This is both the release sequence and the order for the main Travis Touchdown story. The official No More Heroes 3 introduction identifies Travis Strikes Again as a spin-off set several years after No More Heroes 2, before presenting No More Heroes 3 as the numbered-series return. Where does Travis Strikes Again fit?
Travis Strikes Again: No More Heroes is an intervening story spin-off, not a remake or alternate version of the original. Badman confronts Travis, and they become entangled in the Death Drive Mk II video-game world. Its events follow No More Heroes 2 and precede No More Heroes 3.
If you want only the numbered games, you can play No More Heroes, No More Heroes 2, and No More Heroes 3. That skips the spin-off, but not the fact that it occupies a place in the story chronology.

Can save data carry over to No More Heroes 3?
On Nintendo Switch, the official No More Heroes 3 page says save data from No More Heroes, No More Heroes 2, and/or Travis Strikes Again can unlock corresponding T-shirts, subject to game-progress conditions. The save-data benefit is an optional extra; it does not change the play order.
