First document the task and its current performance; then assess the whole workcell, safety, interfaces, costs and site constraints. Set acceptance criteria before installation, verify the application at the factory, and track results against the original baseline after startup.
1. Choose a task and measure the current process
Start by describing the operation at task level: what the process handles, what happens in sequence, and how people interact with the station. Record the product mix, shift pattern, required rate, tolerances, quality checks, stoppages and changeovers. Include current cycle time, throughput, defects or scrap, downtime, and how labor is allocated.
This baseline gives the plant a way to judge a pilot or completed cell against the process it is meant to improve. It can also reveal that the process should be stabilized or simplified before automation is considered. NIST’s 2021 workcell-integration publication is intended to help manufacturers identify workcells suited to collaborative-robot integration; its guidance reflects the practical burden of selecting, installing, integrating and later re-tasking robotics.
2. Check whether the existing workcell can support the application
Assess the application boundary, not just the robot’s footprint. The design includes the robot, end effector, parts, fixtures, sensors, surrounding machines, controls, utilities, safeguarding, material flow and the people who operate or maintain the station.

- Physical layout: Check reach, access, floor or structural constraints, part presentation, worker circulation, emergency access and maintenance access.
- Process and interfaces: Identify required workholding, sensors, machine-control handshakes, utilities and safety interfaces. Note upstream and downstream conditions that could interrupt the task.
- Variation and future changes: Record differences among parts and SKUs, changeover frequency, and how much effort new tasks may require to program and validate.
- Actual task performance: Consider whether the application can handle representative parts, tolerances and operating conditions reliably—not just an idealized demonstration.
NIST identifies interoperability, integration, changeover and reusability as continuing robotics challenges, particularly in less structured or frequently changing manufacturing environments. If uncertainty about parts, interfaces or process conditions could materially change the decision, make a feasibility demonstration or pilot using representative parts and interfaces part of the project plan. NIST’s 2021 guidance describes workcell-selection approaches with different balances of speed and accuracy; no screening method guarantees success.
3. Make safety and compliance part of the project from the start
Plan an application-specific risk assessment before selecting safeguards or agreeing to a commissioning date. Define who will conduct and review it, how affected workers will participate, and what evidence the project must deliver. Consider hazards and work tasks during installation, programming, normal operation, maintenance, foreseeable errors and emergencies.
The current editions identified in the source material are ISO 10218-1:2025 for industrial robots and ISO 10218-2:2025 for robot applications and cells. Part 2 addresses integration and lifecycle stages; its 2011 edition is withdrawn. Confirm which standards, editions, laws and customer requirements apply to the specific application and jurisdiction. A standards document alone does not establish that a particular installation complies with applicable law.

OSHA’s Technical Manual provides US-specific guidance on risk assessment, controls, worker training and acceptance testing. It describes the assessment as considering the application’s design, use, programming, operation and maintenance, and emphasizes worker involvement. Requirements outside the United States may differ.
Do not assume a collaborative robot makes an application safe to operate without safeguarding. Assess the complete task and cell, then specify controls based on the findings. Include risk-assessment responsibilities, documentation, training and acceptance evidence in the integrator’s scope of work.
4. Define the interfaces and project scope in writing
Before contracting, document the system boundary and assign ownership for each part of the integration. Specify the robot and end effector, workholding, sensors, control and safety interfaces, adjacent-machine handshakes, utilities, guarding, and any data or network connections the application requires. Clarify who is responsible for mechanical, electrical, controls, safety and process integration.

Also agree how the work will fit into production: installation windows, production access, temporary safeguards, rollback arrangements, spare parts and maintenance responsibilities. Integration and interoperability are recognized deployment challenges in NIST’s robotics program description, while ISO 10218-2:2025 covers integration and commissioning of robot applications and cells.
5. Compare the retrofit with alternatives
A robot is not the only response to a production problem. Compare manual process improvement, fixed-purpose automation, a conventional industrial robot cell and a collaborative-robot application against the same task and baseline. For each option, ask:

- How well does it handle product variation and the frequency of changeovers?
- Will the layout, reach, part presentation and machine interfaces support it?
- What safeguarding does the application-specific risk assessment require?
- How difficult will integration and commissioning be, and how maintainable or re-taskable will the solution be?
- What are the total ownership costs, installation downtime and uncertainties in the expected benefits?
Where feasibility, changeover effort or integration risk is uncertain, include validation of those issues in the option comparison rather than treating them as settled assumptions.

6. Build a plant-specific business case
Compare the proposed cell with the current process and viable alternatives using the plant’s own operating assumptions. Include equipment, end-of-arm tooling, programming and integration, safeguarding, facility changes, production lost during installation, training, maintenance, consumables and support. Account for future re-tasking or changeovers as well as initial installation.
Estimate benefits from the measured baseline. State assumptions for volume, shifts, availability, quality, labor redeployment and product mix, and show scenarios when an important assumption is uncertain. The result should be a decision model for this plant—not a generic promise of return or payback.
A 2024 NIST report reproduces material-handling survey results attributed to Trebilcock (2022): ROI ranked as a business-case factor for 70% of surveyed organizations choosing robotic solutions, payback time for 64%, and total cost of ownership for 60%. These are reported survey rankings, not measured savings, predicted returns or a forecast for a particular factory.

7. Set acceptance criteria and commission at the site
Define how the application will be judged before installation begins. Choose measurable criteria relevant to the task, such as quality, rate, repeatability where relevant, changeover behavior, machine-interface behavior, fault recovery, safety functions and maintainability. Specify who will test each item, how results will be recorded, and what happens if a criterion is not met.
Plan factory and site acceptance activities appropriate to the project, then verify the complete installation under actual site conditions. OSHA describes site acceptance testing as checking that equipment performs as expected with the site’s utilities, services, machine interfaces and environmental characteristics; its guidance calls for integrator testing and user verification before initial startup.
Train operators, maintenance staff and others who may enter or work near the application. Hand over operating and maintenance procedures, relevant documentation and scheduled maintenance checks before routine production starts.
8. Track performance after startup
Compare operating results with the original baseline and the agreed acceptance criteria. Track uptime, cycle time, defects, interventions, changeover effort and maintenance, along with safety-related observations. Use recurring faults and operator feedback to identify corrective actions. NIST’s robotics program description emphasizes measurable performance attributes and tools for assessing robotics in a manufacturer’s own environment.
What a real feasibility example can—and cannot—show
A 2022 NIST MEP account describes Impact Recovery Systems exploring robot pick-and-place for handling components in a plastic spin-welding process. A regional MEP center recreated the workcell and demonstrated a collaborative robot with a semi-custom end-of-arm tool; the account also describes process-improvement practices used to identify opportunities. It illustrates how a specific task can be evaluated and an application concept demonstrated, but it does not establish a universal cost, throughput improvement, payback or safety outcome.
