There is no single Central Asian baggage allowance. Your permitted weight, number of pieces and cabin-bag size depend on the operating carrier, fare family, route and any interline partner. Check those details on the airline’s current baggage page before paying for a ticket, and keep the baggage-tag stub until you leave the arrival airport.
If a bag does not arrive, report it at the baggage-services or Lost & Found desk before leaving. The desk should create a Property Irregularity Report (PIR) and give you its reference number. Keep that report, your tag and every expense receipt; the carrier’s deadlines and liability rules determine whether a delayed, damaged or lost-baggage claim succeeds.
Why baggage rules differ from one Central Asian itinerary to another
Airlines do not publish one shared allowance for Central Asia. Even on the same city pair, the allowance can change with the operating carrier, fare family, route, cabin, ticket stock and an interline or codeshare segment. A ticket sold by one airline may therefore be governed at one point by another airline’s baggage policy.
Air Astana’s baggage information is divided into checked baggage, carry-on baggage, special baggage and lost, delayed or damaged-baggage procedures. That structure is a useful reminder that “baggage allowance” is not one number. flydubai uses a similar separation for hand baggage, checked baggage, special baggage and interline rules. The exact limits on either carrier must be read for the itinerary and fare shown on your ticket; the published material does not establish one universal weight or piece allowance.

Identify the operating carrier
Look at the e-ticket and the flight details for the words “operated by.” The operating carrier normally controls check-in acceptance, the baggage tag issued at the airport and the first report when a bag is missing. If two airlines appear on the itinerary, ask at check-in which airline will accept the bag and where you must collect and re-check it during a connection.
Check the fare family and route
Before you buy an additional bag, verify all of the following in the airline’s current baggage table:
- Whether the allowance is stated as pieces, kilograms or both.
- The permitted cabin-bag dimensions and weight, plus any personal-item rule.
- The number and weight of checked pieces included in your fare.
- Whether the route has a different allowance from domestic, regional or long-haul flights.
- Charges and purchase channels for excess baggage.
- Rules for sports equipment, musical instruments, wheelchairs, batteries and other special items.
- Interline treatment when another carrier operates one leg.
Do not infer an allowance from a previous trip, a ticket in another fare family or a friend’s itinerary. A “standard” bag limit is not evidence that your booking has the same entitlement.

What you can establish before departure
| Item to verify | Why it matters | Where to confirm it |
|---|---|---|
| Operating carrier | Determines acceptance, tagging and the first missing-bag report. | Your e-ticket, flight details and the carrier’s baggage page. |
| Fare family | Changes the free checked and carry-on allowance and excess-bag price. | The fare conditions attached to your booking. |
| Route and cabin | Allowances and special-item restrictions can vary by sector. | The itinerary-specific baggage calculator or table. |
| Interline segments | A partner may handle check-in, transfer, delivery and claims. | The ticket’s operating-carrier notes and airport check-in desk. |
| Special baggage | Oversize, fragile, sporting and battery-powered items may require advance approval. | The carrier’s special-baggage instructions. |
If the airline’s page does not show a clear allowance for your booking, obtain written confirmation through the carrier’s support channel before traveling. Save the response with your ticket; it can resolve a dispute over what was included.
Prepare the bag and your evidence
Preparation does not prevent every mishandling event, but it gives the carrier and an insurer usable evidence of what was checked.
- Photograph the exterior. Take clear images of every side, the handle, wheels, distinctive marks and the closed locks immediately before check-in.
- Photograph the contents. For valuable or unusual items, keep a dated image or a simple inventory with approximate purchase values.
- Use two identification labels. Put a durable luggage tag outside and a second identification card inside. Include your name, a reachable telephone number and an email address; do not rely on an exterior tag alone.
- Keep essential documents in your cabin bag. Carry your e-ticket or boarding pass, passport, medication and any document needed to prove ownership or value.
- Retain the baggage-tag stub. Air Astana’s Help Centre specifically says, “Keep your baggage tag until you leave the airport.” Do not discard it after seeing the bag loaded.
- Record prohibited or restricted items separately. If an item is not allowed in checked baggage, moving it into the case can create both a baggage and a security problem.
A Bluetooth luggage tracker can help you identify a case’s approximate location, but it is supplementary evidence. A tracker does not replace the airport report, a written claim, the baggage tag or the applicable deadline.
At check-in and during connections
Read the destination printed on the baggage receipt before leaving the counter. On an itinerary with a connection, ask whether the bag is tagged through to the final destination or must be collected and re-checked. Immigration, customs and local airport rules can require collection even when the ticket is sold as one journey.

For an interline itinerary, ask which carrier’s desk handles a bag that fails to arrive at the final airport. Keep every tag issued during the journey, not only the last one. If you voluntarily leave an airport during a long connection, confirm where a report must be opened if the bag does not appear on the next sector.

