The reliable way to stop an agent from exhausting your API budget is to enforce one shared, parent-owned budget at a gateway before every model, tool, and subagent dispatch. Give that gateway authority over the complete call tree. Reserve the estimated cost atomically, cap recursion and fan-out, limit tokens and context growth, and combine a hard cutoff with graduated throttling. Telemetry should identify the user, run, parent agent, child agent, model, and tool responsible, while an explicit cancellation and credential-rotation procedure handles work that is already in flight.
Do not rely on a budget setting inside the agent prompt or on a provider billing cap alone. A model can be manipulated by its own context, and provider caps may allow in-progress requests or tool calls to finish.
Why multi-agent spending becomes unpredictable
A single model response has a fairly visible cost. An autonomous workflow is different: one agent can call a tool, inspect the result, ask a specialist agent for help, retry a failed request, and repeat the cycle. If each child can create more children, the number of calls grows as a tree rather than a line.
Microsoft describes this unbounded autonomous behavior as a financial denial-of-service risk. Repeated downstream API calls, task spawning, agent-to-agent messages, queue flooding, and expensive workflows can all continue without a human noticing. High concurrency multiplies infrastructure charges, while long prompts and large completions multiply token charges.

AWS identifies two especially common causes:
- Uncapped tool invocation: every call can incur a vendor charge and can return data that must be processed by another model call.
- Unbounded memory or context: accumulated conversation, tool output, and intermediate plans are sent again on later calls, so the same growing payload is paid for repeatedly.
The dangerous unit is therefore not just “one request.” It is the complete call tree: the root run, every cycle, every child agent, every tool invocation, every retry, and all tokens needed to carry their context.
The multiplication effect
| Driver | How it increases cost | Control to apply |
|---|---|---|
| Recursion | A child creates another child, which creates more descendants. | Maximum depth and a parent-wide spawned-agent quota. |
| Fan-out | One decision dispatches the same task to many agents in parallel. | Per-cycle fan-out, concurrent-agent, and queue-depth limits. |
| Retries | Transient failures or ambiguous results repeat expensive calls. | A separate retry counter charged to the same parent budget. |
| Tools and workflows | External APIs may charge independently and return large payloads. | Tool-call and workflow-invocation caps plus output-size limits. |
| Context growth | More input tokens are paid on every subsequent model invocation. | Input-token ceilings, summarization, truncation, or rejection. |
| Concurrency | Parallel requests spend and consume capacity before an operator can react. | Concurrent-request limits and a bounded queue. |
| Elapsed time | A stuck loop continues making calls for hours. | A wall-clock deadline and cancellation at expiry. |
There is no universal dollar or token threshold that is safe for every workflow. A research assistant, a customer-service bot, and a code-execution planner have different normal costs. Set limits from your own measured per-task distribution, then keep a margin for legitimate variation.
Put spending controls outside the agent
Use a gateway, policy engine, or equivalent enforcement boundary as the only path to models and tools. AWS recommends enforcing cost controls outside the agent’s control loop: a prompt, tool result, or compromised child agent must not be able to disable the check that protects the budget.

Inventory all dispatch paths before setting limits. Include direct model calls, embeddings, image or audio generation, retrieval services, browser and code tools, message queues, workflow invocations, and calls made by child agents. Block direct credentials from the agent runtime where possible. The gateway should attach an authenticated principal and a run identifier, estimate cost, reserve budget, and only then forward the request.
Keep the policy decision synchronous with dispatch. If a request is accepted and the budget is decremented later, several concurrent workers can overspend the same remaining balance.
Use hierarchical budgets owned by the parent run
Create a budget at the root of a run and make every descendant consume from it. A child may receive a smaller allocation, but it must never mint an independent allowance that escapes the parent. Track several scopes at once:

- individual model or tool call;
- agent cycle or turn;
- child task;
- complete root run;
- user or service principal;
- workspace, project, or tenant;
- calendar day or billing period.
Microsoft governance guidance calls for per-principal quotas, token and cost ceilings, and spend per task. These scopes prevent a single user, project, or day from consuming the entire organization’s allowance even when each individual run appears reasonable.

