Ubuntu provides the standard freedesktop sound theme as a package, but its current Sound settings documentation does not describe a custom-theme selector. You can install the packaged theme or prepare a custom theme using the freedesktop format; whether you can activate that custom theme through a supported control depends on your Ubuntu release and desktop session.
What a sound theme changes
A sound theme groups audio files under names that applications can request for events. It is separate from your audio hardware and from the controls that choose an output device or adjust volume. A theme’s files being present on disk also does not guarantee that every application, notification, or desktop event will use them.
The freedesktop.org specification describes the format and event lookup process. Its Sound Theme and Name Specification includes a standard freedesktop theme location for stereo WAV sounds and explains the theme’s fallback role.
Install Ubuntu’s freedesktop sound theme
Ubuntu publishes the sound-theme-freedesktop package. The archive file list includes sounds under /usr/share/sounds/freedesktop/stereo/; for example, the Questing package listing includes audio-test-signal.oga there. Package availability and exact contents can vary by Ubuntu release, so check the archive for your release before using a package command.

For the package’s current release-specific installation instructions, use Ubuntu’s package archive entry: sound-theme-freedesktop. Installing or restoring this package places the theme files on the system; it does not by itself establish that a particular desktop session offers a control for selecting a different theme.
How a custom sound theme is organized
A theme uses a directory named for its internal identifier. At least one theme directory must include an index.theme descriptor beginning with a [Sound Theme] group. The descriptor requires Name and Comment; Inherits is optional and names fallback themes to consult for sounds the theme does not provide.

stereo. - Theme data may be distributed across multiple base directories, allowing user files to extend or override system themes.
Keep the archive’s folder structure intact when extracting a custom theme. A folder containing an archive, rather than the theme directory and its descriptor in the expected layout, will not satisfy the format. The specification documents the format and system data example, but does not establish a single current Ubuntu per-user installation and activation recipe for every release and desktop.
Configure or select a custom theme in Ubuntu
Do not rely on the old instruction to open System > Preferences > Sound and choose a theme. That selector appears in a legacy Ubuntu Community Help Wiki page, not in the current Ubuntu Help page. Current Ubuntu sound documentation covers volume, speakers, microphones, and other input/output settings; it does not document a custom sound-theme picker.

Check instructions for the exact Ubuntu release and desktop session you use before installing files into a per-user location or expecting a GUI selector. A theme can conform to the freedesktop format and still lack a supported selection control in your session. Ubuntu documents canberra-gtk-play as a way to play sound events specified by the XDG Sound Theme and Name Specification. If the command is installed in your environment, it can help diagnose whether an event sound can be played through that mechanism. It is not proof that all desktop notifications, login sounds, or application alerts honor a selected custom theme. Event playback support and the presence of theme files do not establish uniform behavior across applications or Ubuntu flavors. Ubuntu’s command documentation is available at canberra-gtk-play.

GNOME’s use of libcanberra for system sounds appears in Ubuntu’s OpenSound documentation beginning with GNOME 2.24. That is historical architecture context, not evidence of current default behavior across Ubuntu releases and flavors. See Ubuntu OpenSound.
