Submit a refund request through Steam Support immediately. Steam’s normal offer covers a game bought within 14 days and played for less than two hours. For an Early Access purchase, all qualifying playtime before release counts toward that two-hour limit; the clock does not restart when the game later reaches release. An abandoned project is not listed as an automatic exception, but you can still ask Steam to review the purchase and provide dated evidence that the game remains unfinished, misleadingly described, or seriously defective.
What Steam’s refund policy means for Early Access games
Steam’s published refund offer is built around two conditions: the purchase must be recent and the game must have limited playtime. Valve’s Steam Refunds policy, last updated 23 April 2024, states that games and software applications are generally eligible when requested within two weeks of purchase and with less than two hours of playtime.

The two-hour figure concerns the game purchase itself. Valve’s policy also describes a separate 48-hour rule for eligible Valve in-game purchases; that is not the rule for refunding an Early Access game.

No. Steam’s published policy does not promise an automatic refund simply because a developer stops updating a game, misses a roadmap, or leaves a title in an unfinished state. A project can remain technically available on Steam while receiving little or no development, and that status alone is not identified as a guaranteed exception.

You should nevertheless make a request. Steam Support can consider information outside the ordinary window, and a clear record of what was sold and what happened afterward gives the reviewer a basis for an individual decision. Valve describes refunds as a way to remove purchase risk, not as a method of obtaining free games, and says it may stop offering refunds when it believes the system is being abused.
Describe the problem accurately. A game may be relevant to a discretionary review when, for example, the store page promised features that were removed, the developer announced a roadmap and then abandoned it, updates stopped while major defects remained, or the current product materially differs from its sales description. Do not label a title “abandoned” unless you can point to observable facts such as a dated announcement, a long documented gap in updates, or an unchanged roadmap that the developer has acknowledged is no longer being followed.
How to submit the refund request
- Open Steam Support and sign in. Use the account that owns the game. Support decisions are tied to the purchase record, so submitting from another account can make verification harder.
- Open Purchases. Find the Early Access title in the list of transactions. If you have several copies, select the exact purchase you want reviewed.
- Choose the game’s refund or purchase-help path. Steam’s labels can change, but select the option that opens a refund request rather than a technical troubleshooting article.
- Check the displayed purchase and playtime details. Confirm that the date and recorded hours match your account. If the request falls inside the normal conditions, submit it promptly rather than waiting for more updates from the developer.
- Explain the unfinished or abandoned status. Include the purchase date, total recorded playtime, the date you last saw a meaningful update, and a short factual description of what remains incomplete or defective.
- Attach or identify supporting evidence where the form permits it. Cite dated developer announcements, update history, archived roadmap promises, or the wording that appeared on the store page. Explain how each item relates to the product you bought.
- Select the refund destination Steam offers. Depending on the transaction, Steam may present the original payment method, Steam Wallet, or another available option. Do not assume every payment method will be available for every purchase.
- Submit once and monitor the support response. Keep the request factual and complete. Save copies of your description and the evidence dates in case a follow-up is needed.
Steam’s policy identifies Steam Support as the place to request a refund or other purchase assistance. The support form is therefore the appropriate first route even when your request is outside the ordinary window.
What evidence makes an abandonment request clearer?
A reviewer needs to understand the difference between normal Early Access development and a product that no longer matches the transaction. Organize evidence chronologically so the change is easy to verify.
Store-page promises
Record the feature descriptions, Early Access warnings, roadmap statements, and release claims that were visible when you purchased the game. Store pages can change, so note when you captured the wording and identify which promised capability is missing or materially different.

Developer announcements
Use dated posts from the developer’s official news channel, Steam announcements, or other authenticated updates. A statement that a feature was postponed is different from one saying development has ended; quote only what the announcement actually establishes.
Update chronology
List the dates of the last substantive patches, not merely hotfixes or community posts. Explain whether the remaining problems are reproducible and how they prevent the game from delivering the advertised experience.
Removed or changed commitments
If a roadmap disappeared or a promised mode was removed, describe the original wording and the later change. Screenshots, dated announcements, and archived copies are more useful than an undated assertion that a promise existed.
Technical defects
Give reproducible steps, affected hardware or operating-system details when relevant, and the result you receive. A concise defect report helps Steam distinguish a serious product problem from a personal preference.
- Keep the evidence tied to your purchase and the game’s current condition.
- Use dates and direct observations instead of speculation about the developer’s finances or intentions.
- Do not submit altered screenshots, duplicate claims, or allegations you cannot document.
How to write the explanation
Put the decision-relevant facts first. A support agent should be able to see the transaction, usage, and reason for the exception without reading a long history.

Please review this purchase under Steam Support’s refund process.Replace every variable with your own information before submitting. If you are within Steam’s ordinary conditions, say so plainly and keep the abandonment details as context. If you are outside them, acknowledge that fact and ask for a manual review rather than presenting the request as an automatic entitlement.