Reserve worst-case cost before dispatch
Before forwarding a request, estimate the maximum input plus completion cost using the selected model’s pricing and the requested token ceilings. Include fixed tool or workflow charges where they are known. Atomically reserve that amount from the parent budget. After completion, release the unused reservation or settle it to the measured amount; if the estimate cannot be made safely, reject the dispatch or require approval.
Budget exhaustion must be a typed terminal error. The agent should not interpret it as a transient failure and silently retry. Return a machine-readable reason such as BUDGET_EXHAUSTED, record the remaining allowance, and require a new run or an authorized budget change.
Bound the call tree and workload
Set independent ceilings because one limit cannot substitute for another. A low recursion depth does not stop a wide fan-out, and a tool-call cap does not stop a single enormous context.
Structural limits
- Recursion depth: maximum number of parent-to-child generations.
- Spawned agents: total descendants permitted for one root run.
- Fan-out: maximum children created by one cycle or agent.
- Concurrency: active model, tool, and child-agent calls at one time.
- Queue depth: pending work accepted before new work is refused.
- Workflow invocations: maximum external jobs started by a run.
- Wall-clock time: a deadline from root start, with cancellation on expiry.
Call and retry limits
Give each agent and each cycle a tool-call allowance. Count failed calls, timeouts, and successful calls; otherwise an agent can spend indefinitely on errors. Give retries their own counter, but charge every retry to the same parent budget. Use bounded backoff and stop retrying non-transient errors, including policy denials and BUDGET_EXHAUSTED.
Token and context limits
Set both input and output ceilings for every model route. Enforce them at the gateway rather than trusting a value supplied by the agent. When context approaches its allowance, summarize older turns using a controlled operation, remove redundant tool output, or refuse the next dispatch. Preserve the facts needed for correctness, but do not keep unlimited raw transcripts in every child prompt.

Limit tool-result size as well. A database query or browser fetch can return a payload larger than the model completion that requested it. Truncate safely, paginate deliberately, or require the tool to return a bounded schema.
Combine a hard cutoff with graduated throttling
Use two thresholds with different purposes. A hard cutoff protects against a runaway session; a softer threshold slows sustained high usage before the final limit is reached. AWS notes that throttling and cutoffs operate at different scales and should be used together.
Hard cutoff
When the run reaches its absolute cost, token, call, or time limit, stop accepting new dispatches. Mark the run as terminated, cancel queued work, and prevent automatic retries. Persist the terminal reason so a worker restart cannot resume it accidentally.
Graduated throttling
As usage approaches the budget, reduce concurrency, delay low-priority work, switch to an approved less-expensive model if your quality policy permits, or require human approval for another child agent or a larger context. Throttling should be visible to operators and to the calling application; silently slowing a workflow can look like a provider outage.
Warning thresholds are configuration examples, not standards
The Microsoft Agent Governance Toolkit documentation shows a configurable 10,000-token budget with an 80% warning threshold. Treat those values as a worked example, not an industry benchmark. Choose thresholds from your measured workload and review them when models, prompts, tools, or prices change.
Build an implementation in ordered steps
- Define the spend unit. Decide which currency and token prices apply to each model and tool, and record whether a charge is per request, token, second, job, or external transaction. Define the scopes for call, cycle, task, run, user, workspace, and day.
- Assign an immutable run identity. Give the root request a run ID and carry parent-agent, child-agent, user, workspace, and policy-version fields through every message. Reject calls that lack a valid parent context.
- Centralize credentials. Store provider keys at the gateway or a narrowly controlled broker. Child agents receive capabilities or signed requests, not unrestricted keys that can bypass policy.
- Estimate and reserve. Calculate worst-case input and completion tokens, fixed tool fees, and expected workflow charges. Atomically reserve the estimate against the parent and all applicable scope budgets before dispatch.
- Apply structural checks. Reject a request that exceeds recursion depth, fan-out, concurrent calls, queue depth, tool calls, retries, elapsed time, or spawned-agent count. Evaluate these checks before contacting the provider.
- Apply token and context checks. Enforce input and output ceilings, tool-result size, and the context policy. Summarize or refuse instead of allowing unbounded growth.
- Evaluate the thresholds. If the soft threshold is crossed, apply the configured throttle or approval step. If the hard threshold is crossed, return a terminal budget error and cancel pending work.
- Settle the reservation. Record actual usage and release unused reserve. Keep an audit record when provider usage is delayed or estimated so reconciliation can correct the balance later.
- Emit decision metrics. Record budget used and remaining, cutoff, throttle, refusal, retry, fan-out, token, and cancellation events. Include the model, tool, agent, user, workspace, and policy version.
- Test the stop path. In a controlled environment, force budget exhaustion, queue cancellation, worker restarts, provider timeouts, and credential rotation. Verify that no orphaned child can continue after the root is stopped.
Make telemetry actionable
A total invoice is too late and too coarse. Attribute usage at least by run, parent agent, child agent, user, model, tool, and workspace. Keep both estimated and settled cost, token counts, latency, concurrency, recursion depth, fan-out, retries, and context size.

