The reliable pattern is an offline-first weather repository: identify each request by coordinates and forecast parameters, save every validated response with both fetch and provider-update timestamps, display the last valid forecast immediately, and refresh in the background when connectivity and quota permit. Timeouts, HTTP errors, rate limits, and stale-but-usable data are different states, so your Android app should model and communicate them separately instead of retrying everything.
Start with an offline-first data flow
A weather screen should not depend on a successful network call at the moment it opens. The repository checks local storage first, emits the cached forecast and its age, then decides whether a refresh is needed. This gives users an immediate answer during poor reception, airplane mode, provider outages, or temporary quota exhaustion.
Key each forecast by the complete request
Use a deterministic key containing latitude, longitude, and every parameter that changes the response: units, language, forecast horizon, model, alert option, and any provider-specific fields. Rounding coordinates can improve cache reuse, but apply the same precision consistently and document the geographic error it introduces. A response for one location or unit system must never silently replace another.
Persist the timestamps users and retry logic need
Store the payload only after schema, location, units, and provider timestamps have been validated. Keep at least these fields:

- fetchedAt: when your app successfully received the response.
- providerUpdatedAt: the forecast or model update time supplied by the provider, when available.
- requestKey: the normalized coordinates and forecast parameters.
- expires or freshness class: your product’s decision about whether the data is fresh, stale-but-usable, or unavailable.
- payload version: enough information to migrate or discard records after a schema change.
These timestamps answer different questions. A response fetched two minutes ago may describe a model run that is already older, while a recently updated model may have been fetched hours ago. Display the age based on a clearly defined rule and retain both values for diagnostics.
Render cache, then refresh
Expose a state that can contain data and an error at the same time. For example, a timeout should leave the valid forecast visible while the UI shows “Couldn’t refresh” and a retry action. Do not replace a good cached payload with an empty error state merely because the latest request failed.
sealed interface WeatherState {
data object Loading : WeatherState
data class Data(
val forecast: Forecast,
val fetchedAt: Instant,
val providerUpdatedAt: Instant?,
val freshness: Freshness,
val refreshError: RefreshError? = null
) : WeatherState
data class Unavailable(val reason: UnavailableReason) : WeatherState
}
A request coordinator should deduplicate identical in-flight requests. If the user taps refresh repeatedly or two screens request the same location, one network call should serve all observers. Add a per-location minimum refresh interval before issuing a new call; this protects both battery and provider quota.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteHandle timeouts and connection failures without freezing the UI
Google’s Weather API guidance distinguishes an HTTP response from a TCP failure: a request can return a 4XX or 5XX response, or the connection can fail between the client and Google’s server. Android code should preserve that distinction because the recovery action is different.
Classify transport failures
- DNS, connect, socket, read, or call timeout: usually a transient transport state when the operation is safe to repeat.
- Connection lost during a request: retry only when repeating cannot create an unwanted side effect. Weather reads are normally safe to repeat.
- Cancellation: do not count a user- or lifecycle-cancelled call as a provider failure or schedule an automatic retry.
Set explicit connect, read, and overall call deadlines in the HTTP client. There is no universal Android-weather timeout published by the official sources: values are an app policy decision and should be measured and tuned from telemetry. A very short deadline causes false failures on mobile networks; an excessively long one makes users wait and can consume a worker’s execution window.
Keep work bounded
Use a finite attempt count and a maximum total retry duration. Never keep a coroutine, foreground service, or worker waiting indefinitely. Return control to the UI promptly, retain the last successful response, and let a later refresh try again under better conditions.

Use an explicit HTTP client policy
val client = OkHttpClient.Builder()
.connectTimeout(5, TimeUnit.SECONDS) // example policy; tune with telemetry
.readTimeout(10, TimeUnit.SECONDS) // example policy; not a universal value
.callTimeout(20, TimeUnit.SECONDS)
.build()
The numbers above are examples of an app policy, not a provider requirement. Record the chosen deadlines and review timeout rates by network type, device, region, and endpoint before changing them.

Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Map HTTP responses to the right recovery
Do not send every failure through the same retry loop. Authentication, unsupported locations, quota exhaustion, and a temporary server fault require different user messages and schedules.
| Result | Meaning | Recommended action | UI treatment |
|---|---|---|---|
| 401 or 403 | Credentials, project, permission, or billing configuration is invalid. | Stop automatic retries until configuration or authorization changes; log a safe diagnostic. | Show a configuration or sign-in problem where appropriate, not “try again” forever. |
| 404 | Provider cannot serve the requested location; Google documents 404 for unsupported locations. | Mark the location unsupported and avoid retrying unchanged parameters. | Ask the user to choose a supported location or adjust the request. |
| 429 | Rate limit or quota exceeded. | Enter cooldown, honor Retry-After when supplied, then use bounded exponential backoff with jitter. |
Explain that updates are temporarily limited and keep cached data visible. |
| 5XX | Provider-side or upstream server failure. | Retry a limited number of times with backoff; stop after the retry budget. | Show the previous forecast with its age and a retry control. |
| Timeout or connection error | The client did not obtain a usable response. | Retry only within the attempt and elapsed-time budget, subject to network constraints. | Keep existing data and identify the refresh as unsuccessful. |
| Malformed or semantically invalid 2XX | Response succeeded at HTTP level but cannot be trusted. | Do not overwrite the last valid record; capture parser diagnostics and decide whether a later retry is safe. | Use cached data and avoid displaying partially parsed values. |
Prevent and recover from 429 rate limits
Google Maps Platform’s current 2026 Weather API FAQ lists a default limit of 6,000 queries per minute and requires a billing account. Treat that figure as a provider quota, not as a target for an individual device. Quotas, billing rules, and limits can change, so read the terms for the exact product and account.
Stop quota storms before they start
- Debounce map movement and search input; wait for the user to stop changing location before fetching.
- Coalesce identical in-flight requests through a single coordinator.
- Enforce a minimum refresh interval per location and forecast parameter set.
- Throttle pull-to-refresh and disable it briefly while a request or cooldown is active.
- Prefer cached data when the provider’s normal update cadence means a new response is unlikely to be meaningfully different.
- Apply client-wide and, where necessary, account-aware rate budgets so many screens or devices do not amplify one another.
Back off correctly
When a response is 429, parse Retry-After if the provider supplies it and do not schedule an earlier attempt. If it is absent, use exponential backoff with random jitter. A typical bounded delay can be expressed as min(cap, base * 2^attempt) + random(0, jitter); choose base, cap, and the maximum attempts from observed provider behavior rather than treating them as universal constants.
fun retryDelay(attempt: Int, baseMs: Long = 1_000, capMs: Long = 60_000): Long {
val exponential = min(capMs, baseMs * (1L shl attempt.coerceAtMost(6)))
return exponential + Random.nextLong(0, exponential / 2 + 1)
}
Reset the cooldown only after a successful response or an explicit provider signal that the quota window has changed. A 429 is not permission to hammer the endpoint; aggressive retries lengthen the outage and can affect other users of the same project.

Use WorkManager for deferred refreshes
WorkManager is suited to deferrable synchronization, such as refreshing a saved location after the app has gone to the background. It is not a reason to hold a request open indefinitely or to run a refresh for every screen event.

