Start now by building a complete, exportable ledger for every exchange, broker, wallet and blockchain address you have used. The Australian Taxation Office (ATO) expects records for each crypto asset and transaction, including dates, purpose, counterparty or wallet addresses, quantities, Australian-dollar values, fees and supporting receipts. Export account and wallet data at least every three months, reconcile it to a master ledger, and retain readable records for the required period. This preparation will also make it easier to respond if Australia implements the proposed OECD Crypto-Asset Reporting Framework (CARF) rules.

Why your records need to be ready for CARF

Australia is consulting on legislation that would implement the OECD Crypto-Asset Reporting Framework and a related domestic reporting regime for transactions involving Australian residents. Treasury’s consultation opened on 15 October 2026 and is scheduled to close on 28 October 2026. Until Parliament enacts legislation, the final start date, transitional rules and detailed obligations are not settled.

That uncertainty does not remove your existing tax-record obligations. The ATO already says, in its guidance last updated in 2024: “You must keep records of each of your crypto assets and every transaction, to work out whether you have a made a capital gain or loss.” A well-maintained history supports your income-tax and capital-gains calculations now and gives you evidence if a reporting provider’s future data does not match your own.

The OECD describes CARF as an automatic exchange framework for collecting and exchanging information on transactions in relevant crypto-assets. Under the framework, reporting providers identify users and their tax residence, then report transaction information to tax authorities for exchange with other participating jurisdictions. The OECD announced on 2 October 2024 that the first exchanges under CARF were expected to commence in 2027, subject to each jurisdiction’s implementation.

What the ATO expects you to record

Build your records around the ATO’s evidence requirements rather than around the limited transaction history displayed by an exchange app. Keep a separate record for every crypto asset and every event involving it.

  • Asset identification: record the token or coin, and distinguish assets with similar names or ticker symbols.
  • Date and time: preserve the transaction date and, where available, the timestamp and time zone used by the exchange or blockchain.
  • Transaction type and purpose: identify a purchase, sale, swap, transfer, payment, receipt, staking-related receipt or another event, and explain the business or personal purpose in plain language.
  • Counterparty or address: save the other party’s details when known and the sending and receiving blockchain addresses for on-chain activity.
  • Quantity: record the number of units sent, received or exchanged, including fractional units.
  • Australian-dollar value: capture the value at the time of the transaction and document the valuation method or exchange-rate evidence used.
  • Costs: include trading commissions, network fees, withdrawal charges and other directly related costs that affect the tax calculation.
  • Supporting evidence: retain receipts, order confirmations, trade fills, invoices, payment records, screenshots where necessary, and statements from providers.
  • Wallet and software costs: keep wallet records and records of software or services used to manage the assets when those costs are relevant to your tax position.

The ledger should show enough context for another person to understand what happened without logging in to your account. A transaction hash alone is evidence of an on-chain movement, not proof of its tax character or Australian-dollar value.

Centralised accounts

  • List every exchange, broker, payment service and custodial account.
  • Record the legal account name, your account identifier, the country or entity shown on statements, and the dates you used it.
  • Note whether the account supports CSV exports, PDF statements, trade fills, deposit and withdrawal histories, or only an on-screen history.

Self-custody and on-chain locations

  • List hardware wallets, software wallets, mobile wallets, browser wallets and watch-only wallets.
  • Record every public address and blockchain network, including addresses generated for one-time deposits.
  • Include smart-contract platforms, decentralised applications and bridges where you made a transaction.

Related evidence

  • Gather bank and card statements used to buy crypto or receive proceeds.
  • Locate invoices, receipts and records for transaction-management or tax software.
  • Identify email accounts or cloud folders containing trade confirmations and provider notices.

Do not assume that a single exchange account contains your whole history. A transfer from an exchange to a wallet may appear as a withdrawal in one system and a deposit in another, while an internal wallet transfer may be visible only on the blockchain.

Export exchange records on a recurring schedule

The ATO’s 2024 guidance recommends exporting transaction histories at least every three months. Quarterly exports reduce the risk that a provider changes its interface, limits an export range or closes an account before you have copied the data. Export again before closing an account or deleting a wallet profile.

  1. Set the date range: export the complete available period, then make separate year-based exports if the provider has a file-size or date-range limit.
  2. Download raw data first: save CSV files for trades, fills, deposits, withdrawals, conversions, fees and income events. Also download monthly or annual statements in a readable format when available.
  3. Preserve the original: do not edit the downloaded file. Use a separate working copy for normalisation and calculations.
  4. Name the files consistently: include the provider or account name, covered dates and export date, such as exchange-account_2025-01-01_to_2025-12-31_exported-2026-10-19.csv.
  5. Capture the account context: save the provider’s account statement, fee schedule or export documentation that explains column names and time zones.
  6. Verify completeness: compare the first and last transaction dates with your own notes and bank records. Check that deposits and withdrawals reconcile to opening and closing balances.

