To install a UWP app on an Xbox in Developer Mode, use either the Xbox Device Portal or Visual Studio. The Device Portal accepts a signed APPX/MSIX package and every dependency through its Home tab; Visual Studio deploys a project to a paired Xbox with F5 (deploy and debug) or Ctrl+F5 (deploy without debugging). In both cases, confirm that the console shows Dev Home, sign in on the Xbox, and use a package signed for deployment.
What Xbox Developer Mode changes
Xbox Developer Mode is a console state intended for development and testing. It is separate from Retail Mode, where normal consumer games and apps are shown. Deployment attempts made while the console is still in Retail Mode will not follow the developer workflow.
On the Xbox, open the developer home screen and look for Dev Home. Microsoft’s Xbox UWP FAQ explains that seeing Gold/Live content instead means the console is in Retail Mode. Verify this state before investigating package, signing, or Visual Studio errors.
Recommended Free Tools
A user must be signed in to deploy. Developer Mode does not turn an ordinary Store installation into a sideload: the app is delivered as a package, either manually through the Xbox Device Portal or automatically from Visual Studio.

Choose the installation route
| Decision point | Xbox Device Portal | Visual Studio |
|---|---|---|
| Package preparation | Start with a prebuilt, signed APPX/MSIX package and its dependencies. | Build the app with the required UWP tooling, then deploy the project to the paired Xbox. |
| Automation | Manual browser upload from the portal’s Home tab. | IDE-driven deployment after pairing the Xbox. |
| Debugging | No Visual Studio debugging session is provided by the upload itself. | F5 deploys and starts debugging; Ctrl+F5 deploys without debugging. |
| Dependency handling | You select and upload the app’s dependencies with the package. | Visual Studio manages deployment in the context of the project and target. |
| Best fit | Testing a package built on another machine, or installing without opening the project. | Active development where repeated builds, deployment, and debugging are needed. |
If another developer or build system supplied the package, the Device Portal is usually the direct choice. If you are changing source code and need breakpoints or a debugger, pair the console with Visual Studio instead.
Requirements and package rules
Development PC
Install Visual Studio with the UWP tooling when you are building or deploying from a project. If the app was built elsewhere, you can use the supplied package without installing the complete project, but you still need a browser on the PC to access the Xbox Device Portal.
Xbox in Developer Mode
Switch the console to Developer Mode before deployment and verify that Dev Home is visible. If the screen shows the retail Gold/Live experience, change the console state first; package troubleshooting cannot correct a mode mismatch.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteA signed APPX/MSIX package
Manual installation requires a signed package. Microsoft’s Xbox Media App Development Options documentation states that a developer who wants to sideload manually must first generate a signed appxpackage. Visual Studio or command-line packaging tools can create that package.
All dependencies
UWP applications can depend on framework, runtime, or other package components. Gather every dependency produced or documented for the app before opening the portal. Uploading only the main package can leave installation incomplete even when the app package itself is valid.
A signed-in Xbox user
The Xbox user must be signed in for deployment. If the console is in Dev Home but deployment is rejected immediately, check the active sign-in before rebuilding the package.

Prepare a signed package for manual sideloading
- Build or obtain the app. Use a UWP project configured for Xbox, or obtain an already-built package from the team that produced the app.
- Create the package. Visual Studio’s packaging workflow or command-line packaging tools can generate an APPX/MSIX package. The output must be signed for deployment; an unsigned archive is not a substitute.
- Collect dependencies. Keep the main package and each required dependency together. Do not assume the Xbox will download missing components during a manual upload.
- Check the package identity. Use the package generated for the intended app and build. A package from a different project identity or configuration may not match the files you expect to install.
- Keep the files accessible to the PC. The Device Portal upload is performed from the browser, so the package and dependencies must be available on the computer you are using to open the portal.
The important boundary is signing: manual sideloading is package-based, and the Xbox expects a signed appxpackage plus the components it requires.
What’s actually slowing this PC down?

Method 1: Install through Xbox Device Portal
The Device Portal is the manual route. Microsoft’s documented workflow uses the portal’s Home tab to sideload the application and its dependencies.
Step 1: Confirm the console state
- On the Xbox, open Dev Home.
- Confirm that the console is not showing the Gold/Live retail content.
- Sign in with the user that will perform the deployment.
Step 2: Open the Xbox Device Portal
From the development PC, open the Xbox Device Portal in a browser and connect to the Xbox. Use the portal associated with the console you just verified; deploying to a different device is an easy mistake when several development consoles are available.
Step 3: Stay on the Home tab
Select the portal’s Home tab. This is the area Microsoft identifies for sideloading an app and its dependencies. Do not treat a file-management page as an installation confirmation: the package must go through the app upload/install control.
Step 4: Select the signed package
Choose the signed APPX/MSIX file produced by Visual Studio or the command-line packaging tools. If the file is unsigned, stop and regenerate a signed package rather than repeatedly retrying the upload.

