Before entering a crowded event, agree on two safe meeting places, how family members will contact one another, and which adult is responsible for each child or dependent. At the venue, identify exits and official help points. If an emergency occurs, follow staff and public-safety directions first—never send anyone toward an incident scene to reunite.

Why make a plan before a crowded event?

A mass gathering is an event where many people come together, whether planned or not, according to Ready.gov. Large events can involve crowd surges, medical emergencies, mass-casualty incidents, and security threats; FEMA’s large-scale event exercise materials frame preparation across prevention, protection, response, and recovery. A short family plan helps people act without having to improvise under stress.

Before the event, agree on the plan

Choose a primary and backup meeting place

Pick a recognizable primary meeting point and a second location in case the first is closed, crowded, or unsafe. Make both locations specific enough that children and adults can identify them, and choose places away from likely hazards. Ready.gov recommends deciding on a family meeting place as part of emergency planning. The venue’s instructions take priority: do not use a meeting point if staff or emergency responders direct people elsewhere.

Set a simple contact plan

  • Make sure each adult has the phone numbers they may need, including one trusted contact who lives outside the local area.
  • Agree how family members will try to reach one another and what to do if mobile service is unavailable or a phone battery runs out. An out-of-town contact may be able to relay updates if local communications are disrupted.
  • Give children a simple, age-appropriate way to reach a responsible adult, such as memorizing a caregiver’s number or carrying it somewhere accessible.
  • A charged phone power bank is optional support, not a substitute for the contact plan. Ready.gov also advises having alternative ways to charge phones during outages.

Assign responsibilities and explain what children should do

Decide which adult is responsible for each child or dependent, including anyone who may need help moving or communicating. Explain that if a child becomes separated, they should seek help from an identifiable venue staff member or official and follow the family’s simple instructions. Keep the plan short enough to remember, and practice it calmly before the event. Adapt it for each person’s age, access needs, communication needs, or medical needs.

At the venue, orient yourselves

  1. Find exits. Notice the nearest exits and how to move toward them without relying on a single route.
  2. Locate official help. Identify venue staff, information points, first-aid areas, or other official assistance locations where available.
  3. Review the plan briefly. Confirm the meeting places and contact route, and remind children which staff or officials they can approach for help.
  4. Stay aware. Pay attention to changes in the crowd and follow venue staff and public-safety instructions.

Facilities and procedures vary by venue. For example, the National Park Service’s National Mall event guide covers site-specific layouts, first-aid and reunification tents, water provision, and emergency access; those arrangements should not be assumed at other events.

If someone is separated, or an emergency begins

During an active emergency, move away from danger

Follow official evacuation or shelter directions, and do not send anyone back into a hazardous area. A planned family meeting point never overrides instructions from venue staff or emergency responders. If the designated location is unsafe or closed, use the backup only if it is consistent with official directions.

Reunite from a safe place—not at the incident

Once everyone is in a safe location, use the agreed contact route and meeting point, following official updates. Do not converge on the incident site. FEMA’s reunification guidance warns that reunification at an incident scene can impede emergency response and crime-scene investigation, intensify an already distressing situation, and expose families to media and onlookers. The guidance recommends planning a safe backup location and accessible, secure reunification arrangements; current venue and local emergency instructions should guide what you do.

Keep the plan usable

  • Use locations and instructions family members can recognize and remember.
  • Revisit the plan if the venue’s layout, event arrangements, or official instructions change.
  • Give children only the steps they can realistically follow, and make sure each adult knows their assigned responsibility.
  • Do not assume a particular reunification tent, help point, phone connection, or access arrangement will be available; check the venue’s current information.
