Preserve the scene and the device exactly as you found them. Do not unplug, switch off, reset, open, or change settings on a suspected hidden camera or recorder. Photograph it and its surroundings from a safe position, export relevant footage only if the system allows it without replacing the original, and keep the original recording on the device. Tell the police or other appropriate reporting authority that digital evidence exists and ask how they want the device and files transferred.

This approach protects the recording, its metadata, and the context investigators need. The practical guidance below draws on Police.uk, the UK Digital Imaging and Multimedia Procedure v3.0, the GOV.UK surveillance-camera code, and US National Institute of Standards and Technology guidance. Those sources are not a universal statement of local law, so follow instructions from your local police, regulator, landlord, employer, or safeguarding service.

1. Put safety before evidence

If the suspected device is in a place where approaching it could expose you to danger, leave it where it is. Move to a safe location and contact the appropriate emergency or reporting service. Do not confront anyone you suspect of installing or operating it.

  • Leave a room or property if you feel threatened, watched, or trapped.
  • Do not touch a device connected to exposed electrical wiring, an unknown power supply, or anything that could be hazardous.
  • If another person may be at immediate risk, tell the emergency service that a suspected recording device is present and where it is located.
  • Do not announce publicly that you found the device while a safety or safeguarding response is being arranged.

Evidence is useful only if collecting it does not create a new risk. Authorities can document or recover the device after you report it.

2. Document the scene before touching anything

Make photographs and notes from a safe position. The first images should show the device in context, not just a close-up. Context can establish where it was mounted, what it could see, and whether wires or other equipment connected it.

Photographs to make

  • A wide view of the room, vehicle, hallway, or other location.
  • The device and its mounting point from several angles.
  • Visible wires, power adapters, indicator lights, labels, ports, antennas, and nearby objects.
  • Any display showing a date or time.
  • Memory-card slots, network equipment, or a recorder cabinet, without opening or removing anything.

Do not improve the scene by repositioning objects, cleaning surfaces, or turning the device toward the camera. If your phone automatically adds a date and time to a file, retain the original photo files and do not edit them.

Notes to make immediately

  • The exact location and the date and time you discovered the device.
  • Who found it and who else was present.
  • What first drew your attention to it.
  • Whether it appeared powered, recording, connected to a network, or displaying a status light.
  • Anything you observed on a screen, including the date and time shown and any apparent clock error.
  • Any relevant event you believe the device may have recorded, with an approximate time.

Police.uk specifically advises recording the time and date shown on a display when footage cannot be downloaded. Keep these notes in a file that you do not overwrite; they form a contemporaneous account of discovery.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Leave the recorder running and unchanged

Do not switch off the device, unplug it, reset it, change settings, remove a memory card, or open its housing unless an authority specifically instructs you. Police.uk states: “Don’t switch off any devices or change any settings.” A running recorder may contain the only copy of a relevant event, and changing its state can alter timestamps or other information investigators need.

Actions to avoid

  • Pressing a power, reset, pairing, or factory-default button.
  • Changing the system clock, time zone, recording mode, resolution, motion-detection settings, or overwrite settings.
  • Deleting clips, formatting storage, or accepting an app prompt to “repair” or initialize a card.
  • Removing batteries, disconnecting power, or unplugging a network cable.
  • Opening the casing, unscrewing a mount, or trying to identify the owner by logging into an account.

If the device is already off, leave it off. Do not power it on to see what it does. Record its apparent state and report that state.

4. Export useful footage without replacing the original

If the camera or recorder has a normal export function and using it does not require changing settings or removing storage, save a copy of the relevant footage. Police.uk advises downloading footage that includes at least five minutes before and five minutes after the suspected incident, where possible, and keeping it safe.

  1. Use the system’s ordinary playback or export function; do not use a factory, repair, or “optimize storage” option.
  2. Choose the native or original export format when the system offers one. Retain the original filename and folder structure.
  3. Select the time range that covers the suspected event and the surrounding period. Include the five-minute lead-in and follow-up where the system permits it.
  4. Export to clean storage with enough capacity, without deleting or moving the source clip.
  5. Record the recorder’s displayed date, time zone, and any apparent clock offset. Note the export date, time, operator, and equipment used.
  6. Play the exported file only on a working copy if possible. Keep the first export untouched as the master reference copy.