Some providers separate an order from its individual fills. Keep both when available: the order explains your instruction, while fills establish the executed quantities, prices and fees. If a CSV reports values in a foreign currency, retain the original currency and the evidence used to convert it to Australian dollars.

Export and document wallet activity

Wallets generally do not produce the same accounting records as an exchange. Preserve the blockchain evidence and add the missing context yourself.

  1. List each address and network: record the public address exactly as displayed and identify the network, such as the relevant layer or chain.
  2. Collect transaction histories: use the wallet’s export function where available, and save transaction hashes, token quantities, timestamps, fees and sending and receiving addresses.
  3. Check the chain directly: use a blockchain explorer to verify transactions and recover dates, amounts or hashes missing from the wallet interface.
  4. Label your own transfers: make a note whenever both addresses belong to you or to an account you control. Explain the source and destination so an internal transfer is not mistaken for a disposal.
  5. Record contract interactions: identify swaps, liquidity actions, staking or other smart-contract activity in words a reviewer can understand, rather than relying only on a contract address.
  6. Save valuation evidence: retain the exchange quote, price source or calculation used to determine the Australian-dollar value at the transaction time.

A blockchain explorer can help recreate missing records, but it cannot tell you who controlled an address, why you moved the asset or whether a transaction was income, a disposal or an internal transfer. Add those facts in your ledger and keep evidence for your conclusion.

Build a master ledger that can be audited

After exporting each source, combine the data in a master ledger. Add a row for each economically distinct transaction, not merely each line displayed by a provider.

Ledger field What to enter Evidence to retain
Asset Token name, symbol and network where relevant Exchange statement or blockchain record
Date and time Provider or blockchain timestamp, including time zone Original export and transaction hash
Transaction type Buy, sell, crypto-to-crypto exchange, receipt, payment, transfer or other event Trade fill, invoice, payment record or wallet history
Purpose Why the transaction occurred and whether it was personal, investment, business or an internal movement Note, invoice, contract or correspondence
Counterparty or address Known counterparty and sending and receiving addresses Provider record, invoice and blockchain explorer record
Quantity Units sent, received or exchanged Fill, deposit, withdrawal or on-chain record
AUD value Value at the time and the conversion method Rate evidence, statement or calculation
Fees and costs Trading, network, withdrawal and related software costs Fee line, invoice or receipt
Tax notes Cost-base information, income treatment considered and assumptions Working papers and source documents

Keep the original currency and quantity columns even after adding AUD values. Rounding too early can create differences when many small transactions are aggregated. Use a consistent decimal precision and record any rounding rule in the ledger’s documentation.

Reconcile, deduplicate and investigate gaps

Match balances and movements

For each account and wallet, calculate opening balance plus receipts minus disposals and transfers, then compare the result with the closing balance shown by the provider or blockchain. A mismatch may indicate an omitted fee, an unrecorded reward, a duplicated export or an address you failed to inventory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate internal transfers from disposals

Match an exchange withdrawal to the corresponding wallet receipt using quantity, time and transaction hash. Record the two sides as one internal movement in your working notes. If you cannot establish common ownership, flag the movement rather than silently treating it as tax-neutral.

Remove duplicates without deleting evidence

Exports can repeat the same fill in an order report and a trade report. Keep both original files, assign a unique ledger identifier to the economic event and mark the duplicate source line in the working copy. Never overwrite the raw export.

Document missing values

When a cost basis, fee or valuation is missing, create an exception note stating what is absent, which sources you checked, the method used to reconstruct it and the resulting assumption. This creates an audit trail instead of making an unexplained estimate.

Recover closed-account data

If an account is closed or its history is unavailable, contact the provider and request a complete transaction export or statement. The ATO also suggests using an exchange record or blockchain explorer to recreate missing records. Preserve your request and the provider’s response with the reconstructed entry.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Organise records around the transaction categories CARF reports

CARF preparation is easier when your ledger can group activity by asset and transaction type. The OECD framework covers relevant transactions rather than only sales for fiat currency.

CARF-related category Examples of records to group Information to preserve
Crypto-asset to fiat exchange Sale of crypto for Australian dollars or another government-issued currency Asset, fiat currency, units, aggregate amount, transaction count, date and provider
Crypto-asset to crypto-asset exchange Swap of one token for another Both assets, units, valuation evidence, fees, date and transaction count
Transfers Movement to another provider or an external wallet address Asset, units, sending and receiving addresses, date, fee and ownership note
Retail-payment information Payment activity for which a provider supplies reportable retail-payment data Provider record, asset, value, date and transaction context

The OECD framework reports aggregate amounts, units and transaction counts by asset and category. Australia’s 2024 consultation proposed that reporting providers send the ATO user identity, tax-residence and transaction information, including transfers to external wallet addresses. Your own ledger should therefore identify the person or entity controlling each account and the tax residence associated with it during the relevant period.