Configure constraints and retry results
val request = OneTimeWorkRequestBuilder<WeatherRefreshWorker>()
.setConstraints(
Constraints.Builder()
.setRequiredNetworkType(NetworkType.CONNECTED)
.build()
)
.setBackoffCriteria(
BackoffPolicy.EXPONENTIAL,
30, TimeUnit.SECONDS
)
.build()
WorkManager.getInstance(context).enqueueUniqueWork(
"weather-$requestKey",
ExistingWorkPolicy.KEEP,
request
)
Android Developers documents 30 seconds as WorkManager’s default initial backoff delay and 10 seconds as the minimum. Backoff timing is inexact, so do not promise users that a retry will happen at an exact second. Return Result.retry() only for transient transport, 429, or suitable 5XX failures; return success after recording a permanent outcome such as unsupported location, and avoid retrying invalid credentials until they are fixed.
Respect the execution window
WorkManager stops work when constraints become unmet and can run it again when they are met. Background work has a maximum ten-minute execution window. A worker should therefore perform one bounded refresh, persist a successful result quickly, and return. It should not implement an unbounded loop waiting for the network or quota.
override suspend fun doWork(): Result {
val outcome = repository.refresh(requestKey)
return when (outcome) {
is RefreshOutcome.Success -> Result.success()
is RefreshOutcome.TransientFailure -> Result.retry()
is RefreshOutcome.PermanentFailure -> Result.failure()
}
}
Use unique work per request key to prevent duplicate workers. If several locations are due, enqueue them with a controlled policy rather than launching an unrestricted burst.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Define “fresh” and “stale” in product terms
There is no universal weather cache time-to-live. Freshness depends on the provider’s update cadence, the forecast type, location, user need, and your contractual caching rights. Define classes that product, engineering, and support can explain consistently:
| Class | Meaning | Typical behavior | Display |
|---|---|---|---|
| Fresh | Within the provider’s normal update cadence and your chosen product window. | Render normally; refresh only when due or explicitly requested. | Show “Updated [time]” or equivalent. |
| Stale but usable | Older than the normal cadence but still useful for the feature. | Render immediately, attempt a constrained background refresh, and avoid implying current conditions. | Show age prominently, for example “Updated 2 h ago; trying to refresh.” |
| Unavailable | No payload exists, or the record exceeds the product’s maximum age or contractual limit. | Do not invent values; request a refresh when possible and offer setup or location help. | Explain that no usable forecast is available and provide retry. |
Use provider metadata, not only device time
Show a timestamp users can interpret and retain the provider update time where supplied. If device clocks can be wrong, calculate age from a monotonic clock during a session and use wall-clock timestamps for persisted records with sensible validation.
Open-Meteo documents that its servers are eventually consistent and recommends waiting an additional 10 minutes after a model’s availability time so the latest forecast has propagated. That is a provider-specific propagation recommendation, not a universal Android TTL. Other providers can have different schedules, model delays, or contractual limits.

