The most reliable setup is a combination of a Steam bandwidth cap, an automatic-update time window, and per-game update rules. Set those controls in Steam > Settings > Downloads, then use each game’s Properties > Updates page to decide which titles stay current. Steam’s Download Manager lets you watch the queue, pause a transfer, or move an update behind other work. This limits network contention without pretending that patch unpacking, disk writes, or antivirus scans have no effect on your computer.
What actually slows a PC during a Steam update
A Steam update has several stages. The client downloads data, writes it to the installation drive, unpacks or applies the patch, and may trigger file indexing or antivirus scanning. A bandwidth cap controls the first stage. Scheduling controls when that network and disk work begins. The Download Manager controls which transfer runs first. None of these settings guarantees zero CPU, memory, disk, or network impact while a patch is being applied.
That distinction matters when diagnosing a sluggish computer. If a video call breaks up while Steam is downloading, reduce the download rate or pause the queue. If the connection is fine but a game stutters while files are being patched, the storage drive or patch process may be the bottleneck; move the update to a quiet period and leave free space on the destination drive. There is no hardware-independent percentage improvement to promise, because Valve publishes controls and policy descriptions rather than a universal CPU, RAM, disk, or internet-speed benchmark.
Use Downloads settings as the global control panel
Open Steam and choose Steam > Settings > Downloads. Keep the Download Manager visible when you need to identify the game using the connection, pause a transfer, or change queue order. Menu wording can change with Steam client releases, so look for the Downloads page and the game’s Updates page if your labels differ slightly.

Choose a bandwidth limit that leaves headroom
Enable Steam’s download restriction and select a rate that leaves capacity for video calls, browsing, streaming, cloud backups, and other people or devices on the network. Start conservatively during work or gaming hours and raise the limit during an overnight window if the connection is otherwise idle.
Check the unit shown by your client before entering a number. Steam can display bytes per second, such as MB/s or KB/s, or bits per second, such as Mb/s or Kb/s. A byte contains eight bits, so a value that looks identical can represent an eightfold difference in transfer rate. Match the cap to the unit on screen rather than copying a number from an internet-speed test without converting it.
- Go to Steam > Settings > Downloads.
- Find the download-rate limit control and confirm whether the displayed unit uses bytes or bits.
- Enter a cap that preserves enough unused capacity for your foreground activity and other household traffic.
- Start or resume an update, then watch the Download Manager to verify that the observed rate stays near the selected ceiling.
- Adjust the limit if calls, streams, or another game still compete for bandwidth.
The cap limits Steam’s transfer rate; it does not make a large patch finish sooner. Its purpose is predictable sharing, not maximum download speed.

Why a cap can still leave the PC busy
Steam may download compressed data and then perform disk-intensive work. A modest network rate can therefore coincide with high disk activity while files are unpacked or replaced. If your foreground application slows during that phase, pause the update in the Download Manager, let the application finish, and resume during a quiet period. A full or nearly full drive can also make patching more disruptive, so storage management is part of the solution.

Schedule routine updates for quiet local hours
Steam provides an Only auto-update games between time window. Set it to the quietest hours in your own local time, often overnight or while you are away from the computer. The window moves routine automatic downloads out of work and play periods; it does not make updates impossible outside the window.
- Open Steam > Settings > Downloads.
- Enable Only auto-update games between.
- Choose a start and end time that avoids meetings, online play, streaming, and other predictable demand.
- Leave the computer and network available during that period if you want updates to complete.
- Use the Download Manager to check the queue the next day and manually start an urgent update when necessary.
Launching a game or manually starting a download can override the scheduled window. Treat the schedule as a default for routine maintenance, not as a hard firewall. If a title must be ready immediately, start it manually and accept the temporary bandwidth and disk activity.
Set a different update policy for each game
Global scheduling is useful, but games have different freshness requirements. On a game’s Library page, open the menu for the title and choose Properties > Updates. Select the policy that matches how often you play and how disruptive an unexpected patch would be.

These are practical trade-offs inferred from Valve’s documented controls: always-updated favors readiness, launch-only favors control, and high priority favors one title at the expense of queue fairness. A launch-only setting does not eliminate the download; it postpones it until you launch the game, when the required patch may delay play.

