Protect a mobile command post as a contested, moving system—not as a vehicle with a firewall. Map the functions that must continue, separate mission networks, enforce strong identity and secure configurations, monitor for compromise, and rehearse recovery without the primary link. At the same time, plan for communications jamming, navigation spoofing, signal masking, probing and reconnaissance. Alternate bearers, independent timing and navigation, disciplined emissions, spare configurations, trusted restoration media and trained operators are what keep command functions working when a network or spectrum channel is denied.

What a mobile command post must survive

A command post combines information technology, radios, navigation receivers, sensors, power equipment and people in a small, frequently changing footprint. Its exposure changes whenever the vehicle moves, connects to a new bearer, raises an antenna, accepts a visiting device or operates near an adversary. A plan that protects only the IP network leaves radio, timing, physical access and operator procedures as attack paths.

NATO describes electronic warfare (EW) as including attacks on radar, jamming of communications and navigation, electronic masking, probing, reconnaissance and intelligence gathering across operational domains. Cyber operations can produce similar effects by stealing credentials, altering configurations or denying access to services. Treat both as parts of one availability, integrity and confidentiality problem.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cyber intrusion and denial

  • Exposed management interfaces, weak remote-access controls and reused credentials can give an intruder a foothold.
  • Malware can arrive through laptops, removable media, phones, tablets, maintenance tools or an upstream IP service.
  • An attacker who changes routing, firewall rules, radio configurations or time settings can disrupt operations without destroying hardware.
  • Loss of a cellular, satellite or terrestrial bearer can isolate the post even when every local device is healthy.

Electronic attack and surveillance

  • Jamming denies a receiver or channel; spoofing supplies false navigation or timing data.
  • Masking, probing and reconnaissance can reveal when the post is active, what frequencies it uses and how its antennas are arranged.
  • Electronic effects may be intermittent, directional or location-dependent, so a link that works during a bench test can fail in the field.

Mobile-device and continuity risk

NIST’s Mobile Threat Catalogue treats phones, tablets, wearables and other field devices as a distinct threat surface. A lost device, exposed lock screen, unpatched application or copied removable drive can compromise the post after the vehicle has moved. Continuity fails when the team has no trusted restoration media, alternate credentials, spare configurations, power or trained staff.

Start with a mission dependency map

Before selecting equipment, record how each essential function works and what it depends on. A doctrinal frame such as AJP-6 helps assign communications and information-system roles, responsibilities, command-and-control relationships and security obligations.

  1. List essential functions. Examples include receiving orders, authenticating messages, tracking friendly forces, coordinating fires or rescue, maintaining a common operational picture and issuing alerts.
  2. Trace every dependency. For each function, identify users, applications, servers, radios, gateways, satellite or cellular bearers, antennas, PNT inputs, power sources, cooling and external interfaces.
  3. Classify failure modes. Mark what happens when the function loses connectivity, loses accurate time, receives suspect location data, loses power or is isolated from another network.
  4. Set degraded-mode requirements. Define the minimum data, voice, timing and navigation capability needed to continue safely, and how long it must operate offline.
  5. Assign an owner and recovery order. Name the person responsible for each service, the last known-good configuration and the sequence for restoring it.

The resulting map is the baseline for segmentation, backup links, PNT monitoring, training and procurement. It also prevents a low-priority sensor or convenience service from sharing the same trust zone as command traffic.

Build separated, least-privilege networks

Use distinct trust zones for mission systems, administration, guest or maintenance access, and sensors or other Internet-of-Things equipment. Separation should survive a cable change or a vehicle move; document which gateways are permitted and deny everything else by default.

Recommended controls

  • Deny by default: permit only documented flows between zones, with explicit source, destination, protocol and purpose.
  • Separate management paths: administer routers, switches, radios and servers through a protected management network, not through an ordinary user segment.
  • Use strong mutual authentication: require both the device and the service to prove their identity where the technology supports it; do not rely on a shared password alone.
  • Apply least privilege: give operators only the data, commands and administrative rights required for their role and mission phase.
  • Harden configurations: disable unused services, replace default credentials, restrict local console access, lock boot settings and maintain a documented baseline.
  • Control removable media: inventory drives, scan them on a controlled system, prohibit unknown media and use signed software packages.
  • Protect updates: verify signatures and provenance, test updates against the baseline, and retain a rollback image.

