Manage an Indonesia portfolio as a combined currency-and-liquidity problem: define the currency of your liabilities, measure net USD/IDR exposure after natural offsets, set limits before choosing a hedge, reserve cash for settlement and redemptions, and test the portfolio against a rupiah shock occurring at the same time as wider spreads and foreign outflows. Eligible non-resident investors can examine Bank Indonesia’s USD/IDR domestic non-deliverable forward (DNDF) window, while other portfolios may use deliverable forwards, swaps or options subject to local rules and counterparty requirements.
Why Indonesia portfolios need a joint currency and liquidity policy
A foreign investor can lose money even when an Indonesian security’s local-currency price is stable. The result in the investor’s base currency depends on the rupiah exchange rate, the timing of coupons and dividends, the ability to sell at a reasonable price, and the cash needed for margin, settlement or withdrawals.
Indonesia is particularly sensitive to international portfolio flows. The International Monetary Fund’s 2025 external-sector assessment says reliance on foreign portfolio investment exposes the economy to “sharp swings in market sentiment and risk premia” and to changes in global financial conditions. The same assessment reports official reserves of US$156 billion in 2024, equal to 11.2% of GDP and 6.4 months of prospective imports. Those reserves support external resilience, but they do not prevent losses on an individual unhedged portfolio or guarantee market depth during a sell-off.

Liquidity has several dimensions:
- Cash liquidity: money available for settlement, margin and withdrawals.
- Market liquidity: the size of a position that can be sold without moving the price excessively.
- Funding liquidity: continued access to borrowing or secured financing.
- Settlement liquidity: the ability to deliver the correct currency and securities on time.
- Collateral liquidity: assets that a counterparty will accept, at a valuation and haircut that remain usable in stress.
The IMF’s 2025 stress-testing work describes overall Indonesian bank liquidity as sound while warning that foreign-exchange liquidity risks require close monitoring and that liquidity-coverage requirements should apply to all banks. A portfolio policy should therefore stress both the exchange rate and the mechanics of raising cash.

Start with a net currency exposure map
Choose the base currency in which performance is reported and future obligations are measured. Then list every asset, liability and cash flow by currency and date. Include securities, dividends, coupons, subscriptions, redemptions, tax payments, management fees, derivative margin and any borrowing.
Measure assets, obligations and cash flows
For each time bucket, calculate:
- Indonesian-rupiah assets and expected rupiah receipts;
- US-dollar or other foreign-currency assets and receipts;
- foreign-currency liabilities, investor withdrawals and operating costs; and
- derivative notional amounts, collateral and settlement obligations.
Net exposure is the amount left after offsets. An Indonesian asset is not automatically a rupiah risk: an exporter whose revenues are in US dollars may have a natural dollar offset, while a fund with dollar redemptions can remain exposed even when it owns only rupiah securities. Record the timing as well as the amount; a six-month asset does not fully offset a dollar payment due next week.
Use the Net Open Position concept correctly
Bank Indonesia (BI) describes its Net Open Position (NOP) instrument as a way to limit the gap between foreign-currency assets and liabilities, control excessive currency mismatch and maintain liquidity resilience in the banking industry. A securities portfolio is not a bank NOP calculation, but the same control principle is useful: manage the mismatch between foreign-currency assets and obligations rather than looking only at the gross size of either side.

- strategic and tactical net USD/IDR exposure;
- the maximum unhedged share of the portfolio;
- hedge ratios by asset class and cash-flow date;
- maximum exposure to each derivative counterparty;
- permitted hedge tenors and rollover tolerances;
- minimum cash and high-quality liquid assets; and
- who may approve an exception and how quickly it must be escalated.
BI financial-market guidance lists maximum outstanding positions of 100% of portfolio value for foreign-exchange purchases and 25% for foreign-exchange sales, subject to the applicable framework. Treat those figures as regulatory parameters to verify for the relevant investor and transaction, not as a universal portfolio allocation rule. Rules, eligible instruments and thresholds can change as BI and the Financial Services Authority (OJK) respond to market conditions.
Choose a hedge ratio deliberately
A fully hedged policy targets nearly all measured exposure but can create large cash and rollover requirements. A partial hedge leaves room for rupiah appreciation and reduces derivative costs, while an unhedged policy accepts exchange-rate volatility in exchange for operational simplicity. Decide using the investor’s liabilities, risk tolerance, investment horizon and ability to supply collateral—not a generic percentage.
Build liquidity buckets and a liquidation waterfall
Separate assets by how quickly they can fund an obligation in normal and stressed markets. A written waterfall prevents a redemption from forcing an indiscriminate sale of the least liquid holdings.
| Bucket | Purpose | Typical contents | Control questions |
|---|---|---|---|
| Immediate | Today-to-next-settlement needs, margin and expected withdrawals | Settlement cash, accessible deposits and cash already posted for near-term obligations | Can it be transferred and settled in the required currency on time? |
| Operating | Needs over the next several months | Highly liquid government bills, money-market instruments or deposits matched to the cash-flow schedule | What haircut, bid-ask spread and settlement delay apply in stress? |
| Strategic | Longer-horizon return and exposure | Assets with longer liquidation times, wider stressed spreads or more complex settlement | Which assets are sold last, and what approvals are required? |
Size the immediate bucket from a cash-flow forecast, not from a fixed percentage. Add expected margin calls, subscriptions and redemptions, taxes, fees and a buffer for delayed settlement. BI notes that efficient, liquid and deep money markets give participants more flexibility to manage funding and investment; that market depth should be treated as a condition to monitor, not as a permanent assumption.

