Protect people first, then the building and stock. A retail business should use a written, rehearsed emergency plan; coordinate with police, fire/EMS, emergency management and the landlord; harden doors, glazing, lighting, alarms and CCTV; reduce exposed cash and high-value goods; and close, evacuate or shelter before conditions become unsafe. Employees should never confront a crowd or return for merchandise during an active threat.

Put life safety ahead of property

A riot or period of civil unrest can change quickly from a peaceful gathering to blocked roads, vandalism, fire, forced entry or smoke. Property can be repaired or replaced; an injured employee or customer cannot. Your plan should therefore make the order of decisions explicit:

  1. Call the local emergency number when there is violence, fire, forced entry or another immediate threat.
  2. Move people away from danger using the safest available route.
  3. Evacuate if routes are safe; shelter or lock down only when leaving would expose people to greater danger.
  4. Account for employees and assist customers who need accessible evacuation or shelter.
  5. Preserve the scene and wait for authorities before re-entering.

Do not ask staff to film a crowd, retrieve stock, challenge intruders or defend the premises. A manager may communicate decisions and direct people, but trained responders handle confrontation and tactical security.

Build a written, exercised incident plan

Assign one incident lead for every shift and at least one alternate. The lead has authority to close, evacuate or shelter, while the alternate takes over if the lead is absent or communications fail. Put the plan in a paper binder as well as a controlled digital copy; power, internet or mobile networks may be unavailable.

Write the contact and responsibility list

Keep current names and numbers for:

  • Police, fire and emergency medical services.
  • The landlord, shopping-centre control room and neighboring businesses.
  • Alarm monitoring and CCTV support.
  • Your insurer, broker and claims hotline.
  • A locksmith and board-up or glazing contractor.
  • Key holders, incident leads and shift supervisors.

Record who can authorize closure, who speaks to the media, who meets responders and who maintains the employee roll. Review the list whenever staffing, tenancy or suppliers change.

Map movement and accountability

Draw two independent exit routes from the sales floor and back-of-house areas, plus an accessible route for wheelchair users and anyone who cannot use stairs. Mark assembly points that are away from likely crowd movement, fire lanes and falling-glass hazards. Identify an indoor refuge area if sheltering is safer than evacuation. Define how the manager accounts for employees: a printed roster, clock-in report, buddy check or another method that works without a network connection.

USFA guidance recommends an Incident Action Plan, communication with organizational and jurisdictional partners, unified command with law enforcement and identification of dynamic hot, warm and cold zones. Adapt those concepts to your premises: the “hot” zone is where violence or an immediate hazard exists; the “warm” zone is nearby and controlled by responders; the “cold” zone is a safer coordination area. Employees should remain in the cold zone or leave, not enter a responder-controlled area.

Exercise the plan

Run short drills on different shifts. Practise a closure announcement, a blocked primary exit, an evacuation with an accessibility requirement, a shelter decision and a loss of power or mobile service. After each exercise, record what failed—keys, radios, signage, roster accuracy or staff understanding—and assign a person and date to fix it.

Set objective triggers for closing, evacuating and reopening

Vague instructions such as “close if it feels unsafe” produce delay and disagreement. Establish written triggers, then let the incident lead apply them using current information. Possible triggers include a police or emergency-management order, violence or fire in the immediate area, smoke or a credible forced-entry threat, blocked fire lanes or exits, inability to maintain minimum staffing, or a landlord instruction to close. The exact distance, staffing number and timing must be set for your site and insurer; there is no universal riot threshold.

Decision Use when Immediate action
Close before opening Official warnings, nearby gatherings, road closures, inadequate staffing or a credible risk that customers could be trapped Notify employees and customers, secure the premises, remove movable hazards and keep a manager available for updates
Evacuate Exit routes are safe and remaining inside creates greater danger, such as fire, smoke, structural damage or an advancing threat Use the safest route, take the roster if reachable, assist people with disabilities and assemble away from the hazard
Shelter or lock down Leaving would expose people to a crowd, violence, smoke or another danger and the building offers a safer refuge Move away from windows and doors, secure internal barriers if designed for that purpose, silence devices and await instructions
Reopen Authorities or the property manager indicate the area is safe, hazards are cleared and staffing, utilities, insurance and security controls are ready Inspect, document, repair critical systems and communicate a controlled reopening time

These are planning categories, not permission to ignore an official order. If police, fire or emergency management direct evacuation or closure, follow that direction.

