A Canadian satellite can usually reach orbit by booking space on a foreign launch provider’s rideshare or through a launch integrator. That is different from launching a rocket from Canadian territory: for a commercial launch there, the rocket operator—not simply the satellite owner—must seek Transport Canada authorization. In either case, the satellite operator must plan separately for applicable Canadian spectrum licensing and debris-mitigation requirements.

First, decide what “launched from Canada” means

The phrase can describe the satellite’s owner, where it was built, or the rocket’s launch site. Those distinctions determine which process applies.

  • Canadian-owned or Canadian-built satellite, foreign launch: Choose a launch service abroad and assess the Canadian satellite operator’s ISED spectrum-licensing and operating obligations.
  • Rocket launch from Canadian territory: The launch operator must obtain ministerial authorization through Transport Canada’s interim commercial space launch program. The process covers the launch operator and launch activity, not a blanket payload-owner permit.
  • Canadian sovereign launch capability: On April 21, 2026, Transport Canada announced that the Canadian Space Launch Act had been introduced to support sovereign launch capabilities. That announcement is not evidence that a commercial orbital launch service from Canada is currently available to book.

Transport Canada says privately owned operators run spaceports; the department does not license a spaceport itself. The launch operator must show that the proposed site meets requirements. Transport Canada works with federal partners and consults the province or territory where the site is proposed. The Canadian Space Agency describes itself as one of 15 federal departments and agencies supporting the authorization process.

Choose a rideshare that can serve your mission

A rideshare places a satellite on a launch shared with other payloads. NASA distinguishes rideshares attached to a primary spacecraft, whose mission largely determines orbit, schedule, and operations, from dedicated rideshare launches made up of small satellites. As a secondary payload, your satellite generally has to fit the mission already being offered; it may not get to choose the launch date or orbit independently.

Ways to buy a launch slot

Route What it can cover What to verify
Book directly with a launch provider A launch slot and the provider’s stated payload and mission requirements. SpaceX has a direct Satellite Rideshare interface for entering payload and orbit details. Current mission availability, orbit, schedule, interface requirements, quote, and what the contract includes. The cited provider page does not establish a current price or available slot.
Use a launch broker or integrator Depending on the contract, mission management, compatibility analysis, physical integration, environmental testing, a deployer, or orbital delivery support. NASA describes integration work; Exolaunch’s documented turnkey example covers mission management, integration, testing, and deployment. Exact scope, responsible parties, current capacity, mission terms, and which services are included or subcontracted. The cited Exolaunch example is historical, not evidence of current availability.

Compare missions against the spacecraft

  • Orbit: Check altitude, inclination, and orbit type against the mission need. Confirm whether the offered delivery can reach that orbit directly or requires an orbital transfer vehicle or another delivery step.
  • Schedule: Ask about the acceptable launch window, expected delays, and how much control you have over timing. A shared mission is planned around the overall manifest and provider’s mission plan.
  • Payload fit: Obtain limits for mass, dimensions, mechanical interface, vibration and other environmental conditions, and deployment method. Ask about any “do no harm” constraints imposed to protect other payloads or the launch vehicle.
  • Services: Separate the launch slot from mission management, integration engineering, testing, deployment hardware, and orbital delivery. These are not automatically part of every launch contract.
  • Commercial terms: Compare current written, all-in quotations, payment milestones, insurance and liability provisions, rescheduling terms, and remedies. No current mission-specific price is established here; request quotes for the actual payload and orbit.
  • Compliance support: Agree which technical and orbital information the provider or integrator will deliver, and when, so the satellite operator can meet its own licensing and operating obligations.

Keep launch authorization separate from satellite licensing

If the rocket launches in Canada

Transport Canada’s interim program applies to the launch operator and the commercial rocket launch from Canadian territory. The operator begins with a pre-application consultation and submits an application demonstrating compliance with the current requirements. The assessment addresses public interest and safety, including aviation safety and factors such as environmental, national-security, air-traffic, and marine-traffic concerns. A payload customer should confirm early who the launch operator is and how its mission schedule depends on authorization.

Transport Canada’s application requirements say the department aims to convene an information session within 21 business days after receiving a complete notice of intent. That is a target for an information session, not an end-to-end authorization timeline.

For the satellite’s spectrum use

ISED’s April 2026 CPC-2-6-02, Issue 7, describes the application for a Canadian space-station spectrum licence and requires satellite-specific information. The spectrum licence is separate from the commercial agreement that carries the spacecraft to orbit. If a foreign-licensed satellite will be used in Canada, ISED’s CPC-2-6-04 describes a distinct foreign-satellite approval route.

Plan for orbit uncertainty and end-of-life requirements

Rideshare customers may not know the exact insertion orbit before launch. ISED’s current procedure requires an environmental assessment of the expected operating orbit; if the satellite’s final orbit differs, the operator must submit an updated assessment. ISED’s procedure also addresses debris mitigation and conjunction-risk planning, so orbit selection and the provider’s post-launch data delivery matter to licensing as well as mission performance.

ISED’s April 2026 debris decision sets a controlled-re-entry requirement for non-geostationary satellites in low Earth orbit: re-entry is to occur as soon as practicable and no later than five years after the end of operational life, with a success rate of at least 90% for an individual satellite. Treat this as a licensing and spacecraft-design constraint, not as a guarantee that a particular satellite will be deorbited on that schedule.

Work through the procurement in this order

  1. Define the mission: Write down the satellite’s purpose, mass, dimensions, target orbit, acceptable launch window, required deployment precision, and planned operational lifetime.
  2. Identify the launch geography: Decide whether “from Canada” refers to the satellite’s ownership or build location, or to a rocket launching from Canadian territory. If the rocket will launch in Canada, establish which launch operator will engage Transport Canada.
  3. Request mission-specific proposals: Ask providers and suitable integrators for available missions, orbit, payload envelope, schedule, interface specifications, included services, and written all-in terms. Compare the actual orbit and timing against mission requirements, rather than relying on a headline launch date.
  4. Start licensing and debris planning: Work through the applicable ISED route and assess debris-mitigation requirements during spacecraft and mission design. For rideshare, document the expected-orbit assessment and plan how to update it if the final insertion orbit differs.
  5. Set a shared compliance and data schedule: Have the satellite team and provider or integrator agree on technical interface documents, environmental qualification evidence, and the post-launch orbital information the operator will need.
