their rules and available investments permit an exchange without a current capital-gains bill.
- Transfer cash that is already outside the portfolio, while preserving the emergency reserve and near-term spending needs.
- Use a staged approach over more than one contribution period when a single sale would create an unusually large tax or transaction-cost impact, provided the remaining risk is acceptable.
DIY rebalancing versus automated management
You can rebalance manually with a spreadsheet or use an automated portfolio service. Compare the service on the dimensions that affect your situation, not just its advertised convenience.
| Factor | DIY approach | Automated or robo-adviser approach |
|---|---|---|
| Automation | You calculate drift, choose trades and place orders yourself | Software monitors targets and may place trades automatically |
| Fees | May be limited to fund expenses and trading charges, depending on the account | Usually adds an advisory fee plus the underlying investment expenses; the amount varies by provider |
| Tax handling | You choose lots, loss sales and timing | Some services offer tax-aware rebalancing or harvesting, but rules and coverage differ |
| Control | Highest control over securities, bands and exclusions | Control depends on the service’s available portfolios and settings |
| Account coverage | You can coordinate any accounts you can access | The service may need linked accounts and may not manage an employer plan or outside assets |
Automation does not remove the need to set an appropriate target or review overlapping holdings outside the managed account. Check whether the service trades taxable accounts, how it handles wash-sale risks, whether it supports fractional shares, and how you can pause or override a trade. A low-cost manual process can be preferable when your portfolio is simple and you are willing to follow the written rule.

Why it fails: It confuses recent performance with a change in the investment’s purpose and can leave the portfolio concentrated in whatever recently rose.

“Buy more because it is down”
Why it fails: A falling price can reflect permanent damage, excessive concentration or a thesis that no longer holds.
Correction: Add only when the asset is underweight and still passes your written tests. Set a maximum position size before buying.
Ignoring funds’ underlying holdings
Why it fails: Multiple funds can produce hidden overlap and make a portfolio less diversified than its symbol count suggests.
Correction: Review top holdings, sector and geographic exposure across every fund and combine overlapping positions in your calculation.
Trading the whole portfolio
Why it fails: Large unnecessary turnover increases spreads, fees, taxes and the chance of acting on emotion.

How often to review after underperformance
Use the frequency specified in your written rule rather than checking every daily price move. A six- or twelve-month calendar review is an example cited by SEC guidance; an annual review is described by Vanguard as practical for many investors. A combined schedule-and-threshold approach can be useful when you want routine oversight without trading on every small fluctuation.
Review sooner when a goal, job, income, withdrawal need, account type, fund mandate or risk tolerance changes. Also review after a merger, liquidation, major fee change or a new contribution pattern that materially alters the portfolio. A review is an assessment; it does not require a trade.
Final verification checklist
- The target allocation reflects current goals, time horizon and risk tolerance.
- Weights were calculated across all relevant accounts and cash balances.
- Fund overlap, sectors, geography and single-position limits were checked.
- Each underperformer has a documented keep, reduce, replace or add decision.
- Contributions, dividends and interest were considered before taxable sales.
- Cost basis, holding period, gains or losses, wash-sale issues and transaction costs were reviewed where applicable.
- Orders were checked after execution and the resulting weights match the plan.
- The next calendar review and drift thresholds are recorded.
Rebalancing is successful when the portfolio once again carries the risk mix you chose for its purpose. Whether a particular loser later recovers is a separate question that the rebalancing decision cannot answer.
