Install Emergency Uniform Pack (EUP) as ordinary FiveM resources: put the clothing stream and its menu in your server’s resources directory, install the dependency named by that menu release, add the resources to server.cfg in the required order, then perform a full server restart and reconnect. A typical menu is opened with /eup, but the command belongs to the menu resource and can differ between releases.

Before changing files, use a fully updated, legitimate GTAV installation, a working FXServer and a registered Cfx license key. Also verify that your server is allowed to stream custom clothing: EUP Maker Help states that an Element Club Argentum key or higher is required unless sv_maxclients is 10 or less. If that eligibility rule is not met, uniforms may never appear and the server may show no useful error.

What is EUP on FiveM?

EUP is a collection of streamed clothing models and textures plus, usually, a menu or clothing integration that lets players select emergency-service uniforms. It does not replace the FiveM server executable or modify the base game installation. The clothing is delivered by a resource, while the menu resource provides a way to apply the streamed components to a player ped.

• Clothing stream: the resource containing the models and textures, normally in a stream directory.
• Menu or integration: the resource that exposes the uniforms through a command, wardrobe, clothing shop or job system.

Some menu releases also require a framework library. Older EUP instructions use NativeUI; a 2023 Cfx.re menu release describes itself as using ox_lib. Those dependencies are not interchangeable instructions: install exactly what the README for your menu build names.

What do I need before installing EUP?

Prepare the game, server and file access first. Installing a resource cannot fix an invalid game copy, an unlicensed server or a host that does not permit full restarts.

Game and server prerequisites

• GTAV: FiveM requires a fully updated installation of GTAV, and Cfx.re says illegitimate copies are not supported.
• FXServer: the server must already start normally and allow you to edit its resource files and server.cfg.
• Cfx license key: register a free server license key in the Cfx Portal and configure it in the server before adding EUP.
• Host access: you need SFTP, FTP or panel access to upload complete resource folders, plus permission to stop and fully restart the server.
• A compatible EUP release: confirm that the pack is intended for FiveM and that its license permits your use. An old Cfx.re thread from 2018 is marked support discontinued; treat it as historical documentation, not proof of a current official download.

Clothing-streaming eligibility

EUP Maker Help says custom clothing streams when the server has a Cfx Element Club Argentum key or higher, or when sv_maxclients is 10 or less. It specifically warns that, without eligibility, items never appear and no error may be reported. An older Cfx forum guide cites sv_maxclients 8, so verify the current Cfx.re policy for your server rather than assuming the older number is still authoritative.

Where should I put eup-stream, eup-ui and the dependency?

Keep each resource in its own folder and do not remove its manifest. A common layout is:

The manifest may be the older __resource.lua format instead of fxmanifest.lua; preserve whichever file the pack includes. The category folder, such as [EUP], is only an organizational wrapper. FiveM starts the folders inside it, not the wrapper itself.

Do not nest a resource one level too deep. For example, the server should be able to find resources/[EUP]/eup-stream/fxmanifest.lua. If extraction creates eup-stream/eup-stream/fxmanifest.lua, move the inner folder up so the manifest is at the resource root.

1. Choose a rights-authorized pack. Verify the source, license and release status. Do not assume that a discontinued forum attachment is a current official distribution.
2. Stop the server. Use the host panel or console shutdown command and wait until the process has exited before editing or uploading files.
3. Back up the configuration. Save a copy of server.cfg and the existing resources directory, especially if other clothing packs are already installed.
4. Extract locally. Unzip the download on your computer. Keep the original folder names, manifests, stream folders and any README files.
5. Upload the stream resource. Copy the complete eup-stream folder into resources or a category such as resources/[EUP]/.
6. Upload the menu resource. Copy eup-ui or the menu folder supplied with your release beside the stream resource, not inside it.
7. Install the named dependency. If the README says NativeUI, upload the NativeUI resource. If it says ox_lib, install that release and follow its own setup requirements. Never add a dependency merely because another EUP guide used it.
8. Check the manifests. Open each resource folder and confirm that fxmanifest.lua or __resource.lua is directly inside it. Confirm that clothing files are under the intended stream directory.
9. Add start lines. Edit server.cfg and place the dependency before the resources that use it. For the historical NativeUI menu path, the documented order is:

ensure NativeUI
ensure eup-stream
ensure eup-ui

The Cfx.re server-command documentation defines ensure [resourceName] as starting a stopped resource or restarting a running one. The order still matters because a menu can fail to initialize when its library is not available first.

10. Save and fully restart. Start the server from the host panel or your normal launch method. Watch the console for manifest, dependency or file errors.
11. Reconnect to the server. Leave the game and establish a new client connection after the restart. Streamed clothing is not reliably loaded by simply issuing refresh or restarting only the resource.
12. Open the menu. In the release that documents it, type /eup in chat. Use the command shown in your menu’s README if it is different.

Why is a full restart required for streamed clothing?

A resource restart can reload scripts, but EUP clothing is streamed content that must be registered when the server and client establish their resource state. EUP Maker Help says that a refresh command or restarting only the resource does not load streamed clothing. Stop the server, start it again, and reconnect the player before judging whether a new pack works.