Stress-test price, flow and liquidity shocks together
A currency hedge can perform as designed and the portfolio can still fail if assets cannot be sold or collateral cannot be delivered. Run combined scenarios at least quarterly and whenever exposures or market conditions change.
Core scenarios
- Rupiah depreciation: test a 10% and a 20% fall against the portfolio’s base currency.
- Spread and depth shock: widen bid-ask spreads, reduce executable market size and apply larger haircuts.
- Flow shock: model foreign-investor outflows and a simultaneous redemption wave.
- Settlement shock: delay a payment or securities delivery and calculate the resulting overdraft or failed trade.
- Margin shock: increase initial and variation margin on forwards, swaps or options.
- Basis shock: make the hedge reference rate move differently from the portfolio’s actual conversion rate.
For each scenario, calculate the base-currency loss, cash required over one day and one week, collateral calls, assets that can be sold without breaching limits, and the point at which a forced sale would occur. Include a reverse stress test that asks what combination of rupiah move, redemption and spread widening would exhaust the immediate and operating buckets.
Choose the hedge instrument that matches the exposure
| Instrument | Best fit | Main benefits | Risks and obligations |
|---|---|---|---|
| Deliverable forward | A known currency amount on a known future date | Simple payoff and close tenor matching | Counterparty credit, mark-to-market, rollover, settlement and collateral risk |
| USD/IDR DNDF | Eligible non-resident portfolio investors hedging an approved Indonesian securities exposure | Settles the difference rather than delivering the full currency; BI describes six- and twelve-month tenors | Eligibility, underlying-transaction, fixing, counterparty, basis, margin and market-liquidity requirements |
| Swap or cross-currency swap | Recurring or longer-dated cash flows | Can exchange streams of principal and interest and reduce repeated short-dated rolls | Basis risk, collateral, valuation complexity, counterparty and early-unwind costs |
| Option | Protection against an adverse move while retaining upside | Asymmetric protection and a known maximum loss on the option itself | Upfront premium, implied-volatility cost, expiry management and possible liquidity or collateral needs |
BI rules recognize spot, forwards, swaps, options, cross-currency swaps and call-spread options against the rupiah. The permitted product, documentation, settlement method and underlying transaction depend on the applicable BI and OJK framework and the investor’s status.
How the USD/IDR DNDF window works for eligible non-residents
BI describes a USD/IDR DNDF hedge facility for non-resident portfolio investment. The published description identifies six-month and twelve-month tenors, JISDOR as the fixing reference, and eligible Indonesian securities as underlying transactions: Bank Indonesia Rupiah Securities (SRBI), government bonds (SBN), corporate bonds, asset-backed securities and equities.

A DNDF settles the rupiah-versus-dollar difference in cash instead of requiring delivery of the full dollars. That can reduce delivery logistics, but it does not remove risk. The investor must confirm that it qualifies as a non-resident portfolio investor, that the security and transaction meet the underlying criteria, that the intermediary is authorized, and that the fixing and settlement terms match the portfolio’s exposure. A DNDF linked to JISDOR may not perfectly offset a portfolio converted at a custodian’s rate, an auction price or a security-specific valuation.
Questions to confirm before trading a DNDF
- Which BI/OJK rule and investor classification authorize the trade?
- Is the exact security type and amount an eligible underlying transaction?
- Is the six- or twelve-month tenor appropriate, or will an earlier unwind be needed?
- What JISDOR fixing date, settlement currency, margin and collateral terms apply?
- How will the hedge be valued, reported and rolled when the underlying security is sold or matures?
- What happens if the counterparty fails, the fixing is unavailable or the market becomes temporarily illiquid?
Match hedge tenor and notional to the cash-flow schedule
Hedge the amount and date of the exposure rather than the market value alone. A bond coupon due in three months calls for a three-month hedge; a floating stream of equity redemptions may require staggered maturities. A single twelve-month hedge against assets that are likely to be sold in two months creates an unwind and basis problem.
Use a maturity ladder with separate lines for principal, coupons, dividends, subscriptions, redemptions and derivative settlements. Rebalance when the asset is sold, when a payment date changes or when the hedge ratio moves outside its band. Rolling every hedge on the same day can concentrate liquidity and pricing risk; stagger maturities where practical.
Evaluate the total cost and residual risk
Compare every candidate hedge on the same worksheet. Include:

