The announced NARUTO CARD GAME is a leader-based trading card game in which you deploy Characters, spend Chakra on Ninjutsu and support effects, and use a Summon card to bring Characters into play. You win by reducing the opposing Leader’s Life to 0. Bandai has announced a worldwide release for summer 2027, so the card roles and Life objective are established while many timing and tournament details remain provisional.
What the Naruto Card Game is—and what is not final yet
The NARUTO CARD GAME uses characters and stories from NARUTO, NARUTO: SHIPPUDEN, and BORUTO: NARUTO NEXT GENERATIONS. Bandai announced a simultaneous worldwide release for summer 2027, with in-store tutorials scheduled to begin in January 2027.
The official overview and the July 29, 2026 announcement establish the basic objective and card structure. However, the only detailed turn and combat sequence currently described comes from reports of Gen Con 2026 demonstrations. Those demonstrations were not a final rulebook. Treat the phase order, draw numbers, attack timing, and combat details below as the current reported demo rules, not guaranteed tournament law.
A complete rulebook has not yet settled several practical questions, including opening-hand and mulligan procedures, hand-size limits, deck-out rules, exact response timing, zones, some Leader interactions, and tournament procedures. Check the final rules before playing sanctioned events.

What you need to start a game
The announced setup uses four groups of cards:

The official overview uses different wording, describing “a deck of 51 cards, 5 Chakra cards, and 1 Summon card.” The most natural interpretation is one Leader plus a 50-card main deck, but the final rulebook must confirm whether “51-card deck” is the game’s official total-deck terminology or shorthand for those two Leader/deck components. Until then, build and count your cards according to the final product instructions rather than assuming that the two descriptions are interchangeable.
Choose a Leader before choosing Characters
Start with the Leader, not with a random pile of favorite Characters. The Leader’s color determines the cards and strategies available to you. Character cards are selected to match that color, so your Leader is both your victory target and the foundation of your card pool.
- Select one Leader whose color and abilities fit the way you want to play.
- Assemble the announced 50-card main deck from Character, EX Character, Chakra, and any other cards permitted by the final deck-construction rules.
- Set aside five Chakra Cards and one Summon Card as the separate resource components described by the announcement.
- Use the final rulebook to confirm shuffling, starting hand, mulligan, placement of cards, and any limits that are not yet published.
The five card types

Leader Cards
Your Leader is the game’s strategic anchor. Its color limits the Character cards you can build around, and its Life total is the number your opponent is trying to reduce to zero. Because a Leader can be attacked whether it is Active or Rested in the reported demo sequence, its position is not a permanent shield from combat.

Character Cards
Characters are your ordinary battlefield units. They can attack opposing Characters or the opposing Leader, and some have Ninjutsu or support effects that consume Chakra. Their normal summon is tied to the Summon card, so managing when you spend that resource is as important as choosing which Character to deploy.
EX Characters
EX Characters are powerful additions that enter play only after their individual conditions are satisfied. The demo report treats an EX Character’s condition-based entry as separate from the once-per-turn normal Character summon. Read each EX card’s printed requirement carefully: the general rule is that a permitted effect summon does not consume the normal-summon allowance.

Chakra Cards
Chakra is the resource for Ninjutsu and other support effects. A turn can involve both deploying a Character with the Summon card and spending Chakra to improve an attack, answer an opposing play, or activate a printed effect. The reported demonstrations specifically caution that spent Chakra does not automatically flip face-up during Refresh, so do not assume all five cards are immediately reusable every turn.
The Summon Card
The Summon card is not simply another Character. Resting it pays the cost of bringing a Character onto the battlefield. Under the reported demo rules, that resting permits one normal Character summon per turn. EX Characters and effect-based summons can bypass that normal limit when their own conditions allow it.

The following four-step sequence is the most detailed public turn outline currently available. It is a useful way to learn the demonstrated game, but it may change when the final rulebook is released.

1. Refresh
At the beginning of your turn, cards that are in Rest Mode return to Active Mode. This is the point at which your Characters and Leader can become available again for their relevant actions. Do not automatically refresh spent Chakra based on the demo report; its resource state is handled separately until a final rulebook says otherwise.
2. Draw
The reported opening-turn draw pattern compensates the second player: the first player draws one card on turn one, while the second player draws two. Beginning with turn two, both players draw two cards. Because opening-hand and mulligan rules have not been published, this draw information should not be treated as a complete hand-management rule.

3. Main step
The demonstrations describe a flexible Main step rather than a separate Battle Phase. You may play cards, activate Jutsu, and attack in any legal order. That flexibility creates sequencing decisions: you might attack before spending Chakra, deploy a Character before committing to combat, or use an effect to change the value of an attack. The legality and timing of individual effects still depend on their printed text and the final response rules.
4. End
When you have completed your legal actions, end the turn and pass play. Exact cleanup rules—such as whether temporary effects expire at a particular point, whether a hand limit applies, or how unresolved effects are handled—remain unconfirmed.
How summoning works
For a normal Character summon, rest your Summon card to pay the deployment cost. The reported demonstrations allow one such normal summon per turn. This means that the Summon card is a tempo resource: using it on a small Character may establish an early board, while saving it for a larger Character may produce a stronger later turn.
A Character normally cannot attack on the same turn it is played. The stated exception is Rush, so a Character with Rush can attack immediately if all other conditions are legal. This distinction makes the order of your Main-step actions important: a newly played non-Rush Character is generally a setup play, not an immediate attacker.
EX Characters and other effect-based summons are handled differently. When an EX Character’s printed condition is met, or an effect explicitly summons a Character, that entry does not use the normal-summon limit according to the demo report. The card’s own condition and text control when this is possible.

