Those are separate controls: Loop repeats playback; it does not improve image quality. Smooth results also depend on the source file, decoding, rendering, and recording or streaming workload.
How do I loop a video in OBS?

In your scene, add a Media Source and select the local video file. OBS’s guide lists formats including MP4, TS, MOV, FLV, MKV, AVI, GIF, and WebM. Supported formats and playback behavior may vary by OBS version and installed components.

Open the Media Source properties and check Loop. OBS will play the file again when playback completes.

If you want playback to restart when the source becomes visible, check Restart playback when source becomes active. OBS lists this as enabled by default. Show nothing when playback ends matters if playback ends without looping.

Optionally test Use hardware decoding when available. It is off by default and uses the GPU for file types it can decode. It does not add resolution or restore detail missing from the file.
For a playlist rather than one file, OBS’s VLC Video source has a separate Loop Playlist setting and requires VLC. OBS’s documentation says its 64-bit build requires 64-bit VLC.
Set OBS to deliver 4K at 60 FPS
The source file, canvas, output resolution, and frame rate each play a different role. The base canvas is the composition space; Output (Scaled) Resolution is the resolution OBS delivers; Common FPS Value controls output frame rate.

Open Settings → Video.

Set Base (Canvas) Resolution to the dimensions you need for the scene. A common choice is the source or display resolution, but the canvas is not a way to create source detail.

Set Output (Scaled) Resolution to 3840×2160 for 4K output. If you scale this setting down, the delivered output is no longer 4K.

Set Common FPS Value to 60 for 60 FPS output. OBS cautions that “60-fps streaming can be very taxing on your system compared to 30-fps.” A 60 FPS setting does not turn lower-frame-rate footage into native 60 FPS motion.

Check that the video itself is genuinely 4K and 60 FPS, and avoid enlarging a smaller source beyond its dimensions if preserving sharpness is the goal.
OBS interface labels, available frame rates, and encoder options can differ with OBS version, operating system, GPU, and media codec. Confirm the settings available in your installed version.
Choose recording quality, encoder, and container
If you are recording the loop locally, choose settings according to the balance you need between visual quality, file size, compatibility, and system load. Recording choices do not make an already soft source sharper.
Recording quality presets
OBS’s simple recording presets are Same as stream, High Quality, Indistinguishable, and Lossless. Same as stream reuses the stream encoder settings; High Quality targets high quality with a medium file size; Indistinguishable produces larger files and can affect weaker or older hardware; Lossless uses the CPU encoder and creates extremely large files. OBS’s 2023 guide estimates Lossless at around 7 GB per minute; that is an approximate guide figure, not a guarantee for every codec or system.
Encoder quality controls
For encoder-specific recording settings, OBS gives these baselines: NVENC constant QP 16–23, x264 CRF 16–23, AMD CQP 16–23, and Quick Sync ICQ 16–23. In these ranges, lower values mean higher quality and larger files. Treat them as starting points, not universally optimal settings for every 4K60 workload.
OBS recommends using a capable hardware encoder for local recording when available. Its guidance describes AV1, HEVC, and H.264 as trade-offs rather than interchangeable choices: H.264 has broad compatibility; HEVC can offer better quality at a given bitrate or file size but has more restrictive licensing and less web-streaming support; AV1 can improve quality or file size over HEVC but has weaker editing-software support in the guide’s account. Check whether your device, playback destination, and editing software support the chosen codec.

Recording container
OBS recommends MKV for most use cases because it supports every audio/video encoder combination available in OBS and is resilient if a recording is interrupted; remuxing may be needed for editing. Fragmented MP4 or MOV can offer resilience with wider compatibility. Avoid conventional MP4 or MOV as the direct recording container when recovery of an interrupted file matters. A container affects resilience and compatibility, not image detail.

The file is not actually 4K. Check its actual dimensions and quality before changing OBS settings. An OBS setting cannot restore detail absent from the source.

Output is scaled down. In Settings → Video, verify that Output (Scaled) Resolution is 3840×2160 if 4K delivery is required.

The source is enlarged. Avoid scaling a smaller clip up to fill a 4K canvas if the goal is to retain sharpness; upscaling does not supply missing detail.

The recording preset or encoder is too aggressive for the intended quality. Review the recording preset and encoder quality control, considering that higher quality can mean larger files and greater performance demands.

Color range differs from the workflow. Media Source has a YUV Color Range control, listed as Partial by default in the current OBS guide. Match it to the file and workflow rather than selecting Full indiscriminately.

How do I stop a video from stuttering in OBS?

Confirm the source frame rate and the OBS output FPS. Setting OBS to 60 does not manufacture unique frames if the source contains fewer than 60 per second.

Test the file’s playback, OBS preview, and a short recording separately. The preview alone does not prove that the saved file is 4K60 or that its frame pacing is smooth.

If playback or recording stutters, identify whether decoding, rendering, CPU/GPU load, or encoding is the bottleneck before reducing quality or buying hardware. Try hardware decoding only if the GPU supports decoding that media type, and test a capable hardware encoder if one is available.

Make a short local recording with the intended scene and settings, inspect the saved file and frame pacing, and review the OBS log if the issue persists.
A network dropped-frames warning is a separate symptom: OBS says an increasing dropped-frames counter means the connection to the streaming service is unstable or cannot keep up with the configured bitrate. That points to delivery over the network, not necessarily a local media file failing to decode or render smoothly.