Change the policy step by step
- Open Library and select the game.
- Choose the game’s menu, then Properties.
- Open Updates.
- Select Always keep this game updated, Only update this game when I launch it, or High Priority – Always auto-update this game before others.
- Review the background-download option on that page. If downloads compete with active play, disable or restrict background downloading according to the label shown by your client.
Use high priority sparingly. Giving several games exceptional priority defeats the purpose of a queue and can make less important titles wait indefinitely.
Manage live transfers in the Download Manager
The Download Manager is the operational view of Steam’s update system. It shows which game is transferring, which items are queued, and whether a task is waiting, downloading, installing, or paused. When a meeting starts or another application needs the connection:
- Pause the active update to release bandwidth quickly.
- Resume it after the competing activity ends.
- Reorder the queue so the title you need first is ahead of optional updates.
- Start manually when an urgent update should not wait for the scheduled window.
- Check the current rate before changing the cap; a low rate may reflect disk installation rather than the network.
Queue changes are temporary operational decisions. Per-game policies determine what Steam will try to do later, while the Download Manager determines what happens right now.

Steam has also described a newer policy that defers less urgent updates based on play history and bandwidth availability. Valve’s Steam Team wrote on December 11, 2024: “Steam continues to try to strike a balance between keeping your games ready to play and efficiently using your bandwidth.” If your client offers a global let Steam decide policy, leaving it enabled provides low-maintenance behavior; add per-game exceptions when a title needs a different rule.

This adaptive behavior means two installed games may not update at the same time even when both have patches. Review the global policy and the exceptions on games that must be ready for a scheduled session. Valve previously stated on March 30, 2020: “Only games played within the last 3 days will be updated immediately.” That dated statement explains why play history can influence update timing, but it should not be treated as a promise that every current client uses the same threshold. Client releases can change policy and labels.
Keep updates from interrupting active play
There are two separate questions: whether Steam is allowed to download while you play, and whether a downloaded patch is being applied to the same drive. On the game’s Properties > Updates page, review the background-download setting. For a latency-sensitive game or a weak connection, stop background transfers during play and resume them afterward. For a single-player title where network use is not important, allowing background downloads may be acceptable if disk activity does not cause stutter.
If another game needs the connection, open the Download Manager and pause or reorder the update rather than changing every game’s policy. This preserves your long-term rules while solving the immediate conflict. Launching a game can also trigger a launch-only update, so check its policy before a time-sensitive session.

Relieve disk pressure by moving a library folder
When storage, rather than bandwidth, is the limiting factor, move an infrequently played game to another Steam Library folder. This changes where the installed files are stored; it does not replace bandwidth scheduling and does not make a future patch download automatically faster.

- Use a destination drive with enough free space for the existing installation and future patch work.
- Prefer a drive whose performance is appropriate for the game; moving files to slower storage can increase load times even if it frees the system drive.
- Move rarely played titles first, preserving the fastest or least crowded drive for games you launch often.
- After the move, verify the game appears installed in the Library before deleting or reformatting the old drive.
The exact move command can vary with Steam client releases. Look for the installed game’s storage or move option in its Library management controls. The important distinction is that moving an installation reduces storage pressure without uninstalling and downloading the game again.

Troubleshoot common update problems
Steam uses all available internet despite a limit
- Return to Steam > Settings > Downloads and verify the limit is enabled.
- Confirm the unit: MB/s and Mb/s are not interchangeable.
- Watch the Download Manager for another queued transfer or a manually started download.
- Pause the queue during the immediate call or game session, then lower the cap before resuming.
An update starts during work hours
- Check whether Only auto-update games between is enabled and whether its times match your local schedule.
- Look for a manually started download or a game you just launched; either can override the routine window.
- Review the affected game’s Properties > Updates policy and its background-download option.
- Pause or reorder the item in the Download Manager while you finish work.
A game is not ready when you launch it
- Check whether it is set to Only update this game when I launch it.
- Open the Download Manager and start the update manually if the game is needed immediately.
- For future sessions, switch to Always keep this game updated or give it high priority.
- Keep the overnight window available so routine updates can complete before the next session.
The network is fine but the PC stutters during patching
- Pause the update and see whether foreground performance recovers.
- If it does, resume during an idle period; the bottleneck is likely patching or storage activity rather than download bandwidth.
- Check free space and consider moving an infrequently played installation to another Steam Library folder.
- Remember that antivirus scanning and file indexing can add work that Steam’s bandwidth controls cannot suppress.
Limits you should expect
Steam’s controls govern download scheduling, queue order, and transfer rate. They cannot guarantee that unpacking, patch application, antivirus scanning, or storage I/O will have no effect on foreground work. A scheduled window reduces surprise updates but does not prevent a launch-triggered or manually started download. A launch-only policy improves control but can postpone the inconvenience until the exact moment you want to play.
Because Valve can revise menu labels and update policy in new Steam client releases, use the current Settings > Downloads page and the game’s Properties > Updates page as the source of truth on your installation. The combination that usually gives the best balance is a bandwidth cap with headroom, an overnight local-time window, explicit exceptions for priority games, and active Download Manager control during calls or gaming.