- expected reduction in base-currency volatility;
- forward points, swap spread or option premium;
- bid-ask and brokerage costs;
- basis risk between the contract fixing and the portfolio valuation rate;
- roll frequency and the cost of replacing an expiring hedge;
- initial and variation margin, collateral haircuts and the cost of liquidating collateral;
- counterparty credit exposure and netting terms;
- settlement currency and operational cut-off times;
- liquidity of an early unwind; and
- documentation, tax and accounting treatment.
The cheapest quoted instrument is not necessarily the lowest-risk choice. A hedge that requires collateral precisely when Indonesian assets are hardest to sell can increase total portfolio risk.
Implement the policy step by step
- Set the base currency and objective. State whether the goal is to protect reported returns, fund a known liability, stabilize distributions or limit a maximum drawdown.
- Create the exposure ledger. Capture each position, cash flow, liability, derivative notional, maturity, valuation rate and owner.
- Net natural offsets. Offset dollar revenues against dollar expenses and expected withdrawals only when their timing and reliability are documented.
- Approve limits. Set net exposure, unhedged, counterparty, tenor, collateral and liquidity limits before a trade is requested.
- Fund the buckets. Reserve immediate cash first, then the operating bucket; place longer-liquidation assets in the strategic bucket with a documented sale order.
- Select and document the hedge. Record instrument, notional, fixing, maturity, collateral, settlement, underlying transaction and permitted unwind authority.
- Execute with approved counterparties. Obtain independent pricing or valuation and confirm trade details against the exposure ledger.
- Monitor daily. Report net USD/IDR exposure, mark-to-market, margin, collateral availability, liquidity-bucket balances and limit utilization.
- Test and rebalance. Run combined stress scenarios, investigate breaches, and rebalance or roll only under the written policy.
- Close the loop. Reconcile settlements, document exceptions and review the policy after material portfolio, investor-base, regulatory or market-liquidity changes.
Governance controls that prevent forced selling
Counterparty and collateral controls
Use approved banks or dealers, set bilateral limits, require enforceable netting documentation where applicable, and diversify maturities so one counterparty cannot create a single-point failure. Track collateral by currency, haircut and time to liquidation. Do not count collateral that is pledged, encumbered or inaccessible for the same-day obligations it is meant to cover.
Independent valuation and escalation
Value derivatives independently from the trading desk, reconcile confirmations and investigate unexplained differences. Define a breach ladder: immediate notification for a liquidity or collateral shortfall, senior approval for temporary limit excess, and a documented remediation date. A policy that has no owner, deadline or escalation path is not an effective limit.
Operational readiness
Maintain tested instructions for settlement accounts, JISDOR or other reference-rate fallback, margin calls, failed trades and emergency redemptions. Run a tabletop exercise with the custodian, treasury team, risk officer and counterparties. Confirm who can authorize an unwind outside normal dealing hours.
Common mistakes and their fixes
- Hedging gross assets instead of net obligations: build the currency ledger and include liabilities and cash flows.
- Assuming a liquid security remains liquid in a crisis: apply stressed spreads, depth and haircuts in the operating-bucket test.
- Using a hedge with the wrong fixing or date: match the contract reference rate and maturity to the actual conversion and payment schedule.
- Ignoring collateral calls: reserve immediately usable cash and model a margin increase alongside the rupiah shock.
- Rolling all contracts at once: stagger maturities and monitor the aggregate rollover calendar.
- Treating BI limits as a complete investment policy: verify the current rule for the investor and transaction, then add internal risk and liquidity limits.
- Assuming a DNDF is available to every foreign investor: verify non-resident status, eligible underlying securities, tenor, intermediary and settlement terms before relying on it.
- Measuring only mark-to-market: report cash, settlement, collateral and market-depth risk alongside price exposure.
A practical monitoring dashboard
At least daily during volatile conditions, show:
- net USD/IDR exposure by maturity and portfolio sleeve;
- hedged and unhedged percentages against policy bands;
- derivative mark-to-market, margin due and collateral available;
- cash in the required settlement currencies;
- immediate, operating and strategic bucket balances;
- largest counterparty exposure and remaining credit capacity;
- expected subscriptions, redemptions, coupons and maturities;
- stressed liquidation value after spreads and haircuts; and
- results of the latest combined currency-and-liquidity scenarios.
The dashboard should identify the decision required, not merely display numbers: add cash, reduce exposure, roll a hedge, transfer collateral, restrict subscriptions or escalate a limit breach.
Bottom line for an Indonesia portfolio
Use a written policy that treats rupiah exposure and liquidity as one system. Measure net assets against liabilities and cash flows, reserve cash in time-based buckets, stress a 10–20% rupiah move together with outflows and weaker market depth, and choose forwards, DNDFs, swaps or options only after comparing basis, rollover, collateral, counterparty and settlement risks. For eligible non-resident investors, BI’s six- and twelve-month USD/IDR DNDF framework is a potential tool—not a substitute for eligibility checks, liquidity reserves and daily governance.