Monitor information and coordinate before crowds arrive

Assign one manager to monitor official alerts, local media, transport notices and public social channels for planned marches, road closures and gathering locations. Treat unverified posts as leads, not facts; confirm them with authorities or multiple reliable sources. USFA advises routine communication with community leaders, social-media monitoring, identification of likely gathering locations and cooperation with law-enforcement and emergency-management agencies.

Use a primary and backup communication method. Charged mobile phones, radios, a printed call tree and a designated meeting point can keep decisions moving when data service fails. Give employees plain-language messages that state the action, time, meeting point and who to contact. Tell customers calmly that the store is closing or moving to shelter; do not speculate about political events or repeat unverified rumors.

CISA’s physical-security resources and its Mass Gathering Security Planning Tool, revised May 24, 2024, are useful frameworks for coordinating a business with law enforcement and first responders. A landlord or shopping-centre operator may also have a site-wide plan; align your store plan with it, but retain a store-level roster and decision authority.

Harden the storefront and reduce what can be lost

Doors, glazing and service areas

Use commercial door locks and latch guards appropriate to the storefront, and have a qualified locksmith check strike plates, hinges and frames. Keep service doors locked whenever they are not actively used. Inspect rear loading doors, roof access, fire exits and any low or hidden window for weak points. Never secure an exit in a way that prevents escape or violates fire code.

For glazing, ask a qualified contractor about solutions permitted by local building and fire rules, such as safety film, shutters or removable protection. Do not install a barrier that traps occupants, blocks firefighter access or creates a projectile when it fails.

Cameras, alarms and power

A security camera system for a retail store should continue recording when staff are absent. Test camera views, time stamps, motion detection, alarm contacts and remote notifications on a schedule. Protect the recorder, network switch and power supplies from easy removal; consider supervised backup power and a second recording location where lawful. Verify that retention meets your insurer’s or police investigator’s needs without violating privacy or data-protection rules.

Test intrusion alarms, panic buttons, fire detection and emergency lighting. Confirm that monitoring staff know the current key-holder list and that a false-alarm procedure does not delay a genuine response. Keep camera and alarm passwords restricted, enable multifactor authentication where supported and document who can export footage.

Lighting, objects and combustible material

Maintain exterior lighting at entrances, alleys, loading bays and parking areas. Trim vegetation that conceals approach routes. Remove or secure loose materials that could be thrown or used to start a fire, including pallets, construction supplies, gas canisters, flammable liquids and unsecured dumpsters. Keep fire lanes, hydrants and responder access clear.

Cash and merchandise

Keep as little cash on site as practical and follow a documented cash-removal routine. Move high-value merchandise out of display windows overnight and secure it in locked storage. Do not leave keys, delivery manifests or customer data visible from outside. Photograph and maintain an inventory of high-value items so a later claim does not depend on memory.

UK police guidance reproduced by GOV.UK states: “Where possible retail premises should be suitably staffed with security guards.” The same checklist advises fully operational CCTV and alarms, secure service doors, inspection of vulnerable areas, maintained lighting, removal of high-value goods from display windows and minimizing cash on site. Staffing must still comply with local licensing, employment and insurance requirements.

Choose security support by capability, not appearance

Use licensed providers where licensing is required, and verify training, insurance and a written scope of work. Guards should observe, communicate and summon responders rather than escalate a confrontation. Ask how the provider handles de-escalation, evidence preservation, accessibility and personal data.

Provider or service Best fit Questions to verify
On-site guards Sites needing a visible presence during known risk periods License, training, insurance, de-escalation policy, supervisor coverage, communications and response escalation
Mobile patrol Several locations or a need for scheduled external checks Patrol frequency, proof of visits, response time, dispatch process and whether the route can change with official warnings
Remote monitoring Stores that need alarm and camera review when unstaffed Verification steps, police dispatch policy, backup power and network resilience, retention and privacy controls

During an active incident

If violence, fire or forced entry is present

  1. Call the local emergency number and give the exact address, entrance, hazard and number of people affected.
  2. Move customers and staff away from windows, doors and the reported threat.
  3. Evacuate only along a route that responders or the manager judge safe. Do not push through a crowd to reach a familiar exit.
  4. If evacuation is more dangerous, move to an interior refuge, lock or secure doors only if that does not violate fire-safety requirements, silence phones and await instructions.
  5. Keep a clear route for fire and EMS. Never block exits with shutters, stock, vehicles or temporary barriers.

Do not send anyone outside to confront people, retrieve goods, check a rumor, film events or guide a crowd through an unsafe area. If a person is injured and the scene is safe enough to help, provide first aid within your training while directing responders to the location.