Store records so they remain usable

The ATO accepts electronic records. Keep the original machine-readable exports and a readable copy, such as a PDF statement or a clearly formatted spreadsheet, so the information can be reviewed if software changes.

  • Use at least two independent backup locations and protect them with strong access controls.
  • Keep a folder structure by tax year, provider or wallet, then place raw exports, working files and supporting documents in separate subfolders.
  • Preserve transaction hashes and public addresses in plain text as well as inside spreadsheets.
  • Record the export date, covered period, file format and any password or encryption dependency in a secure inventory.
  • Test that backups open and that CSV files still display the correct delimiters, decimal separators and time zones.
  • Keep records in English or retain a translation that makes the relevant facts understandable in English.

Do not store seed phrases or private keys in the tax-record folder. Tax evidence needs public transaction information and ownership explanations; exposing signing credentials creates a separate security risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Understand the retention period

The ATO guidance says to keep crypto records for five years from the later relevant point, such as the record date, transaction date or the capital-gains-tax event point applicable to the record. Apply the rule to the whole evidence set, not only to the final tax-return summary. If a document supports several events, retain it until the latest relevant retention date has passed.

Keep the records readable throughout that period and make sure non-English documents can be translated into English. If a dispute, review or other legal requirement extends the time you need the evidence, do not destroy it merely because the ordinary period has elapsed.

A practical quarterly workflow

  1. At the end of each quarter: export every exchange, broker and wallet history, including new addresses created during the quarter.
  2. Within the same review: copy files to their raw-data folder, name them with the account, date range and export date, and create a backup.
  3. Reconcile movements: match deposits, withdrawals and on-chain receipts; label transfers between wallets you control.
  4. Update the ledger: add ATO fields, AUD values, fees, purposes, counterparties and supporting documents.
  5. Run exception checks: look for missing quantities, zero or implausible values, duplicate hashes, unmatched balances and transactions without a purpose note.
  6. Record assumptions: attach valuation sources and explain every reconstruction or ownership conclusion.
  7. Archive the quarter: lock or mark the raw files as originals, retain the working version separately and confirm the backup opens.

Repeat the export immediately before closing an account, migrating to another provider or abandoning a wallet. A final export is often the only convenient way to capture statements that later become inaccessible.

Common failure modes and fixes

Relying on a tax-year summary

Problem: a summary may omit transfers, fees, wallet activity or the evidence behind an AUD conversion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: retain line-level exports and the supporting records from every source, then use the summary only as a cross-check.

Keeping screenshots but not raw files

Problem: screenshots are difficult to search and may not show all fields or the provider’s time zone.

Fix: save the original CSV or statement first; use screenshots only to preserve information that cannot be exported.

Treating every wallet movement as a sale

Problem: transfers between wallets you control can be mistaken for disposals when the receiving side is not linked.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: maintain an address-ownership map and match both sides with hashes, quantities and timestamps.

Ignoring small fees

Problem: network and withdrawal fees can alter quantities and cost calculations, especially across many transactions.

Fix: import fee lines separately and verify how each provider represents fees in the quantity and value columns.

Assuming CARF rules are already final

Problem: proposed Australian dates or fields may change during enactment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: prepare for the categories and identity information described by the OECD and Treasury, but check enacted Australian legislation and ATO guidance before relying on a final deadline or reporting threshold.

What to do before the proposed 2027 CARF exchanges

The OECD expected the first CARF information exchanges to commence in 2027, while Australia’s domestic implementation remains subject to legislation. Use the period before any enacted start date to close evidence gaps rather than waiting for a provider notice.

  • Complete the account, wallet and address inventory for every relevant tax year.
  • Obtain final exports from inactive or closed accounts.
  • Reconcile exchange records with blockchain histories and bank statements.
  • Confirm that your name, address and tax-residence information are correct with each reporting provider.
  • Separate internal transfers from external transfers and document control of addresses.
  • Review the ledger for the CARF categories of fiat exchanges, crypto-to-crypto exchanges and transfers.
  • Keep a dated copy of the legislation or ATO guidance you relied on for any classification, while recognising that proposed consultation material is not final law.

When professional help is sensible

Consider advice from a registered tax professional when records span multiple jurisdictions, business and personal activity, complex smart-contract interactions, high transaction volumes or unresolved ownership and valuation gaps. Give the adviser the raw exports, ledger, reconciliation notes and exception log, not just a final gain or loss figure. That allows the adviser to test the chain of evidence and identify missing records before an ATO review or provider data match exposes the gap.