This distinction explains a common false diagnosis: the console may show that eup-stream is “started,” while a player who stayed connected still cannot see the items. Restarting the server and reconnecting removes that stale client state.

How do I verify that the installation worked?

Verify in layers instead of changing drawable numbers at random.

Check the server resources

• Confirm the resource folders are in the active server’s resources directory, not in a local development copy or an unused profile.
• Confirm every resource has a manifest at its root.
• Confirm the exact names in server.cfg match the folder names, including capitalization where the host filesystem distinguishes it.
• Read the startup console for missing-resource, manifest-parse and dependency errors.

Check the client menu

After reconnecting, run the documented command, commonly /eup. If the menu opens, the menu script and its command registration are working; a missing uniform at this point usually points to streaming eligibility, pack structure or a slot conflict rather than the chat command.

Check the pack data

Pack documentation should identify the male or female freemode ped, component ID, drawable number and texture count. Addon items are appended to the end of their clothing slot, so scroll through that slot rather than expecting a replacement to appear at the original game’s index.

Why does the /eup command not open?

When the command does nothing, first prove that the menu resource started and then prove that its own dependency loaded before it.

Confirm the menu is running

Look for the menu resource’s startup line and any script error in the server console. A misspelled folder name, a nested manifest or an ensure line for the wrong resource name can leave the command unavailable.

Check the release-specific dependency

Older instructions commonly pair EUP with NativeUI. The 2023 Cfx.re menu release cited in the documentation uses ox_lib instead. Remove assumptions from older tutorials: open the README shipped with your menu and install the exact library and version it requests, with the library’s ensure line before the menu.

Reconnect after changing scripts

Restart the server and reconnect after fixing a dependency or manifest. A client that remained connected before the menu initialized can retain an incomplete resource state.

Why are EUP uniforms invisible or missing?

Silent failure is most often an eligibility or file-layout problem. Work through these checks in order.

1. Verify streaming eligibility

Check the server’s Element Club entitlement and its sv_maxclients setting. According to EUP Maker Help, a server without the required entitlement must be at 10 slots or fewer for custom clothing to stream, and the failure can occur without an error. Do not treat a larger public server as equivalent to a small development server.

2. Verify the stream folder and manifest

The clothing files must be under the resource’s intended stream directory, and the manifest must be at the resource root. If the pack was made for another game mod or uses a different resource format, it may start while still providing no usable FiveM clothing.

3. Verify the ped and slot

Use the male or female freemode ped specified by the pack. Then inspect the documented component slot and scroll to the end, where addon drawables are appended. Applying a drawable number from a different ped or slot can make an otherwise valid item appear invisible.

4. Perform the required restart cycle

Stop and start the whole server, then reconnect. A refresh command or resource-only restart is not a substitute for streamed-content initialization.

How do I test a custom EUP pack safely?

Some EUP Maker packs include temporary test commands. Their documentation lists /trypack, /trypack m 0 and /trypack f 1 for switching to a freemode ped and applying pack variants. Use only the commands and syntax supplied with your pack, because the numbers select the pack’s documented male or female variants rather than universal FiveM IDs.

Run the test after a full restart and reconnect. When the pack README says the test command script is temporary, remove that script after verification so ordinary players cannot invoke an administrative or development command on the live server.

How do I add police, sheriff, fire or EMS uniforms to a job system?

Installing the stream makes the clothing available; a job wardrobe still needs the correct component values and an integration that applies them to the player’s ped.

Read outfits.json first

EUP Maker Help says that outfits.json records component IDs, drawable numbers and texture counts. Use those values instead of guessing from screenshots. Record whether each outfit targets a male or female freemode ped and which component slot it occupies.

Use collection-aware natives when scripting

For scripted wardrobes, EUP Maker Help recommends SetPedCollectionComponentVariation with the pack’s collection name. A collection-aware call keeps the outfit’s IDs stable as other clothing resources load, reducing the chance that a later pack shifts the numeric index.

Connect the wardrobe to your menu

A clothing menu such as illenium-appearance, qb-clothing, fivem-appearance or vMenu may expose addon items, but the exact fields and permissions belong to that menu and the pack README. Configure the job role, gender branch, component, drawable and texture values in the format that integration expects, then scroll to the end of the relevant slot after reconnecting.

How do I prevent conflicts between multiple EUP packs?

Several packs can target the same component and drawable space. The Cfx.re custom-clothing guidance warns that multiple stream folders can clash, so keep an inventory of every pack before adding another.

• Record each pack’s collection name, component IDs, drawable ranges and texture counts.
• Keep male and female variants clearly separated in your notes and configuration.
• Follow the pack author’s instruction for consolidating or reorganizing stream folders; do not merge files blindly.
• After adding a pack, restart the server and reconnect before deciding that an existing outfit disappeared.
• If one pack breaks another, disable the newest pack, confirm the original returns, then reorganize the conflicting resources or choose a pack with documented non-overlapping slots.

The right path depends less on the uniform’s name than on provenance, dependencies and how you plan to expose it to players.