Explain stale data without alarming users
- Use exact age and time zone where it matters: “Forecast updated 3 hours ago.”
- Say what is stale: the forecast update, not necessarily the user’s saved location.
- Keep a visible “Retry” action and avoid repeatedly popping an error dialog.
- For safety-sensitive alerts, do not present old data as current; mark it unavailable when it passes the product’s maximum age.
Validate before replacing a cached forecast
A successful HTTP status is not enough. Parse the schema, verify that the location in the response matches the request key, check units and required fields, and confirm that provider timestamps are plausible. Only then perform an atomic database transaction that replaces the previous payload and timestamps together. If parsing fails, retain the old record and report a refresh error rather than saving a half-valid forecast.
suspend fun saveIfValid(response: ProviderResponse, key: RequestKey) {
val parsed = parser.parse(response)
require(parsed.location.matches(key.location))
require(parsed.units == key.units)
database.withTransaction {
forecasts.upsert(
ForecastEntity(
key = key.value,
payload = parsed.toJson(),
fetchedAt = clock.now(),
providerUpdatedAt = parsed.updatedAt
)
)
}
}
Design the repository and UI contract
Repository sequence
- Normalize latitude, longitude, units, language, horizon, and provider options into a request key.
- Read the matching local record and emit it with computed age and freshness class.
- Check whether a refresh is due, whether another identical request is running, and whether a 429 cooldown or minimum interval blocks it.
- If a refresh is allowed, issue one bounded HTTP call with explicit deadlines.
- Validate response schema, location, units, and provider timestamps.
- Atomically persist the new payload and timestamps, then emit the updated state.
- Map failures to transport, authentication, unsupported-location, quota, server, or parse categories.
- Schedule deferred work only for transient conditions and only when network constraints permit it.
UI states that preserve trust
- Cached and fresh: show the forecast normally and a last-updated time.
- Cached and refreshing: keep values visible, show a small progress indicator, and prevent duplicate refresh taps.
- Cached with refresh failure: preserve the forecast, show its age, identify the failure in plain language, and offer retry.
- No cache and retryable failure: show a loading/error view with a retry action and network guidance.
- Permanent failure: explain unsupported location or account configuration and provide the corrective action.
Choose providers using operational criteria
Price or headline forecast fields alone do not predict how easy an Android integration will be to operate. Compare providers on the following axes before committing:
| Criterion | Questions to answer |
|---|---|
| Quota and billing | What is the per-minute, daily, or account quota? Is a billing account required? Are overages blocked or charged? |
| Freshness and cadence | How often do models and observations update? Is update metadata returned? How long can distributed servers take to converge? |
| Geographic behavior | Which countries and coordinates are supported? What status is returned for unsupported locations? |
| Error semantics | Are 401, 403, 404, 429, and 5XX meanings documented? Is Retry-After supplied? |
| Cache and redistribution terms | May you persist responses, for how long, and may you display or redistribute them offline? |
| Latency and reliability | What do your measurements show by region, carrier, endpoint, and time of day? |
| Data features | Are hourly, historical, alert, ensemble, and model metadata available for your product? |
Google documents unsupported locations with a 404, while Open-Meteo documents model-update metadata and distributed-server propagation behavior. Those examples illustrate why provider-specific handling belongs behind an interface rather than being scattered through UI code.
Instrument the failure modes
Telemetry turns timeout and stale-data policy into an engineering feedback loop. Record request key at a privacy-safe granularity, provider and endpoint, cache hit or miss, age served, network type, timeout category, HTTP status, Retry-After value when present, retry attempt count, elapsed retry time, and final outcome. Avoid logging API keys, precise user locations, or complete response payloads unless your privacy policy and retention controls explicitly allow it.
Track at least cache-hit rate, age of data served, timeout rate, 429 count, retry attempts per request, successful refresh latency, percentage of records crossing each freshness class, and the rate of unsupported-location or authorization failures. Alert on changes in these measures rather than on raw request volume alone.

Refreshing on every lifecycle event
Recreating an activity or returning to the foreground can create a request burst. Let the repository decide whether data is due, and use a coordinator plus a minimum interval.
Replacing valid data with a spinner
A full-screen loading state hides useful information during a refresh. Render cached data and represent refresh progress separately.
Using fetch time as the only freshness signal
Fetch time does not reveal when the provider’s model was generated. Persist and display provider-update metadata whenever available.

Assuming WorkManager timing is exact
Constraints, system scheduling, and inexact backoff can delay execution. Treat WorkManager as deferred work, not a real-time alarm, and measure actual elapsed time.
Copying another provider’s TTL
Freshness, propagation, and caching rights are contractual and provider-specific. Obtain the provider’s documented rules and encode them in configuration, not hard-coded assumptions shared across providers.
A practical test matrix
Test the repository and UI with deterministic fake responses and controlled clocks. At minimum, cover:
- Cold start with no cache and a successful response.
- Fresh cache followed by a successful background refresh.
- Stale-but-usable cache with DNS, connect, read, and call timeouts.
- Connection loss after a request begins.
- 429 with and without
Retry-After, including repeated refresh taps. - 401, 403, documented 404 unsupported location, and 5XX responses.
- Malformed JSON, wrong location, wrong units, and impossible provider timestamps.
- Network constraint becoming unavailable while WorkManager is running.
- Worker retry and ten-minute execution-window boundaries.
- Device clock changes, time-zone changes, process death, and database migration.
Verify that no test path deletes the last valid forecast, retries permanently invalid requests, or displays stale values without their age.
