A hosted OTT service can handle parts of the catalog, playback and billing journey, but you still need to verify child-safety controls, legal obligations, licensing and total costs for your particular service.
1. Define the service before choosing a platform
Write down what families are buying and how they will use it. These choices shape the product, the platform requirements and the privacy questions you need to resolve.
- Audience: Specify the intended age range and whether the service is aimed at children, parents or both.
- Purchaser and viewer: Decide whether a parent or guardian buys access and how children will watch. Do not assume a platform supports parent-managed accounts or child profiles; confirm those capabilities directly.
- Catalog: List the content categories, languages, release schedule and whether access will be to a complete collection or selected titles.
- Territories and devices: Choose the countries you plan to serve and the web, mobile or TV devices you need to support. Confirm availability for each with any prospective provider.
- Business model: Decide whether you are building a standalone subscription, including the channel in a wider membership, or offering subscriptions alongside one-time purchases or free samples.
- Data needs: Identify what information is genuinely necessary for account creation, payment, playback, support and measurement. Avoid collecting information about children simply because a platform or analytics tool makes it available.
2. Map privacy responsibilities before collecting viewer information
Make a data map covering every collection or disclosure point: registration, checkout, profiles, viewing analytics, email marketing, app software development kits (SDKs), customer support, advertising and measurement vendors. For each, identify what information is involved, who controls the practice and which vendors handle it on your behalf. This map helps expose gaps in your proposed parent and child experience before launch.
In the United States, FTC guidance says COPPA applies to commercial services directed to children under 13 and may also apply to general-audience services that have actual knowledge they are collecting personal information from children under 13. Covered operators generally need a privacy policy, direct notice to parents and verifiable parental consent before collecting children’s personal information, subject to limited exceptions. Whether your particular service is covered depends on its facts; get qualified legal advice and check the FTC’s COPPA FAQ before settling your design.

Publishing on a third-party platform does not automatically settle the question. The FTC says a creator’s channel may meet COPPA’s definition of a covered website or online service depending on the content and information collected by the creator or on the creator’s behalf. See the FTC FAQ for its guidance on channels and third-party platforms.
For a service available in the UK, the Information Commissioner’s Office Children’s Code guidance includes online TV and radio providers; it explains that on-demand services can qualify as information society services because delivery is at the viewer’s individual request. A cross-border launch needs a jurisdiction-by-jurisdiction assessment: US COPPA and the UK guidance do not constitute a survey of every country’s rules. Review the ICO guidance on the Children’s Code and online TV and radio and seek advice for your target markets.
3. Choose how families will pay and watch
A hosted over-the-top (OTT) service can reduce the need to build video ingestion, playback, checkout and subscription operations from scratch. Compare providers across the whole customer journey rather than choosing on a headline fee alone.

Vimeo OTT’s documentation describes recurring monthly or annual access to video collections, as well as transactional purchases and rentals. Its subscription setup page reports one subscription product per site, minimum recurring prices of $1.99 per month and $12.00 per year, and free-trial options of 3, 7, 14 or 30 days. These are vendor-reported details on the Vimeo OTT subscription setup page, not a recommendation; confirm current availability and terms with Vimeo before relying on them.

Check the current Vimeo OTT pricing breakdown and calculate total costs at your expected subscriber levels rather than comparing only the customer-facing subscription price.
Include payment processing, app distribution, content delivery, customer support, refunds, taxes and marketing in that estimate. Ask prospective providers about web and app availability in your territories, parent-managed accounts, child profiles, age-appropriate controls, deletion workflows, accessibility, language support, analytics, content protection, uptime and migration. The available provider descriptions do not establish an apples-to-apples answer on these points.

Vimeo describes its OTT tools as including a branded site, catalog management, analytics and payment processing; its documentation associates branded apps and some additional features with Enterprise. Uscreen describes itself as a video membership service with apps and streaming across devices. Treat these as vendor descriptions, not proof that either product has the child-account, parental-control, privacy or support capabilities your service needs. Review Vimeo’s OTT overview and the Uscreen product page, then verify the requirements directly with each provider.
4. Use YouTube for discovery with realistic expectations
YouTube can introduce families to your work, but its Made for Kids designation removes features that creators may expect to use for community building or monetization. YouTube lists personalized ads, comments, live chat, channel memberships, notifications and playlist saving among the unavailable features for Made for Kids content. Read YouTube’s explanation of features affected by Made for Kids content before building a subscription funnel around them.

Set audience designations accurately; do not label child-directed content as general-audience content simply to preserve features. YouTube’s guidance on choosing an audience setting explains the designation process. Plan your discovery approach around the features that will actually be available to your content.

5. Clear the catalog’s rights before selling access
For each title, document that you own the necessary rights or have a license broad enough for the service you intend to run. Check the scope of permissions for:
- The underlying story, script, illustrations, music and other creative works.
- Performances and any required permissions from performers or other contributors.
- Translations, artwork, thumbnails, trailers and promotional excerpts.
- Subscription streaming, the intended territories and term, and any exclusivity restrictions.
- Use in websites and apps, and whether downloading or other delivery methods are included.
A right to use a piece of music or artwork in one context does not, by itself, establish permission for every territory, device or promotional use in a paid video service. Keep the signed agreements and licenses organized by title and asset. The scope of your rights is specific to your catalog, so obtain appropriate legal advice rather than relying on a generic checklist.

Before opening paid access, write clear parent-facing information and test the entire path from purchase to cancellation. Include age-appropriate descriptions and artwork, a route for parents to contact support, clear billing and cancellation terms, a privacy notice, and an incident-response process.

- Test the purchaser flow: Use the devices and countries you intend to support. Confirm that a parent can understand the price, renewal, trial and cancellation terms before paying.
- Test child viewing: Check playback, navigation and content descriptions on your intended devices. Verify that the chosen service’s account and profile behavior matches your privacy and age-design needs.
- Test account changes: Walk through cancellation, account deletion and any applicable parent request process. Confirm who handles each request and how it is routed.
- Test support and incidents: Make sure a parent can find the support route and that your team knows how to respond to a privacy or safety concern.
- Recheck the economics: Compare expected subscription income with platform and payment fees, app costs, delivery, support, refunds, taxes and marketing. Revisit the estimate if the provider’s contract or fee schedule changes.
