Plan robot disposal as a controlled decommissioning project, not a simple power-down and haul-away. First define the full system being removed, then coordinate authorized workers, isolate and verify hazardous energy under the plant’s applicable procedure, identify materials and batteries, and confirm an accepting reuse, recycling, or disposal route. The exact shutdown, lift, transport, and waste steps depend on the robot, cell, site, and jurisdiction.

What counts as the robot system being removed?

Set the project boundary from the actual installation and the work planned. It may include the robot arm and controller, end effector, guarding, conveyors, electrical and pneumatic connections, nearby equipment, and other interfaces affected by removal. Use equipment records and a site assessment to identify what is connected and what must be isolated or moved.

Record manufacturer and model, nameplate details, manuals, installed options, and intended disposition where known. Do not assume every robot has the same components or stored-energy sources. OSHA’s robotics standards page points to standards for integrated manufacturing systems; the referenced scope includes installation, dismantling, and transport.

How should the project be organized?

Before shutdown, assign work to personnel authorized and qualified under the plant’s energy-control and contractor-management procedures. Coordinate the schedule with production and affected workers, and define who is responsible for isolation, component handling, lifting, transport, and documentation.

Choose a likely disposition route early enough to shape the work plan: internal reuse, resale or refurbishment, parts recovery, electronics recycling, scrap recovery, or disposal. Ask potential recipients whether they accept the specific robot, controller, batteries, and other identified materials, and what happens to those materials downstream. EPA describes multiple collection and processing stages for lithium batteries and battery-containing devices, including possible reuse or repurposing; acceptance and destination should be confirmed rather than assumed (EPA battery recycling guidance).

How should hazardous energy be controlled?

Apply the employer’s energy-control procedure for the specific robot and integrated equipment. OSHA’s general-industry lockout/tagout rule addresses documented procedures for shutdown, isolation, device placement, and verification. It also requires potentially hazardous stored or residual energy to be controlled and isolation to be verified before servicing begins (29 CFR 1910.147).

In the rule’s words: “Following the application of lockout or tagout devices to energy isolating devices, all potentially hazardous stored or residual energy shall be relieved, disconnected, restrained, and otherwise rendered safe.”

A software stop, pendant stop, or emergency stop should not be treated as an energy-isolating device unless the plant’s documented procedure and equipment design establish that it serves that function. Identify applicable isolating devices, control stored energy, and have authorized employees verify the isolation and deenergization. Confirm the model-specific method against facility records and manufacturer documentation; there is no single shutdown sequence established for all robots.

Which components and materials need separate handling?

Use equipment documentation and inspection by qualified personnel to identify batteries, electronic controls, oils, lubricants, hydraulic or pneumatic accumulators, and other materials that may be present. These are items to check, not a claim that every robot contains them.

If lithium batteries are present

Treat battery end-of-life handling as a separate planning issue. EPA says generators are responsible for determining whether discarded batteries are hazardous waste. Because chemistry and hazardous characteristics may be difficult to determine, EPA recommends careful management and says businesses should consider the federal universal-waste rules. Check applicable state requirements as well (EPA lithium-ion battery guidance).

Plan for trained handlers, prevention of battery damage, suitable storage, and compliance with applicable transport rules. Do not assume a battery belongs in ordinary trash or that discharging it by itself resolves hazardous-waste concerns. Its condition and shipping arrangement matter.

How do you select a reuse, recycling, or disposal route?

Obtain confirmation that the recipient accepts the specific equipment and materials, including electronics and any identified batteries. Compare potential providers by whether they accept the exact items, can handle the batteries and electronics, offer reuse or recovery options, identify downstream destinations, document transfers, cover the needed removal and transport scope, and fit the project’s geographic and regulatory requirements. Ask for evidence of applicable permits and insurance where relevant; these are practical checks, not a single mandated EPA checklist.

Keep acceptance records, waste determinations, shipping and transfer records, and evidence of final disposition in the project file. EPA notes that state authorities oversee solid-waste disposal and may impose requirements stricter than federal minimums for industrial waste landfills (EPA industrial waste landfill guidance).

For cross-border shipments of e-waste, check the current requirements for the actual countries and route before shipment. EPA says Basel Convention controls effective January 1, 2025 apply to hazardous and non-hazardous e-waste and scrap, including prior written consent for covered shipments (EPA guidance on international e-waste shipments).

What must be confirmed before removal and closeout?

Approve the lift and transport plan

Before moving equipment, responsible plant personnel should approve a lift and transport plan based on the actual equipment mass and geometry, attachment points, floor and route conditions, and manufacturer instructions. These details are model- and site-specific; do not rely on generic rigging directions in place of equipment documentation and a qualified site assessment.

Close out the work

Document equipment identity, energy-control closeout, material transfers, and final destination. Restore or secure the affected area under site procedures.

Which rules apply in the United States?

OSHA’s robotics standards page states that there are currently no robotics-industry-specific OSHA standards listed there. That does not mean no OSHA requirements apply: the page identifies relevant general-industry rules, including hazardous-energy control, and references robot and integrated-manufacturing-system standards. The integrated-system reference includes dismantling and transport in its scope (OSHA robotics standards page).

Whether a particular OSHA provision applies depends on the work and workplace facts; have the facility’s safety professional confirm applicability. EPA’s battery and waste guidance is federal, while generator obligations, waste classification, and solid-waste requirements can vary by state. Local requirements and the equipment itself can also change the final procedure.