If your bag is missing at arrival
Go to the baggage-services or Lost & Found desk before leaving the controlled arrival area. Do not wait until the next day if the desk is available.
- Show the baggage tag and travel document. The agent needs the tag number, flight details and your contact information to search the tracing system.
- Describe the bag precisely. Give the brand or type, color, size, unique marks, locks and any identifying label. A photograph on your phone can prevent a vague description.
- Ask for a Property Irregularity Report. The local handling agent should create a PIR for a delayed or damaged bag and give you a unique reference number.
- Check the report before signing. Correct the spelling of your name, the delivery address, telephone number, email address and the description of the bag. Report missing contents or visible damage while the bag is being inspected.
- Keep the reference and instructions. Photograph the PIR, note the desk’s contact method and ask how status updates and delivery will be provided.
- Document necessary expenses. Keep itemized receipts for essential replacement purchases and note why each purchase was necessary.
A PIR is an operational report, not automatically a final compensation claim. If the carrier requires a separate written claim, submit that claim through the stated channel as well.
When the desk is closed or you already left
Use the carrier’s online or written process immediately and explain that the airport desk was unavailable or that you departed without reporting. Do not assume a phone call or a social-media message is a formal claim.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteflydubai’s published procedure illustrates the importance of acting quickly: when the issue was not reported at the airport, it allows a delayed or damaged-baggage request within seven days. Its instructions ask the traveler to update the bag contents after three days and to complete an inventory and claim form when the bag has been missing for more than five days. Those periods apply to flydubai cases; another carrier may use different channels or deadlines.
Deadlines for delay, damage and loss
The event type matters. A bag that arrives late, a bag with visible damage, missing contents and a bag that is ultimately declared lost can have different notice periods.
| Carrier or rule | Event | Published period or trigger | Practical meaning |
|---|---|---|---|
| Uzbekistan Airways | Damage or shortage discovered after receipt | No later than seven days after receipt. | Inspect the bag promptly and send the required claim within that window. |
| Uzbekistan Airways | Delayed delivery | No later than 21 days after the baggage is handed to the recipient. | The delivery date starts the period for this claim type. |
| Uzbekistan Airways | Loss status | Considered lost when not found within 21 calendar days after the day following the date it should have arrived. | The carrier’s search period must expire before the loss procedure applies. |
| Uzbekistan Airways | International loss claim | Within two years of arrival or termination of carriage. | Do not treat the 21-day search threshold as the end of the separate claim period. |
| Turkmenistan Airlines | Visible damage | Report immediately. | Open the report at the arrival airport whenever possible. |
| Turkmenistan Airlines | Missing contents or damage | Seven-day limit. | Preserve the bag, photographs and receipts while filing. |
| Turkmenistan Airlines | Loss status | A claim is accepted once baggage has not been found for 21 days. | The carrier’s wording sets a 21-day threshold before a loss claim is accepted. |
| Turkmenistan Airlines | Loss claim | Two-year period listed for loss claims. | Submit the formal claim within the stated period even after the search threshold. |
| flydubai | Delayed or damaged bag not reported at the airport | Request within seven days. | This is flydubai’s published process and is not a universal Central Asian rule. |
How to count the Uzbekistan Airways 21-day rule
Uzbekistan Airways describes the calculation as 21 calendar days from the date following the date on which the baggage should have arrived. For example, if the scheduled arrival date is 10 June, counting begins on 11 June. Count calendar days, not business days, and preserve the scheduled-arrival information from your itinerary.
The 21-day threshold is not permission to wait before reporting. Open the PIR at arrival and provide updates while the search is active. Early reporting gives the handler the tag number, routing and description needed to trace the case.