How attacks and combat work in the reported rules
The demonstrated attack sequence is:
- Attack declaration: choose an eligible attacker and declare whether it is attacking an opposing Character or the opposing Leader.
- Effect declaration: declare relevant effects according to the card text and the timing permitted by the game.
- Support cut-in: resolve the reported support interaction before damage is calculated.
- Damage step: apply the appropriate combat value to the chosen target.
DMG and POW are used for different targets
The demo report distinguishes the values used in combat. DMG is used against Leaders, while POW is used against Characters. In other words, an attack aimed at the opposing Leader is evaluated with DMG, and an attack aimed at a Character is evaluated with POW. Do not assume that a single number applies identically to both target types.
Which cards can be attacked
Only Characters in Rest Mode can be attacked. A Leader can be attacked while Active or Rested. The reported demonstrations also describe no blockers, so there is no separate blocker declaration that redirects an attack. These are demo rules and should be checked against the final rulebook before organized play.
Damage that remains during the turn
Damage on a surviving defending Character remains until the end of the turn in the reported sequence. That creates a short-term finishing opportunity: a Character that survives one attack may still be vulnerable to another attack before the turn ends. Because the complete damage and removal procedure is not yet published, use the card text and final rules for ties, simultaneous damage, and what happens when a Character is defeated.
How you actually win
The central win condition is simple: reduce the opposing Leader’s Life to 0. The official overview states that victory comes from reducing the opponent’s Leader Life to zero, and the July 29, 2026 announcement describes the same objective.

Character combat matters because Characters can remove opposing Characters, open future attack opportunities, and support attacks aimed at the Leader. Chakra matters because Ninjutsu and support effects can improve those exchanges. The final rules must still define what happens if a player cannot draw, reaches an otherwise unresolved game state, or reduces both Leaders to zero in the same sequence.

How to think about deck strategy
No complete card list or tournament metagame exists yet, so strategy should be evaluated through the systems Bandai has announced rather than through unverified tier lists.

A fast-deployment approach
A speed-focused build prioritizes Characters that let you establish a board quickly and convert early opportunities into Leader attacks. Its main risk is spending the Summon card before you have enough information about the opponent’s plan. Because ordinary Characters generally cannot attack immediately, a fast deck benefits especially from Rush or from effects that create additional legal attacks.
A Chakra-focused approach
A resource-focused build emphasizes Ninjutsu and support effects. It aims to make each Chakra card materially change a combat or protect an important Character. The reported non-refreshing Chakra behavior makes waste costly: spending all available Chakra on a low-impact effect can leave you unable to answer a later attack during the same turn cycle.

An EX Character approach
An EX-focused build is built around meeting its conditions consistently. Since condition-based EX entries do not consume the normal-summon allowance when permitted, they can expand your board beyond the ordinary one-Character rhythm. The trade-off is reliability: a powerful EX Character that cannot meet its condition is less useful than a dependable normal summon.
A practical example of a turn
Consider a turn in which you begin with your Leader and one or more Characters in Active Mode, a Rested Summon card, and several Chakra cards. During Refresh, your rested Characters become Active. During Draw, you take the number of cards specified for the current turn under the reported sequence.
- Choose whether to use your normal Character summon. Rest the Summon card and deploy a legal Character that matches your Leader’s color and the card’s requirements.
- Before attacking, decide whether a Ninjutsu or support effect is worth spending Chakra. Keep in mind that spent Chakra reportedly does not automatically refresh.
- Declare an attack with an eligible Character. A newly played Character without Rush normally cannot attack this turn; an older Active Character can attack a Rest-mode opposing Character or the opposing Leader.
- Resolve the attack in the reported order: attack declaration, effect declaration, support cut-in, then the damage step.
- If the defender survives, its damage remains until the end of the turn under the demo description. Decide whether another legal attack can finish it or whether Leader pressure is better.
- End your turn and pass play, leaving the opponent to evaluate your remaining Active Characters, Leader state, Chakra, and Summon availability.
This example illustrates sequencing, not a complete legal action list. Card text, the final timing rules, and any published priority system control the actual game.
What is still unknown before release
The game is scheduled for summer 2027, and the following details should be treated as pending until Bandai publishes comprehensive rules:
- Whether the official deck description is “50-card main deck plus Leader” or a 51-card total deck.
- Opening-hand size, mulligan procedure, maximum hand size, and exact draw timing.
- Deck-out and loss conditions when a player must draw from an empty deck.
- The names and functions of every zone, including where defeated or spent cards go.
- Priority, response windows, and the exact timing of Ninjutsu, support cut-ins, and triggered effects.
- Whether the reported no-blocker rule and the stated Active/Rested attack restrictions are unchanged.
- How simultaneous effects, ties, Leader interactions, and end-of-turn damage cleanup are resolved.
- Deck registration, card-copy limits, sideboards, time limits, and other tournament procedures.
- Retail product names, regional availability, and the final contents of starter or tutorial products.
For now, use the announced Leader, main-deck, Chakra, and Summon structure as the foundation; use demo reports only as a provisional way to practice turns; and replace those assumptions with the final rulebook when it is published.
