A reliable live satellite TV uplink starts with the event’s location, service requirements and authorization—not with choosing an antenna or copying a link-budget example. Confirm coverage, capacity and permitted operating parameters with the satellite operator or service provider, then build and verify a link plan for the actual site, equipment and weather assumptions.
1. Define what the uplink must deliver
Write down the transmission requirements before requesting capacity. These details let the operator assess whether its service can support the event and identify the technical parameters and coordination steps that apply.
- Event: location, date and transmission duration.
- Service: intended satellite or service, and the band the service supports.
- Video: format and bitrate required for the contribution feed.
- Reliability: the end-to-end availability the production needs.
There is no universal broadcast bitrate or availability target established by the cited ITU material. Set those requirements with the production and service provider; do not infer them from an unrelated satellite example.
2. Confirm coverage, capacity and permission
Ask the satellite operator or service provider to confirm, for the actual event site and date, that the intended service covers the location and has capacity for the required transmission. Also confirm the supported band, operating parameters, equipment expectations, and any operator coordination or authorization steps.

ITU-R S.2049 addresses occasional-use fixed-satellite transmission procedures, including equipment selection and setup, and says to transmit only with permission. Treat operator approval as a prerequisite, not a detail to settle after the terminal is deployed.
3. Build a link budget for the actual site
A link budget checks whether the planned uplink has sufficient margin under its stated operating assumptions. It is specific to the event location, satellite, earth station, transmission parameters and weather assumptions; a budget from another event is not a design for this one.

Inputs to assemble
- Earth-station EIRP: the transmit-side value for the authorized terminal and operating configuration.
- Path loss: the loss along the satellite path for the selected link.
- Satellite receive characteristics: including the applicable G/T.
- Additional losses: including polarization and antenna-pointing losses.
- Weather attenuation: based on the site’s conditions and the link assumptions.
- Operating margin: including allowance for relevant impairments, such as tracking error and rain.
Have the operator or qualified link-planning engineer evaluate these inputs using the service’s current technical parameters. ITU’s satellite communications handbook includes an illustrative satellite news-gathering budget for an analogue 6/4 GHz TV carrier. It explains the kinds of terms a budget can include; it is not a recommended configuration or a turnkey design for a current live broadcast.
4. Account for weather and required availability
Rain climate, site, elevation angle, antenna and transmission parameters affect the achievable link margin. ITU-R M.2233 describes example link budgets and fade-margin calculations, and notes that earth-terminal antenna size and transmit power depend on station location and rain climate. Its examples concern unmanned-aircraft satellite links, so they should not be used as a broadcast design or as evidence that a particular event will achieve a particular availability.

Ask the provider to assess the event’s required availability against the selected system and local conditions. If the proposed margin is insufficient, work with the provider to revise the authorized service or terminal plan rather than assuming a larger antenna or more transmit power is permitted.
5. Resolve coordination and local requirements
Check requirements with both the satellite operator and the national administration responsible for the event location. Confirm which approvals, licenses, event permissions and frequency-coordination steps apply before transmission; obligations depend on the jurisdiction and service.

An ITU FAQ last updated in 2022 says that recording a VSAT used for a short-term five-day sporting event in the Master International Frequency Register takes at least a few months, and that frequency coordination to prevent harmful cross-border interference remains important before operation. The five-day example is not a general rule or exemption from national requirements, operator approval or other applicable permissions. Ask the relevant administration and operator how the rules apply to this event.

Use a pre-transmission check that covers the authorized parameters as well as the physical setup. ITU-R S.2049 identifies equipment, setup, parameter verification, antenna pointing and cross-polarization alignment among the relevant checks.

- Confirm the equipment and cabling are functional and set up for the approved service.
- Verify the transmission parameters against the operator’s instructions.
- Check antenna pointing and cross-polarization alignment.
- Obtain permission before transmitting; do not use an on-air test as a substitute for authorization.
7. Compare service options against the event, not a generic ranking
When reviewing proposals, compare the points that determine whether each option fits this particular broadcast:
- Coverage at the event site and availability on the event date.
- Satellite and band compatibility, plus capacity and support for the required video service.
- Link-budget margin under the local conditions and stated assumptions.
- Terminal and antenna suitability for the authorized parameters.
- Operator support, field assistance and contingency arrangements.
- Authorization and coordination requirements, along with total service cost.
