Then choose a soft-sided bag that stays within the limit when full, fits under the seat, and keeps travel essentials and screening items easy to reach. U.S. TSA screening also has specific rules for standard liquids and separate screening for medically necessary liquids.
Check the airline’s personal-item rules first
Personal-item dimensions are not universal. Check the operating airline’s current policy for your itinerary, including any partner-operated segments, and confirm both the permitted size and number of items. The FAA advises travelers to check with their airline for carry-on guidelines. Read the FAA’s carry-on baggage tips.
For example, American Airlines lists a maximum personal-item size of 18 x 14 x 8 inches. That is an American Airlines example, not a standard you can assume applies to other airlines. Southwest also publishes its own carry-on and personal-item policy; check the carrier you will actually fly.
Pack the items you may need in flight within easy reach
Before adding anything else, set aside the things you may need between check-in and arrival: travel documents, medication, your phone, headphones, and a light layer, if useful for your trip. Put them in the main compartment or a pocket you can reach without unpacking the whole bag. These are practical packing suggestions, not an airline-mandated list.

Arrange the bag for screening
Pack in layers so you can remove or show items without having to empty the bag. TSA’s travel checklist recommends placing large electronics on the top layer for screening access and keeping the liquids bag accessible. See the TSA travel checklist.
- Place heavier or less frequently needed items low in the bag.
- Keep the liquids bag near the top or in an easy-to-reach pocket.
- Place large electronics on the top layer so they are accessible if screening requires them to be removed.
- Keep documents and in-flight essentials in a separate reachable pocket.
Follow U.S. TSA rules for liquids and medication
Standard liquids
For standard carry-on liquids at U.S. screening, TSA’s 3-1-1 rule allows containers of 3.4 ounces or less, packed in one quart-size clear plastic zip-top bag, with one such bag per passenger. Keep that bag accessible for screening. Check TSA’s current travel tips.

Medically necessary liquids
TSA allows medically necessary liquids, medications, and creams in quantities above 3.4 ounces or 100 milliliters, subject to separate screening. Liquid medication does not have to be placed in the quart-size bag. Present these items separately at screening and consult TSA’s current guidance if you are unsure how a particular item is handled.

Measure and test the bag after packing, not only when it is empty: soft sides can bulge, and contents can make a bag harder to fit under a seat. The airline’s limit still controls, so do not rely on a dimension from another carrier or assume a particular bag volume will fit every aircraft. The FAA recommends checking the airline’s guidelines and keeping the under-seat fit in mind. American Airlines’ size-limit page is one example of a carrier-specific policy.

If your bag is gate-checked, remove spare batteries and lithium battery-powered devices and keep them in the cabin. The FAA lists power banks, vapes, phones, and laptops among its examples. Follow the FAA’s carry-on battery guidance and ask airline staff if you are uncertain how to handle a device.
