The most direct native-PC option is the community GoldenEye 007 N64-source port, which supports Windows and Linux (including Steam Deck) and documents both keyboard-and-mouse controls and a modern dual-stick layout. It is not an official Microsoft Windows release: you must supply a compatible NTSC-U N64 ROM, and the project describes its v0.4.0 release as pre-1.0.
Choose the right way to play
There are two distinct routes to consider. The N64-source port is the PC option; Microsoft’s official release is for Xbox consoles and cloud gaming, not a native Windows build.

The PC setup below refers only to the N64-source port. Do not combine its instructions with other community projects or assume the Xbox release installs as a Windows game.
Set up the N64-source PC port
The project’s README specifies a big-endian .z64 ROM and currently supports the NTSC-U (US) version. PAL and Japanese versions are listed as roadmap items, not current support. The release bundle does not include the ROM or game assets.

- Create a folder named
datanext to the game executable. - Place your supported big-endian NTSC-U ROM in
data/and name itge007.ntsc-final.z64. - Launch the executable from that folder. The project says that on first run it detects the ROM and generates derived asset folders.
The README says, “You must supply your own GoldenEye 007 ROM.” That describes how the project distributes its files; it does not determine whether a particular copy or method of obtaining a ROM is lawful in your jurisdiction. Do not use unauthorized ROM downloads. Check the project’s current release notes and known caveats before installing, because its documented v0.4.0 build is pre-1.0 and may have missing features or breaking changes.
Set up modern controls
Keyboard and mouse
The native port documents keyboard-and-mouse support, including click-to-lock mouse behavior, configurable sensitivity for each device, rebinding, and crosshair options. Its aim setting can use either an N64-style approach or centered FPS-style aiming. Try the available choices and adjust sensitivity to your preference; the documentation does not establish one universally best configuration.

Dual-stick controller
The port also documents a modern dual-stick controller layout. A PC-compatible Xbox-style gamepad is an optional way to use that layout, but a controller is not required because keyboard and mouse are supported too.
What to expect from the PC port
The project describes all 20 single-player missions as working in its v0.4.0 status report and reports a steady 60 fps in its own testing/status description. Those are project-reported claims, not independent performance measurements. The same documentation calls the release pre-1.0, so feature coverage and behavior can change between releases.

When the Xbox version makes more sense
If you want Microsoft’s official release rather than a native PC build, the Xbox version offers modern dual-analog controls. Xbox Wire describes a 20-mission campaign and split-screen multiplayer for up to four players. Its stated console platforms are Xbox One and Xbox Series X|S, and the announcement also mentions Xbox Cloud Gaming. The Xbox product page lists the game as included with Game Pass, but availability, territory, and subscription terms can change; check the page for current details.
A separate community project, DesktopGoldenEye, packages a Windows desktop player and launcher based on 1964GEPD and advertises modern FPS profiles. Its README lists WASD movement, mouse aim/fire, right-click aim mode, mouse-wheel weapon selection, R to reload, E to use or cancel, Q to accept, and Ctrl to crouch. This is a different project with its own setup and status; use its own documentation rather than applying the N64-source port’s ROM-folder instructions to it. DesktopGoldenEye project README
