To lower electricity costs as you electrify, first reduce the home’s heating and cooling needs, then choose efficient equipment for the loads that remain. After that, use a time-of-use rate or utility program to shift flexible usage only if your utility’s actual terms make it worthwhile. Start with your bill and local rates: the best upgrade depends on what equipment and fuel you are replacing, the home’s condition, installation costs, and available incentives.

Start with the bill and your biggest loads

Electrifying a home changes which fuels you buy; it does not automatically make energy cheaper. Before choosing an upgrade, review your usage history, electricity tariff, heating fuel, and the equipment you plan to replace. Compare the expected annual energy use and bill impact separately: a reduction in electricity use does not necessarily translate into the same percentage reduction in total household costs.

The U.S. Department of Energy says home heating typically uses more energy than any other home system and averages about 30% of a utility bill. That is a broad average, not a forecast for your home. Your climate, insulation, heating system, household habits, and rates can produce a very different result. See the DOE overview of tax credits, rebates, and savings.

Reduce the home’s heating and cooling needs

Air sealing and insulation can reduce the amount of heating and cooling a home needs, which can limit the electricity required from new equipment. The right priorities depend on the home’s existing condition; a home energy assessment can help identify where improvements are most useful. Weatherization can improve the economics of electrification, but it does not replace correct equipment sizing and installation.

Choose equipment based on what it replaces

Space heating: compare heat pumps with the existing system

A modern heat pump can reduce electricity use for heating by approximately 65% compared with electric resistance heating, such as baseboard heaters. This DOE comparison is about electricity used for heating—not a guaranteed 65% reduction in your bill, and not a comparison with every fuel or heating system. The financial result depends on climate, installation, existing equipment, household usage, and local electricity and fuel prices. The DOE’s overview provides the comparison.

If you are replacing a gas, oil, or propane system, compare the expected cost of operating the proposed heat pump with the cost of the fuel and electricity used by your current system. Ask for estimates based on your home and local rates rather than applying a general efficiency statistic to your bill.

Water heating: consider a heat pump water heater

ENERGY STAR says certified heat pump water heaters use 70% less energy than a standard electric water heater. This is a category-level comparison, not a promise of household savings. Savings relative to gas depend on local utility rates, and the installed cost and practical fit matter too.

Use cheaper hours only when your utility offers a real advantage

A time-of-use plan can make some hours cheaper than others, while a demand-response program may reward or request reduced or shifted use at particular times. Neither benefit is automatic: check the utility’s actual hours, rate differences, enrollment rules, and any program requirements before changing how equipment runs.

ENERGY STAR notes that many heat pump water heaters offer grid connectivity and can support time-of-use plans or demand response where available. Confirm that the model is compatible with your utility’s program and that shifting operation fits your household’s hot-water needs. Check incentives before committing

Rebates and utility offers depend on location, program participation, eligibility, and funding. The DOE describes Home Energy Rebates, including HOMES as a whole-home rebate route and HEAR as an electrification rebate route. ENERGY STAR’s HEAR program guidance lists maximum amounts for eligible upgrades, but states may narrow what they offer and who qualifies. Check your state program and utility for current terms before purchase; a program’s maximum is not a guarantee that a household will receive that amount.

Do not count the federal Energy Efficient Home Improvement Credit as a benefit for a 2026 purchase. ENERGY STAR says qualifying purchases and installations had to occur by December 31, 2025. State, local, and utility rebates may have different timelines and rules. Consult ENERGY STAR’s federal tax credits page for the credit’s stated cutoff and verify any current local offers separately.

Compare upgrades before choosing one

There is no universally cheapest electrification upgrade. For each option, compare the factors that determine both the bill and the project’s feasibility:

  • What it replaces: Identify the current fuel, equipment, and rate, then compare them with the proposed electric system and tariff.
  • Energy use and cost: Estimate annual energy use and annual bill change as separate figures.
  • Project cost: Include installed cost and expected maintenance, not just the equipment price.
  • Home fit: Check sizing, space, household needs, and any required electrical work.
  • Incentives: Confirm local availability, eligibility, and current terms before relying on a rebate.
  • Rate flexibility: Verify whether a time-varying rate or demand-response program exists and whether the equipment can use it.
