Is it safe to upload identity documents to an AI onboarding tool?
There is no universal yes or no. Identity proofing may involve identity documents, photos, video, biometric data, scans, and attributes derived from those materials. Each can be sensitive. Whether a particular tool is suitable depends on what it collects, why it processes the information, who can access it, where it is stored, and how long it is retained.
NIST’s digital identity guidance says organizations should assess privacy risks in identity proofing and enrollment, including risks from AI or machine-learning processing, additional verification steps, retention, and uses beyond identity proofing. It also says processing should be limited to what is necessary to validate the claimed identity, associate it with the applicant, mitigate fraud, and provide attributes for authorization decisions. NIST SP 800-63A puts the principle this way: “Data minimization reduces the amount of personal information that is vulnerable to unauthorized access or use and encourages trust in the identity proofing process.”
Before uploading client information, confirm the tool’s data uses and protections with the vendor, identify your own business purpose and legal basis, and assess whether the information is necessary. Don’t assume that a vendor’s use of AI makes every document upload safe or appropriate.

Map the data path before choosing or deploying a system
Start by documenting the route each type of information takes, from the client’s device through the onboarding service and any connected systems to storage and eventual deletion. Include systems that are easy to overlook, such as support tools and logs.
- List each field, document, image, biometric, and derived attribute the process collects.
- Record the purpose for collecting and processing each item, and identify the systems and organizations that receive it.
- Trace data through identity providers, AI models, case-management systems, storage, support access, logs, exports, and deletion.
- Identify any processing outside identity proofing or onboarding, such as analytics or model training, and assess its purpose and applicable authority before allowing it.
This inventory helps reveal unnecessary collection, unexpected copies, and unclear responsibilities. It also gives your team a basis for assessing privacy risks and setting access, retention, and deletion rules.

Assess how the AI uses client information
AI may assist with biometric matching, document or evidence validation, fraud detection, or user support such as a chatbot. Document where it is used, what decisions it influences, and how a client can proceed if the result is uncertain or incorrect. NIST’s Digital Identity Risk Management guidance calls for AI/ML use in identity systems to be documented and communicated. It also says organizations should receive information about training methods and datasets, model-update frequency, and testing results, and that a privacy risk assessment is required for personal information processed by AI/ML identity systems.
Use those points to make vendor diligence specific. Ask for answers you can evaluate and retain, rather than relying on a general statement that the product is secure or compliant.

Questions to ask an onboarding or identity vendor
- Collection and purpose: What client data does the service collect, and what does it use each type for?
- Images and biometrics: Does the service create or process biometric data? How are images and biometric information handled and retained?
- Training and reuse: Is client information used to train or improve models, or for unrelated analytics? Can that use be restricted by contract or configuration?
- AI documentation: What training methods and datasets are used? How often are models updated, and what testing has been performed?
- Data locations and access: Where is information stored, which subprocessors receive it, and what controls govern vendor and support-staff access?
- Security and lifecycle: What encryption and MFA capabilities are available? How can you export and delete data, and what exceptions may prevent deletion?
- Uncertain outcomes: What happens when a match or automated check fails or is inconclusive? Is there a human review or alternate route?
- Evidence: What documentation supports the vendor’s privacy and security commitments, and how will you be notified about relevant changes?
Keep the answers with your assessment and revisit them when the vendor changes its models, subprocessors, or data practices.
Put access and security controls around the full data path
Limit access to client data to people and systems that need it for a defined business purpose. Review permissions periodically, keep an inventory of systems and data locations, and protect stored and transmitted information with encryption. Include vendor and support access in the review rather than focusing only on your employees.

For covered financial institutions, FTC Safeguards Rule guidance describes a written information-security program, access reviews, an inventory of data and systems, encryption in transit and at rest (or approved alternatives where encryption is infeasible), multifactor authentication, and secure disposal subject to exceptions. See the FTC Safeguards Rule business guide for the rule’s scope and details. MFA for staff access is a useful control to assess, but the FTC guidance is not a blanket legal requirement for every business.

Decide how long each category of onboarding information needs to be kept, where copies may exist, and how it will be securely deleted when no longer needed. Align the schedule with legitimate business needs and applicable legal or contractual requirements. Ask vendors how deletion works across primary storage, logs, exports, and subprocessors, and what records or exceptions may remain.

The FTC Safeguards Rule guidance says covered financial institutions must dispose of customer information no later than two years after its most recent use to serve the customer, unless there is a legitimate business need or legal requirement to retain it. That is a rule-specific detail, not a general retention period for all organizations. FTC data-security guidance and its business guide to protecting personal information provide broader security information.
Check which rules apply to your organization
Legal obligations depend on factors such as industry, jurisdiction, the type of information, and whether your organization or vendor acts as a controller or service provider. FTC Safeguards Rule guidance is specifically for covered financial institutions; it does not determine the duties of every business. NIST SP 800-63 provides digital identity guidance and is not automatically binding on every private-sector onboarding provider. Identify the rules that apply to your situation instead of treating any single guide as a universal compliance checklist.
NIST’s AI Risk Management Framework is voluntary guidance for managing AI risks through design, development, use, and evaluation. It can help structure ongoing oversight, but it does not replace applicable laws or an information-security program. Keep privacy and security assessments current as data flows, vendors, and AI systems change.