Some systems offer more than one export: a playable video, a proprietary project file, a player application, or a metadata report. Keep each native component supplied by the system. An investigator may need the proprietary format or metadata even when a standard video file is easier to view.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Police.uk says, “Don’t delete it from the original device as it is still evidence and may be needed later.” An export is an additional copy, not permission to clear the recorder.

5. Why filming the playback screen is not the master copy

A phone recording of a monitor can show what you saw and may be useful as a quick reference when no export is available. It does not preserve the recorder’s original data, metadata, resolution, audio channels, or time information. UK recovery guidance describes recording a screen with a phone or body-worn camera as poor practice because it does not capture the original data.

Use a screen video only as a clearly identified supplementary file. Label it as a screen recording, note the device and screen time visible, and never present it as the original export. If the system cannot export footage, stop experimenting and tell the reporting authority; Police.uk says the reporting team can help retrieve footage when a person cannot download it.

6. Limit handling and contamination

Do not touch the lens, ports, memory card, buttons, cable ends, or mounting surface. Fingerprints, skin cells, fibres, and accidental changes to a switch or connector can complicate examination. Police.uk advises touching items as little as possible and wearing gloves when moving smooth or shiny surfaces.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the device must be moved

Only move it when leaving it in place creates an immediate safety problem or an authority tells you to. Photograph it first, note its original position, and handle it as little as possible. Use clean disposable gloves if available, avoid touching the lens and storage media, and place the item somewhere secure without dismantling it. Do not wipe it, package wet items in sealed plastic, or combine it with unrelated objects. Tell the reporting officer exactly what you moved and why.

7. Preserve the master copy, metadata, and access history

Digital evidence can lose value when files are renamed, converted, recompressed, or passed through unrecorded accounts. The UK Digital Imaging and Multimedia Procedure v3.0 says, “The key to the process is the creation of an identifiable, isolated and suitably stored Master reference copy at the earliest opportunity.”

A practical copy arrangement

  1. Master: Keep the first native export and any accompanying metadata or player files unchanged. Store it in a restricted location.
  2. Working copy: Make a duplicate for viewing, trimming for a report, or converting to a more common format. Mark it as a working copy.
  3. Reference notes: Keep the discovery notes, photographs, export details, and any later handling entries with the evidence record, not inside the video file.

For every access or copy, record who did it, when, what device or software was used, which file or device was accessed, and where the result was stored. Do not rely on memory. If another person receives a copy, record the transfer and the recipient.

The GOV.UK code on digital imaging, CCTV, and video evidence calls for reliable metadata, restricted access, an audit trail, and interoperable export without loss of forensic integrity. In practical terms, use storage that limits access to people who need it for reporting, and preserve the information that identifies how the file was created and transferred.

8. Store and share the material carefully

Keep the device and files in a secure location while you arrange reporting. Do not post footage publicly, send it to group chats, or upload intimate images to social media. Every additional copy increases privacy exposure and makes the access history harder to explain.

  • Use a private, access-controlled storage location rather than a public link.
  • Share only with the police, regulator, safeguarding service, landlord, employer, or other authority that is handling the report.
  • Ask the receiving authority how it wants the original device, memory card, cloud account, or files transferred.
  • Do not delete messages, alerts, account notifications, or export confirmations that show when the material was obtained.
  • Do not email a large or sensitive file casually; use the authority’s approved upload or handover method.

Local privacy, consent, employment, tenancy, and recording laws differ. Avoid sharing more footage than necessary, especially footage of people who are not part of the report.

9. What to give the reporting authority

When you report the discovery, explain that digital evidence exists and provide a concise inventory. Ask whether officers want to examine the device in place, take custody of it, or receive an export through a specified channel.

  • Location and discovery: exact location, discovery date and time, and who found the device.
  • Device state: description, visible make or model information if present, power or recording status, indicator lights, wires, and mounting position.
  • Time information: date and time shown by the system, time zone, and any suspected clock offset.
  • Original sources: the device, memory card, cloud account, or app involved. Do not reset, delete, or close the account.
  • Exports: original filenames, formats, file sizes if known, and the time window covered.
  • Handling log: who accessed or copied the material, when, with what device or software, and where each copy was stored.
  • Related records: photographs, discovery notes, witness names, messages, access logs, or other records showing when the discovery was reported.

If you cannot download a clip, say so plainly and preserve the system as found. Do not keep trying different apps or cables after an export attempt fails; each attempt can change settings or overwrite data.