Network separation is not a substitute for endpoint security. A compromised maintenance laptop can bridge zones if a technician connects it carelessly, so procedures must require authorization, inspection and logging for every temporary connection.

Secure every mobile endpoint

Inventory laptops, tablets, phones, wearables, radios with IP interfaces, removable drives and diagnostic tools. Record owner, role, operating system, software, encryption state, last patch, connectivity options and disposition if the device is lost or seized.

Endpoint baseline

  • Enable full-disk encryption with recovery keys held under approved organizational control.
  • Enforce a short screen-lock interval, strong authentication and separate administrator accounts.
  • Permit only approved applications and block unneeded scripting, storage and peripheral functions.
  • Patch operating systems, browsers, radio-management software and security tools as soon as the mission’s test and approval process allows.
  • Use remote-wipe or account-revocation capability where policy and connectivity permit; do not assume a wipe command will reach a disconnected device.
  • Log enrollment, configuration changes, failed authentication, removable-media use and security alerts locally as well as centrally.
  • Define what an operator does immediately after a device is lost, captured, tampered with or returned from maintenance.

Use the NIST Mobile Threat Catalogue to structure reviews of mobile authentication, application, data-storage, network and physical threats. Include devices that are not considered “computers,” because a phone or wearable can still expose credentials, location or operational patterns.

Make identity and keys resilient

Strong authentication is useful only if operators can still authenticate during a link outage or after a compromise. Maintain an approved offline method for emergency identity verification, with strict custody and expiration controls. Separate everyday credentials from privileged administration, and require two-person authorization for changes that could isolate the post or expose keys.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Use unique accounts; never share a generic administrator login.
  • Store cryptographic keys in approved protected hardware or controlled key stores, and document replacement procedures.
  • Maintain an offline contact and authority list for reporting a suspected compromise.
  • Prepare a rekey sequence that covers radios, network gateways, applications and backup devices in the order they must be trusted.
  • Revoke credentials for departed personnel, lost devices and systems that cannot be verified as intact.

Keep emergency credentials and key-replacement instructions available in a protected offline form. The recovery kit should not depend on the same directory service, cloud connection or time source that may be unavailable.

Detect compromise while disconnected

Centralize logs whenever a trusted link is available, but assume the post will sometimes operate without one. Each critical device should retain enough local history to establish what happened during isolation, with clocks monitored for drift and changes.

Events worth alerting on

  • Repeated authentication failures, new accounts, privilege escalation or access from an unexpected device.
  • Changes to firewall rules, routing, radio parameters, firmware, boot settings or time sources.
  • Unexpected software execution, encryption activity, removable-media insertion or bulk data transfer.
  • Loss of a primary bearer combined with unusual local activity.
  • Navigation or timing data that conflicts with independent sensors, stored route logic or neighboring reports.

Set isolation thresholds in advance. For example, define which event causes a single endpoint to be quarantined, which causes a network segment to be disconnected, and who can authorize a complete transition to a degraded operating mode. Thresholds should be practical for the crew and documented in the standing operating procedure.

  1. Recognize and record. Note time, symptoms, affected systems, last known-good state and any simultaneous spectrum or PNT anomalies. Preserve volatile evidence when doing so will not endanger the mission.
  2. Contain. Disconnect the suspected endpoint or link, disable a compromised account and stop propagation. Do not erase evidence before the responsible authority decides what must be retained.
  3. Communicate through an alternate path. Use the preplanned bearer and offline contact list to report the event and receive authorization for higher-impact actions.
  4. Eradicate and re-establish trust. Replace compromised media or firmware, rotate credentials and keys, and rebuild from a verified baseline rather than copying unknown files.
  5. Recover in mission order. Restore identity, time, core communications, essential applications and then lower-priority services. Verify each function before reconnecting it to another zone.
  6. Capture lessons. Record detection time, isolation time, restoration time, rekey time and the point at which essential command functions resumed.

Pack these items under controlled custody

  • Trusted boot and restoration media, with hashes or signatures and a documented refresh date.
  • Known-good configurations for network devices, radios, endpoints and security appliances.
  • Offline contact lists, authority matrices and incident checklists.
  • Cryptographic key-replacement and credential-revocation procedures.
  • Spare cables, adapters, storage, power components and preconfigured replacement devices.
  • A paper or offline record form for events when logging systems are unavailable.