Evacuation versus shelter or lockdown

Question Evacuation favors Shelter or lockdown favors
Route safety Exit paths are clear, visible and away from the crowd Routes are blocked, exposed or under responder control
Hazard Fire, smoke, structural damage or an internal threat Violence or a crowd outside with no internal fire hazard
Accessibility Staff can assist everyone to an accessible assembly point Evacuation would leave someone behind or require unsafe stairs
Accountability People can reach a defined assembly point safely People can be counted in a protected room while responders manage the exterior

Reassess when conditions change. A shelter decision is not permanent, and an evacuation route that was safe ten minutes ago may no longer be safe.

UK premises subject to Martyn’s Law

For UK premises covered by the 2025 Terrorism (Protection of Premises) Act, often called Martyn’s Law, Home Office business guidance published April 15, 2026 describes measures for smaller premises including evacuation routes, staff lockdown procedures and rapid ways to communicate with customers during an attack. Applicability depends on the country, premises size, occupancy and the law in force. Obtain current advice from the UK Home Office or a qualified adviser rather than assuming every shop has the same duty.

Re-enter safely and preserve evidence

Wait for authorities or the property manager to declare the area safe. A quiet street does not prove that fire, structural, electrical or hazardous-material risks have gone. Before anyone enters, confirm that:

  • Fire, smoke, gas, water and electrical hazards have been assessed.
  • Glass, unstable ceilings, damaged shelving and contaminated products are controlled.
  • Utilities and alarms are isolated or restored by qualified personnel.
  • Responders can still access the building.
  • Employees have been briefed on restricted areas and personal protective equipment.

Preserve CCTV, access-control logs, alarm records, point-of-sale data and relevant messages. Export footage in its native format where possible and keep an untouched copy. Photograph damage from a safe location before cleanup, showing wide views and close details. Record the date, time, who observed each item and any police or fire incident number.

Make a riot or civil-commotion insurance claim

Notify the insurer or broker promptly, even if the full loss is not yet known. Policy wording and notice deadlines vary by jurisdiction. Ask specifically whether the policy covers riot, civil commotion, vandalism, glass, theft following forced entry, debris removal, emergency board-up, security costs and business interruption. A general property policy may treat these causes differently or impose exclusions, deductibles, sublimits or waiting periods.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Report criminal damage to police and obtain the incident number. GOV.UK advises checking whether insurance covers riot damage and reporting criminal damage before pursuing a claim.
  2. Contact the insurer’s claims channel and ask what emergency repairs are authorized without prior approval.
  3. Take reasonable steps to prevent further loss—such as a safe board-up or temporary security—while keeping invoices and photographs.
  4. Prepare an inventory with descriptions, quantities, purchase records, serial numbers, supplier invoices and estimated replacement cost.
  5. Separate damaged stock, undamaged stock and debris where safe; do not discard evidence until the adjuster or authority permits it.
  6. Document lost trading days, payroll commitments, canceled orders and extra expenses if business-interruption cover may apply.
  7. Keep a dated log of every call, instruction, expense and person who accessed the site.

Do not exaggerate a loss, guess at values or repair evidence before it is documented. If a landlord, mall operator or neighboring business may share responsibility, notify them without admitting liability.

Communicate closure and reopening clearly

Closure message essentials

A useful message says the store is closed, when the decision takes effect, whether customers should leave or remain sheltered, where employees should report, and where updates will appear. Avoid naming unverified suspects or promising a reopening time. Send the same core wording through the staff channel, website, voicemail, door notice and landlord contact.

Reopening checklist

  • Authorities and the property manager confirm that access is allowed.
  • Fire, structural, electrical and hazardous-material checks are complete.
  • Exits, emergency lighting, alarms, cameras and communications work.
  • Broken glazing, locks and doors are repaired or safely isolated.
  • Cash handling, stock records and access permissions are reconciled.
  • Employees receive a briefing on hazards, routes, customer communication and who can stop operations again.
  • Insurer, police and contractors have received required photographs, logs and invoices.

Reopen in stages if utilities, staffing or security coverage remain uncertain. A short delay is safer than bringing customers into an unstable building.

Keep the plan current

Review the plan after every drill, incident, lease change, renovation, alarm upgrade or change in local emergency contacts. Recheck that paper copies, radios, chargers, first-aid supplies, torches, high-visibility identifiers and accessible evacuation equipment are where the plan says they are. Train new starters before they work alone and refresh the roster each shift. No broadly applicable cross-country statistic establishes an “average” riot loss or response time, so decisions should rely on current local warnings, site conditions, official instructions and your documented triggers.