- A detailed inventory of contents with approximate values and, where available, proof of purchase.
- Your delivery address, telephone number and email correspondence with the carrier.
Turkmenistan Airlines specifically lists the ticket, baggage receipts, baggage-tag coupon, expense receipts, PIR and a damage calculation among the supporting material. Uzbekistan Airways requires a written claim describing the reason, damage and contents; a telephone conversation or an informal website message does not satisfy that written-claim requirement.
Liability amounts are not interchangeable
Do not quote one compensation figure for every airline or every baggage category. Published limits depend on the carrier’s contract, the governing international agreement, whether the baggage was checked and whether a value was declared.
| Carrier and document | Baggage category or event | Published amount | Qualification |
|---|---|---|---|
| Uzbekistan Airways carriage contract | Lost, damaged or delayed checked baggage | 17 SDR per kilogram | Amount stated under the rules cited in the current contract. |
| Uzbekistan Airways carriage contract | Unchecked baggage | 332 SDR | Separate limit from the checked-baggage kilogram amount. |
| Turkmenistan Airlines FAQ | Baggage accepted without declared value | USD 20 per kilogram | Subject to applicable international agreements. |
SDR figures are not a promise of a fixed local-currency payout; the applicable conversion and settlement rules matter. The table also does not mean that an inventory alone guarantees the maximum. Keep proof of ownership and value, disclose any declared value, and read the contract governing your ticket.
Choose the correct claim path
Bag is late but later delivered
Keep the PIR reference until delivery is complete. Record the delivery date, inspect the case before accepting it as undamaged and preserve receipts for essential purchases. Submit the written delayed-delivery claim through the operating carrier’s stated channel within the deadline for that carrier and event.
Bag arrives with exterior damage
Photograph the damage before repairing or discarding packaging. Ask the arrival desk to record the condition on the report. If the airport report was missed, use the carrier’s written process immediately; some carriers impose a short notice period for damage.
Contents are missing but the case arrived
Photograph the open case, broken fasteners and interior packing. Write an inventory of the missing items and approximate values, and retain the bag and tags. Missing-content claims can have a different deadline from delayed delivery.
Bag passes the loss threshold
When the applicable search period has expired, request the carrier’s formal loss-claim process. Attach the PIR, tag, inventory, itinerary and receipts. Do not substitute a social-media post or an informal phone note for the written claim where the carrier requires one.
Interline and codeshare problems
Interline travel creates two separate questions: who had custody when the problem occurred, and which carrier must process the claim. The answer may differ between a bag that never loaded on the first flight, a bag left at a connection and a bag delivered late by the final carrier.

- Send the formal claim to the carrier and channel named in the applicable carriage contract, while copying any partner that the PIR identifies.
- Do not assume that buying an extra-baggage allowance from one airline changes the liability terms of another operating carrier.
flydubai’s separate interline guidance demonstrates why a partner’s process should be checked rather than assumed. Its airport report, seven-day fallback request and later inventory steps are specific to that carrier’s procedure.
Troubleshooting common failures
The agent refuses to open a report
Ask for the baggage-services supervisor or the local handling agent and state clearly that the bag did not arrive or is damaged. Note the time, desk and names. If the desk remains unavailable, submit the carrier’s written or online notification immediately and retain proof of submission.
You lost the baggage tag
Provide the e-ticket, boarding pass, flight date, bag description, photographs and any receipt showing the tag number. Tell the agent that the original stub is unavailable. Do not recreate a number from memory.

Do not throw away the case or packaging before photographing it. Report the condition promptly using the carrier’s damage channel and attach the PIR or delivery record. Keep repair estimates or replacement receipts if the carrier requests a damage calculation.
The tracing record has no update
Follow the carrier’s stated update schedule, then send a written status request containing the PIR number, tag number, flight and contact details. Continue preserving receipts and the inventory; a lack of an online update does not extend a filing deadline.
You bought too many replacement items
Separate essential replacements from discretionary purchases. Keep itemized receipts and a short explanation of why each essential item was needed while you were without the bag. Reimbursement is assessed under the carrier’s rules; a receipt by itself does not establish that every purchase is recoverable.
How to compare airlines before booking
If baggage risk is important to your trip, compare more than the headline fare. Use these five axes:
- Free allowance by fare: confirm both carry-on and checked pieces for your exact route and fare.
- Excess-baggage handling: check whether additional baggage can be bought online, at the airport or only through a particular carrier on an interline ticket.
- Airport reporting and tracking: verify where the PIR is opened, how the reference is delivered and how status updates work.
- Deadlines: record separate periods for damage, missing contents, delayed delivery and loss.
- Liability and proof: read the applicable limits, declared-value rules and required documents.
A lower ticket price can be offset by an allowance that excludes a checked bag or by a partner itinerary with more complicated reporting. Make the comparison from the fare conditions and carriage contract, not from a generic baggage number.
One-page action sequence
For a practical sequence, use this order:
- Before purchase, identify the operating carrier, fare family, route and interline sectors.
- Before departure, save the baggage table, photograph the case, label it inside and outside, and prepare an inventory for valuable contents.
- At check-in, verify the allowance, destination printed on the tag and whether you must collect the bag at a connection.
- At arrival, stay in the baggage area until the bag is found or a PIR is issued.
- After a report, preserve the reference, send updates through the required channel and keep itemized essential-expense receipts.
- When the bag is delivered, inspect it immediately and file any damage, shortage or delayed-delivery claim within the carrier’s applicable period.
- If the search reaches the carrier’s loss threshold, submit the formal written loss claim with the complete document set.
Following this sequence does not guarantee recovery, but it prevents the most avoidable failures: using the wrong carrier’s allowance, leaving without a PIR, losing the tag, missing a short notice period or sending an informal message where a written claim is required.