Engineer navigation and timing resilience

GPS/GNSS is not a single point of truth. NISTIR 8323 Revision 1 treats positioning, navigation and timing (PNT) as a cybersecurity risk-management problem. GPS.gov advises users to plan for signal loss and to verify or authenticate the integrity of received GPS data and ranging signals.

Map PNT dependencies

Identify every system that uses satellite-derived time or position: radios, encryption equipment, network authentication, sensor fusion, mapping, vehicle systems and applications that timestamp events. Record the maximum tolerable time error and the operational consequence of a false position.

Detect loss and manipulation

  • Monitor signal strength, quality, satellite geometry, time offset and receiver status rather than displaying location alone.
  • Compare GNSS with independent clocks, inertial or dead-reckoning sensors, surveyed references, terrain logic or reports from separate receivers.
  • Flag impossible jumps, inconsistent velocities, abrupt time changes and disagreement between receivers with different antennas or constellations.
  • Authenticate data where the receiver and mission architecture support it, and log the evidence used to accept a position or time source.

Operate in degraded PNT mode

Define who can declare GNSS untrusted, how displays indicate uncertainty, which functions continue with holdover time or manual updates, and when navigation must stop or shift to another method. Practice the transition; an untested “use the backup” instruction is not a backup.

Plan communications for a contested spectrum

Maintain an electromagnetic-environment estimate that covers expected emitters, terrain, antenna locations, frequencies, modes and likely interference. Establish emissions-control rules before deployment, including when to reduce transmissions, change location, change antenna orientation or move to an alternate bearer.

Build alternate paths

  • Prepare more than one communications medium, such as different radio bands, a terrestrial link and a satellite or cellular option where mission policy permits.
  • Keep alternate frequencies, call signs, authentication settings and antenna configurations under controlled distribution.
  • Use directional or physically separated antennas where doctrine, safety and engineering allow; document the trade-off between gain, mobility and detectability.
  • Define minimum voice and data services for each degraded mode, including a manual message format if digital services fail.

Train operators to distinguish a local equipment fault from deliberate interference. A simultaneous loss of several receivers, unusual noise, abnormal signal behavior or disagreement between independent PNT sources should trigger the relevant reporting and transition procedure, not repeated blind retransmissions.

Do not acquire or operate a generic jammer. GPS.gov states that United States federal law prohibits operating, marketing, selling or distributing devices intended to jam authorized radio communications, including GPS. Other jurisdictions have their own restrictions; any spectrum-control capability must be authorized, engineered and governed by the responsible authority.

Include power, cooling and physical security

Cyber resilience ends when the vehicle cannot power, cool or physically protect its trusted systems. Treat generators, batteries, fuel, distribution panels, inverters, cooling and maintenance access as part of the security architecture.

  • Separate critical loads from convenience loads and label the order in which they are shed.
  • Test battery endurance and generator changeover under realistic communications and computing loads.
  • Protect power-control interfaces and prevent an unauthenticated device from changing distribution settings.
  • Keep spare power, networking and radio configurations in a protected location, with inventory checks.
  • Plan an alternate operating location and a safe relocation procedure that preserves chain of custody for keys, media and devices.
  • Control doors, roof access, cable entry points and maintenance visits; record who handled sensitive equipment.

The available guidance does not validate any particular consumer UPS, electromagnetic-pulse shield or Faraday product for a command-post mission. Select environmental and power protection through a documented threat, safety and certification process instead of relying on a marketing label.

Scenarios to rehearse

  • Privileged credentials are stolen and an administrator account begins changing firewall rules.
  • A maintenance laptop introduces malware through removable media.
  • The primary bearer fails while the post is relocating.
  • GNSS time and position become inconsistent with independent references.
  • Communications are jammed in one band while another remains usable.
  • The vehicle must abandon its location and rebuild at an alternate site with one crew member absent.

Measures that matter

  • Time to detect, report and isolate the affected device or link.
  • Time to activate an alternate bearer and to establish trusted identity.
  • Time to declare degraded PNT and resume safe navigation or timing.
  • Time to restore essential command functions from trusted media.
  • Time to rekey radios and network services after suspected compromise.
  • Percentage of devices with current inventories, approved configurations and verified backups.

