A screenshot documents what was visible; it does not preserve the page’s links, underlying resources, or behavior. If those matter, save a web archive alongside the image.
What a timestamped screenshot preserves—and what it does not
A screenshot is a visual record of a page as it appeared on your screen at capture time. It can help someone understand what was visible, but it is not a complete or replayable copy of the webpage. The U.S. National Archives and Records Administration (NARA) notes that static screenshots do not retain hypertext functionality; its guidance on permanent transfer concerns government web records, not a universal rule about personal screenshots. The timestamp is useful context, but it does not by itself prove when the image was made or that it has not been altered. For a more durable record, preserve the image and its capture notes together; where page structure and resources matter, add a web archive.
How to create and document the screenshot
- Open and verify the page. Load the target URL and check that the visible page is the one you intend to document. Note if content is still loading, blocked, or otherwise incomplete.
- Capture the visible page. Use your device’s built-in screenshot function or another ordinary capture method. Capture the relevant viewport or, if needed, the full page. Avoid changing page content or settings unnecessarily.
- Keep the original image. Save the image without editing it. If you need a cropped or annotated copy for convenience, retain the untouched original as well.
- Record the full URL and capture time. Write the date and time unambiguously, including the timezone or an explicit label such as UTC or local time. RFC 3227 states: “For each timestamp provided, indicate whether UTC or local time is used.” It does not require UTC in every case. RFC 3227
- Add a short capture note. Keep the URL, timestamp, browser and device context, and a brief description of what the image shows with the image file. Record relevant capture circumstances, such as a page being partially loaded.
- Use a traceable filename. Include a concise page identifier and timestamp, for example
example-page_2026-10-03T14-30-00Z.png. Treat the filename as a convenience, not a substitute for a separate note with the full URL and timezone. - Preserve a web archive when needed. If links, resources, or later replay matter, create a complementary web capture. The Library of Congress identifies WARC as a preferred web-archive format and recommends non-proprietary output. A simple capture note
For example, save a text file beside the image with entries like these, replacing the sample values with your actual capture details:

When a web archive is a better companion
Choose a web archive as well as a screenshot when you may need to follow links, inspect page resources, or replay more than the visible appearance. The two records serve different purposes: the image shows the captured view, while an archive can retain more of the page’s structure and resources. Neither guarantees a perfect copy. The Library of Congress cautions that some media, streaming, deep-web, and database content may not be captured, so document the circumstances and limits of the capture. If you are managing an ongoing collection rather than documenting one page, set capture frequency according to the risk of losing or changing the content. NARA’s web-records guidance also recommends deciding whether to track versions or site maps; its recommendations are records-management guidance, not a universal requirement for personal use. Troubleshooting and recordkeeping cautions
The screenshot has no clear timestamp
Add the capture time and timezone to the accompanying note rather than relying on the image’s filename or file metadata. If you use local time, name the timezone so another reader can interpret it.
The page looks incomplete
Record what was visible and any relevant loading or access issue. A screenshot only records the visible state; it cannot fill in missing content or prove what the page would have shown later.

The archive does not replay the page correctly
Some page content may not be captured, including certain media, streaming, deep-web, or database content. Keep the screenshot, note the limitation, and do not describe the archive as a complete preservation copy. Library of Congress quality and functionality factors

You need to identify a particular archived record
A URL and timestamp may not uniquely identify an archive record. The IIPC guidelines note that identification may also require the collection identity or a record identifier. Preserve those details when available. IIPC WARC Implementation Guidelines

You need stronger evidence of integrity
A timestamp is not cryptographic proof that an image has remained unchanged. Keep the original file and capture notes together, and follow the evidence-handling requirements that apply to your situation. RFC 3227 is general evidence-collection guidance, not a jurisdiction-specific ruling on admissibility.