Dashboards should show current burn rate, remaining parent budget, top tools, top child agents, and the rate of new descendants. Alert on sudden changes such as a sharp increase in calls per cycle, tokens per minute, concurrent children, retry frequency, or cost per task. Microsoft recommends dashboards, anomaly detection, tags, chargeback, and controlled shutdown; those alerts are useful only when connected to an action.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsConnect alerts to an automated playbook
- Throttle: lower concurrency or defer low-priority queues.
- Disable: pause a deployment, agent version, tool, or workspace that is generating abnormal spend.
- Approve: require a human to authorize a higher-cost model, new tool, larger context, or extra subagent.
- Investigate: attach the complete call tree and policy decisions to an incident record.
- Charge back: expose cost by principal or project so owners can correct prompts and workflows.
Plan cancellation and in-flight work
A provider budget is not necessarily an instantaneous kill switch. Anthropic’s Managed Agents documentation warns that a budget caps spending but does not limit what the agent does before the cap; in-progress requests and tool calls may still complete after a session budget is reached.
Your stop path should therefore have several layers:
- Mark the root run and all descendants as cancelled in the gateway’s shared state.
- Stop dequeuing new jobs and send cancellation signals to workers that support them.
- Cancel provider-side workflows or deployments where the API offers cancellation.
- Revoke or rotate credentials when a process may still hold permission to start work.
- Reconcile late provider usage against the run and workspace budgets.
Design tools and workflows to be idempotent. A cancellation race can leave a request completed even though the caller saw a timeout; idempotency keys prevent a retry from performing the same expensive or consequential action twice.
Vendor capabilities and trade-offs
Evaluate a product against the whole control problem, not just whether it displays a spend number. Ask whether enforcement happens before dispatch, whether parent and child usage is shared, how recursion and fan-out are bounded, whether context growth is controlled, and what happens to in-flight calls after a cutoff.

Operational response when a run starts burning budget
1. Confirm that the alert is real
Check burn rate, current budget, call-tree depth, active children, retries, tool names, context size, and the last policy decisions. Compare the run with its normal task class rather than judging only its absolute spend.

2. Contain without destroying evidence
Activate the hard stop or disable the affected deployment, stop queue intake, and preserve logs. Do not simply delete the run record: the call tree is needed to identify whether the cause was a prompt loop, a tool returning oversized data, a retry storm, or a credential leak.
3. Stop residual work
Cancel queued and in-flight operations, pause provider workflows, and rotate credentials if any worker can still dispatch directly. Reconcile provider usage after late calls settle.
4. Recover safely
Resume only after setting a corrected limit or policy. Replay from an idempotent checkpoint, not by blindly retrying the entire root task. If quality requires a larger budget, make that increase explicit and attributable to an approver.

5. Prevent recurrence
Add a regression test for the exact failure mode, lower the relevant structural limit, bound the offending tool output or context, and verify that the new policy is enforced on every route and after worker restarts.
A practical governance checklist
- One gateway or policy boundary sees every model and tool dispatch.
- The root run owns a shared budget consumed by all descendants.
- Cost is estimated and reserved atomically before each dispatch.
- Per-cycle, per-task, per-run, per-user, workspace, and daily limits are defined.
- Recursion, spawned agents, fan-out, concurrency, queue depth, retries, tools, workflows, and elapsed time are bounded.
- Input, output, tool-result, and total context sizes have ceilings.
- Soft throttling and hard cutoffs are separate policies.
- Budget exhaustion is a terminal, non-retryable error.
- Telemetry attributes cost and tokens to every relevant principal and component.
- Alerts trigger throttle, disablement, approval, or investigation playbooks.
- Cancellation, workflow interruption, and credential rotation have been tested.
- Tools and workflows use idempotency keys and can recover from partial completion.
The central design decision is simple: agents may propose work, but they must not control the budget that authorizes it. A parent-owned ledger, pre-dispatch enforcement, bounded execution, actionable telemetry, and a tested stop path turn an open-ended agent hierarchy into a system whose maximum exposure is known before it runs.