After each exercise, change the checklist, configuration or training material that failed. CISA guidance emphasizes maintained training, standard operating procedures, governance and continuity arrangements; an exercise that produces no controlled change is only a demonstration.

How to compare engineered solutions

When evaluating a professional system, compare it against the mission dependency map and degraded-mode requirements rather than against a feature count.

Decision axis Questions to ask
Availability under link loss Which essential functions continue offline, for how long, and with what operator workload?
Interoperability Does it integrate with existing command-and-information systems, radios, gateways and key-management procedures?
Authentication and keys How are users, devices and services mutually authenticated, and how are keys issued, rotated, revoked and replaced after compromise?
Detection and logging What events are visible locally during disconnection, how long are they retained, and how are logs exported safely?
PNT integrity Can it detect signal loss, spoofing, time drift and disagreement between independent sources?
Spectrum behavior What emissions, antenna, frequency-agility and interference-management controls are available and authorized?
Power and environment What are the tested power, temperature, vibration, moisture, connector and maintenance requirements?
Updates and supply chain Are firmware and software signed, traceable, testable offline and reversible if an update fails?
Operator burden Can the crew execute normal, degraded and recovery procedures under stress with the available staffing?
Restoration time What is the demonstrated time to rebuild a trusted node, rekey it and return it to service?
Compliance Does the solution meet applicable national law, alliance doctrine, organizational policy and safety requirements?

A system that performs well on a laboratory network but requires a permanent cloud connection, an unverified time source or specialist staff unavailable in the field is not resilient for this mission.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical deployment sequence

  1. Week one: establish ownership. Name the commander, communications lead, cyber incident lead, PNT lead, logistics lead and approving authority for spectrum and key changes.
  2. Baseline the current post. Inventory devices, software, links, frequencies, PNT sources, power paths, credentials and external connections.
  3. Draw the dependency and trust-zone maps. Mark essential functions, allowed flows, single points of failure and isolation boundaries.
  4. Close basic exposure. Remove default accounts, patch approved systems, encrypt endpoints, restrict management access and control removable media.
  5. Install detection and recovery controls. Enable local logging, define alerts, prepare trusted media, export known-good configurations and test restoration.
  6. Add alternate communications and PNT checks. Configure and document the secondary bearer, independent timing or navigation source and degraded-mode displays.
  7. Validate power and physical arrangements. Test endurance, changeover, cooling, relocation, access control and custody of keys and media.
  8. Exercise, measure and revise. Run cyber, jamming, spoofing, relocation and recovery scenarios; close the gaps before deployment.

Failure modes and corrective actions

Observed symptom Likely class of problem Immediate action
Several radios lose reception at once Interference, antenna fault, power problem or common configuration change Check power and local cabling, compare independent receivers, report the spectrum anomaly and move to the approved alternate path.
Positions jump or disagree with maps and reports GNSS loss or spoofing, sensor fault or stale data Mark GNSS untrusted, cross-check independent sources and enter the documented degraded PNT mode.
Firewall or routing rules change unexpectedly Compromised account, malware or unauthorized maintenance Isolate the affected management path, preserve logs, revoke the account and restore from a verified configuration.
Devices cannot authenticate offline Overdependence on a directory, cloud service or external time source Use the approved offline identity procedure and redesign the dependency before the next deployment.
Recovery media will not boot or configurations are stale Untested backup, expired key, damaged media or undocumented change Use the alternate trusted copy, record the failure and make backup verification part of every exercise.
Power drops during high radio or computing load Insufficient generation, battery degradation, distribution fault or cooling trip Shed noncritical loads, stabilize the critical bus and inspect the tested endurance assumptions.

Bottom line for commanders and technical leads

Resilience comes from preserving essential functions through several independent layers. Map dependencies first; then segment and harden networks, secure mobile endpoints, protect identity and keys, detect locally, rehearse incident response, validate PNT, maintain alternate bearers, control emissions, and test power and relocation. The standard to accept is not “the network is secure.” It is: the crew can recognize a cyber or EW effect, keep the essential mission running in a degraded mode, restore trusted services and explain what happened afterward.