10. Choosing a preservation method

When more than one option is available, judge it against five questions: Does it leave the original untouched? Does it preserve metadata and timestamps? Can investigators replay the format? Can access and transfers be logged? Does it expose more private footage than necessary?

Method Original data preserved? Metadata and timestamps Investigator usability Privacy and handling risk
Native export from the recorder, with the original retained Yes, when the export does not alter or delete the source Best available option; retain native files and accompanying metadata Usually strongest, especially when the proprietary format or player is retained Copy only the necessary time window and restrict access
Screen recording with a phone No; it records a display rather than original data Recorder metadata and original timing may be lost Useful only as supplementary context when no export is available Creates another copy and may expose surrounding private footage
Removing a memory card or opening the housing Uncertain and potentially damaging May change device state or interrupt recording Do not attempt unless an authority instructs you High risk of contamination or loss
Photographs and written notes They do not copy the video, but preserve scene context Capture the displayed time and physical arrangement if documented accurately Essential context, not a replacement for a digital export Low technical risk when made without touching the scene

11. Special situations

The recorder uses a phone app or cloud account

Do not change the account password, pair a new phone, enable a different recording mode, or delete alerts. Photograph the app’s visible date and time, note the account or device identifier without publishing it, and ask the reporting authority how it wants cloud data preserved. Keep the original account and device available.

The system is continuously overwriting storage

Do not change overwrite settings or pull the storage yourself. Report the urgency and the approximate incident time immediately so trained personnel can decide how to preserve the data.

The footage contains intimate or highly private material

Do not circulate it to friends, social media, or online forums. Store it securely, tell the receiving authority what it contains, and use only the authority’s approved transfer process. If a child or vulnerable person may be involved, mention that when you report the device so the appropriate safeguarding route can be used.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You are a tenant, employee, guest, or visitor

Do not exceed your authority by entering restricted areas, searching another person’s account, or dismantling property. Preserve what you can safely observe and report through the police or the relevant landlord, employer, regulator, or safeguarding service.

12. Common mistakes and safer alternatives

Mistake Why it causes trouble Safer alternative
Unplugging the camera “to stop it recording” It may interrupt the only copy or change device state Leave it running and report it, unless safety requires withdrawal
Changing the clock to make timestamps “correct” It destroys evidence of the system’s original time setting Record the displayed time and describe the apparent offset
Deleting unwanted clips Deletion itself changes the evidence and may remove context Export only the needed period while retaining the source
Using a phone video as the original It does not contain the recorder’s original data or metadata Use the system’s export; label any screen video as supplementary
Renaming, editing, or converting the first export It makes provenance harder to establish Keep an untouched master and work from a duplicate
Posting the clip to identify the owner It spreads private footage and can compromise an investigation Share privately with the reporting authority
Handling the lens, card, or mount It can add contamination or alter the scene Photograph first and minimize contact; use gloves only if movement is unavoidable

13. A compact preservation checklist

  1. Get to safety and do not confront anyone.
  2. Photograph the device, room, wires, indicators, and mounting point without moving anything.
  3. Write down the discovery time, location, people present, device state, and displayed date and time.
  4. Leave the recorder powered and unchanged; do not unplug, reset, open, or remove storage.
  5. If a normal export is available, save a native copy covering the relevant event plus at least five minutes before and after where possible.
  6. Keep the original recording on the device and preserve the first export as an untouched master.
  7. Use a working copy for viewing and record every access, copy, transfer, device, and software used.
  8. Store files and the device securely, limit access, and do not post or broadly circulate the material.
  9. Tell the reporting authority that digital evidence exists and ask for its approved handover method.

14. What the official guidance establishes—and what it does not

Police.uk provides the clearest immediate actions: do not switch devices off or change settings, touch items as little as possible, use gloves when moving smooth or shiny surfaces, and preserve a useful clip around the incident. The UK Digital Imaging and Multimedia Procedure v3.0, published by the Defence Science and Technology Laboratory on 16 November 2021, emphasizes an identifiable, isolated master reference copy. The GOV.UK digital-imaging and CCTV code, last updated 22 January 2024, emphasizes metadata, restricted access, audit trails, and interoperable exports. NISTIR 8387, Digital Evidence Preservation: Considerations for Evidence Handlers, was published by the National Institute of Standards and Technology on 8 September 2022.

These are official UK and US sources, not a single worldwide legal procedure. Rules about consent, recording in private places, notification, data protection, tenancy, employment, and police intake vary by location. Preserve the material carefully, then follow the instructions of the authority responsible for your case.