Step 6: Start installation and wait for completion
Submit the package and dependencies for installation. Keep the portal open until it reports completion or an error. A browser upload finishing is not necessarily the same as the Xbox completing package registration.
Step 7: Launch from Dev Home
After a successful install, return to the Xbox and launch the app from the developer environment. If it does not appear, verify that the installation completed and that the package you uploaded was intended for the Xbox target.
Method 2: Deploy from Visual Studio
Visual Studio is the better route when the app is under active development. Pair the IDE with the Xbox, choose the console as the deployment target, and let the IDE build and deploy in one workflow.
Step 1: Install the UWP development tooling
Install Visual Studio and its UWP tooling on the development PC. Open the app solution or project that contains the Xbox-capable UWP application.
Step 2: Pair Visual Studio with the Xbox
Use Visual Studio’s Xbox pairing workflow to connect the IDE to the console in Developer Mode. The Xbox development-options documentation identifies Visual Studio as the primary IDE and provides the pairing workflow. Complete pairing before attempting to run the project.
Step 3: Select the Xbox target
In Visual Studio, open the debug-target drop-down and choose the paired Xbox. Selecting a local PC, simulator, or an old console entry sends the build to the wrong target and can make a healthy project appear broken.

Step 4: Choose the run command
- F5: builds or prepares the project, deploys it to the Xbox, and starts a Visual Studio debugging session.
- Ctrl+F5: deploys the app without starting the debugger. Use this when you only need to run the current build.
Step 5: Observe deployment and runtime output
Allow Visual Studio to finish deployment before judging the app’s runtime behavior. With F5, use the debugger to inspect startup failures and execution; with Ctrl+F5, diagnose from the app and deployment status without an attached debugging session.
Step 6: Redeploy after changes
When source changes require a new build, run the selected command again. Keeping the Xbox paired and selected avoids repeating the manual upload process for every iteration.

The Xbox shows Gold/Live instead of Dev Home
Cause: The console is in Retail Mode, not Developer Mode.
Fix: Open the console’s developer settings and return to Dev Home. Recheck the mode before changing package files or Visual Studio settings.
The portal rejects the package immediately
Cause: The package may not be signed, or the selected file may not be the generated APPX/MSIX output.
Fix: Regenerate a signed appxpackage with Visual Studio or command-line packaging tools, then upload that output. Manual sideloading does not accept an unsigned package as a replacement.

Installation fails after the main package uploads
Cause: One or more dependencies were omitted.
Fix: Return to the package’s build output or ask the package provider for the complete dependency set. Upload the dependencies together with the app through the Device Portal Home tab.
Visual Studio cannot deploy to the Xbox
- Confirm the console is in Dev Home rather than Retail Mode.
- Confirm that the Xbox user is signed in.
- Check that Visual Studio is paired with the intended Xbox.
- Verify that the Xbox, not a PC or simulator, is selected in the debug-target drop-down.
- Retry with the correct command: F5 for deployment plus debugging, or Ctrl+F5 for deployment only.
The app installs but does not start as expected
First separate installation from launch: confirm that the portal or Visual Studio reported deployment completion. Then check that the package was built for the Xbox target and that all dependencies were included. If you used F5, inspect the debugger’s startup information; if you used Ctrl+F5 or the portal, repeat the deployment with a known-complete package and compare the result.
The package came from another developer
Ask for the signed package and its complete dependency set, not just the main APPX/MSIX file. The manual workflow depends on those exact files being supplied; a package without its dependencies cannot be made complete by changing the browser upload step.

Use Device Portal when
- You already have a signed package.
- The project is built on another machine or by another team.
- You need a one-time or occasional installation rather than a repeated edit-build-run cycle.
- You can identify and supply all dependencies yourself.
Use Visual Studio when
- You own the source project and are changing it frequently.
- You need integrated debugging on the Xbox.
- You want deployment tied to the selected project and target.
- You prefer Ctrl+F5 for a deployment-only run or F5 for a debug run.
Neither route bypasses the fundamental requirements: the console must be in Developer Mode, the deploying user must be signed in, and a manual package must be signed with its dependencies available.
Return the Xbox to Retail Mode
When development is finished, open Dev Home and select Leave developer mode. Microsoft’s Xbox UWP FAQ states that leaving the developer program does not remove installed games and apps. Switching modes therefore ends the development session without being a request to uninstall your existing retail content.
To deploy again later, repeat the mode change back to Developer Mode, verify Dev Home, and then use the same Device Portal or Visual Studio workflow.
Limits of the documented setup information
The Microsoft pages used for this workflow explain mode verification, signed-package sideloading, Device Portal installation, Visual Studio pairing, and the F5/Ctrl+F5 distinction. They do not establish October 2026 enrollment fees, account requirements, or activation limits. Check current Microsoft Partner Center documentation for those administrative details before enrolling or budgeting for a development setup.
