A home CCTV system is more than a camera: it includes the recording, storage and associated equipment needed to capture and manage footage. For a UK household, the right setup starts with a clear purpose, a limited target view and decisions about recording, privacy, storage and upkeep.
What does a home CCTV system include?
The Biometrics and Surveillance Camera Commissioner’s domestic CCTV guidance, updated 21 May 2026, treats CCTV as a system comprising the camera, storage, recording and associated equipment. A camera alone is not the whole setup: you also need to know how footage will be recorded, where it will be held and who can access it.
What should you decide before choosing a system?
Why do I need CCTV or a video surveillance system?
Write down the specific concern the system is meant to address. Then consider whether another measure, such as improved lighting, would meet the need with less recording. A defined purpose helps you decide what the camera should cover and whether the system is proportionate.
What do I want the system to view and record?
Identify the area that matters and plan the camera’s position and field of view around it. Aim to minimise views into neighbours’ homes and gardens, shared spaces and public areas. Recheck the view after installation; small changes to position or configuration can reduce unnecessary capture.

Does it need to record all the time?
Choose continuous recording only if it is needed for the purpose. Consider what event or period you actually need to capture and whether a less extensive recording approach is adequate. The guidance does not establish one recording mode as right for every property.
Does it need to record audio?
Decide whether sound is genuinely necessary, rather than leaving audio recording enabled by default. Audio can capture conversations beyond the intended security view, so include it only when the purpose justifies it.

When does UK data protection law apply to home CCTV?
Under the government’s domestic guidance, data protection law applies if a household CCTV system captures beyond the boundary of private property—for example, a neighbour’s home or garden, a shared area or a public space. Position and configure the system to avoid that where possible.
The ICO’s scope guidance addresses surveillance systems processing identifiable people’s information and excludes purely personal or household activity within private property. That scope distinction does not override the separate domestic guidance on footage extending beyond the property boundary.

The ICO says its guidance is under review following the Data (Use and Access) Act. Check the regulator’s current guidance for the latest position if your system records beyond your boundary; this article is UK-focused general information, not legal advice.
How long should CCTV footage be kept?
Set retention according to the reason for recording and keep footage only as long as necessary for that purpose. The ICO says the UK GDPR and Data Protection Act 2018 specify no universal minimum or maximum retention period for surveillance footage. Do not choose a period simply because a device has space or because the footage might be useful someday. The ICO explains this in its guidance on complying with data protection principles.

How should footage and system access be managed?
- Restrict access: allow only people who need footage for the stated purpose to view it.
- Secure recordings: protect the system and stored footage against unauthorised access.
- Use footage for its stated purpose: avoid treating recordings as a general-purpose archive.
- Review who can access the system: remove access that is no longer needed.
The official Surveillance Camera Code of Practice states: “The use of a surveillance camera system must take into account its effect on individuals and their privacy, with regular reviews to ensure its use remains justified.” Its code and local-authority framework are not household rules applied identically in every respect, but the privacy-and-review principle is useful when checking whether a home system still meets its original purpose. The Commissioner’s amended code sets out that statement. A separate guide for local authorities describes 12 principles, including purpose, privacy, transparency, limited storage, restricted access, security and regular review; that framework is for local-authority systems.

Check that the system works as intended and that its recordings remain usable. The domestic guidance recommends regular checks and cleaning, and says to consult an installer where needed.

- Confirm the date and time shown on recordings.
- Check available storage and whether the system is recording as expected.
- Clean camera equipment so dirt or obstruction does not compromise the view.
- Revisit camera placement and configuration if the view or circumstances have changed.
- Ask an installer for help if setup, operation or maintenance requires expertise.
How to choose a setup that fits your property
There is no universally suitable configuration established by the cited guidance. Compare options against your own requirements rather than assuming a particular connection type, model or feature is best.

When comparing a CCTV security camera system, use these questions to assess the complete arrangement—camera, recording and storage—rather than treating a camera’s advertised features as the whole decision. The available official guidance does not establish a model recommendation or a wired-versus-wireless performance ranking.