What to do if Steam denies the request
A denial does not create a new entitlement, but you can make one focused follow-up request when the first response did not address the evidence. Reuse the same factual record, clarify any date or playtime misunderstanding, and ask whether a manual review is possible.
- Refer to the original support ticket or transaction.
- Correct only demonstrable errors, such as an incorrect purchase date or a missing attachment.
- Explain the material difference between the advertised product and the current one in a few precise sentences.
- Ask for review under the support process; do not demand a guaranteed exception.
Avoid opening repeated tickets with slightly different stories, submitting abusive messages, or repeatedly requesting refunds for games you intentionally kept using. Valve says it may stop offering refunds when it believes the system is being abused.
Using statutory consumer rights in the EU, UK and other jurisdictions
Steam’s agreement preserves statutory rights. The platform’s ordinary refund offer is therefore not necessarily the only legal framework that can apply, particularly when digital content is faulty or does not match its advertising. The exact remedy, time limit, proof requirement, and responsible trader depend on your country and the facts of the transaction.
EU digital-content principles
European Commission guidance explains that consumers may have remedies when digital goods or services are faulty or fail to match what was advertised. That can be relevant when an Early Access product remains materially defective or omits capabilities represented in its sales description. The guidance also explains that the right to withdraw from an online digital-content contract can be lost once downloading or streaming begins if the consumer agreed to lose that right. Withdrawal and remedies for faulty or non-conforming content are separate issues, so do not assume that starting the download eliminates every possible remedy.

UK position
Valve’s Steam Subscriber Agreement points UK consumers to information about statutory withdrawal rights while preserving statutory protections. Whether a particular unfinished game breaches those protections depends on the product description, the defect, the timing, and the evidence available under UK law.
Other countries
Consumer laws outside the EU and UK vary substantially. A local consumer-protection authority, legal adviser, or applicable digital-content statute may provide more relevant guidance than a general Steam policy summary. Keep your purchase receipt, store-page evidence, support correspondence, and dates together.
Escalating an unresolved EU or UK dispute
Your Europe advises consumers to contact the trader first. If the dispute remains unresolved, it identifies the European Consumer Centres Network and Your Europe Advice as assistance services. Use the support record and the same chronological evidence you supplied to Steam.
Choosing the right route

Start with Steam Support even when you may also have statutory rights. It creates a dated record that you contacted the trader and may resolve the matter without further escalation.
Common Early Access situations
You have less than two hours and bought the game recently
Use the standard refund path immediately. Mention the unfinished state if it explains why you stopped playing, but do not delay the request while collecting a large evidence file.

You played more than two hours during Early Access
Early Access hours count toward the limit. Submit a discretionary request if the product was materially misrepresented or unusable, and explain why the recorded hours do not reflect acceptance of the current product.
The game was pre-purchased but could not be played before release
For a pre-purchase that was not playable before release, the policy period starts on the release date. Use the release date and the account’s recorded playtime when assessing whether the ordinary conditions apply.
The developer has stopped posting updates
A quiet period is evidence to document, not an automatic refund trigger. Record the last substantive update, any public statement about development, and the unfinished features that matter to your purchase.

The game changed after you bought it
Describe the before-and-after state. Identify the original representation, the later change, and why the current product no longer matches it. Avoid claiming that every design change is deceptive; focus on concrete differences.
You bought several copies or a bundle
Select the specific transaction in Steam Support. Explain which license you want reviewed and avoid implying that a refund of one purchase automatically covers other copies or bundle items.
Playtime, timing and other pitfalls
- Do not assume release resets the timer. Steam’s policy expressly counts Early Access playtime, so waiting for a full release can reduce the chance of meeting the ordinary conditions.
- Do not confuse game refunds with in-game purchases. The policy’s separate 48-hour reference for eligible Valve in-game purchases does not change the rule for the game itself.
- Do not rely on an undated claim. “The developer abandoned it” is weaker than a dated announcement, update history, or archived store description.
- Do not exaggerate the defect. A precise, reproducible description is more credible than a broad accusation.
- Do not wait for certainty about abandonment. If the game is already outside the ordinary window, submit the request while the relevant announcements and store wording are still available.
- Do not promise a particular refund destination. Steam presents available methods for the transaction; the original payment method or Steam Wallet may not both be offered.
- Do not file repetitive tickets. One complete request and one clear follow-up are more effective than multiple submissions that could appear abusive.
What approval and payment timing can look like
When Steam approves a request, the support flow identifies the refund destination available for that purchase. You may be offered the original payment method or Steam Wallet, but availability varies by transaction. Keep the approval message and check the destination you selected rather than assuming every refund returns to the same account or card.
If Steam declines the request, retain the decision and your evidence. That record is useful if you later seek assistance through a statutory consumer-rights service, particularly in the EU or UK.

Request the refund through Steam Support as soon as possible. The ordinary path is limited to the published purchase-age and playtime conditions, and Early Access hours count. If the game is outside those conditions, abandonment is not an automatic exception, but a documented mismatch between the advertised product and the current, unfinished one gives Steam a concrete basis for a discretionary review. Present dates, playtime, promises, updates and defects accurately, then use the statutory consumer-rights route available in your jurisdiction if the support process does not resolve the dispute.
