Short answer: Puppeteer’s page.pdf() renders a web page to PDF, but its documented API does not offer a PDF/A-3 conformance setting. If the deliverable must be PDF/A-3, generate or convert it with a PDF/A-aware tool, then validate the file against the required profile. Puppeteer can still be part of the workflow when HTML rendering matters; it just cannot establish PDF/A-3 conformance on its own.

What PDF/A-3 requires

PDF/A-3 is an archival format based on PDF 1.7. ISO describes its purpose as preserving the static visual representation of page-based electronic documents while allowing other content to be included as an embedded file or attachment. The standard is ISO 19005-3:2012, edition 1; ISO’s catalog says it was reviewed and confirmed in 2023 and remains current as checked on September 29, 2026. ISO 19005-3:2012

PDF/A-3 is useful when an archival PDF needs to travel with source material such as a spreadsheet or original document. Unlike PDF/A-2, PDF/A-3 permits embedded attachments that are not themselves PDF/A. The enclosing PDF must still satisfy its own PDF/A requirements.

Do not treat a metadata declaration such as “PDF/A-3” as proof that a file conforms. A conforming output can depend on embedded fonts, an output intent, correct metadata and, for attachments, the required relationship information. Some semantic requirements also need human judgment rather than a metadata label or automated check.

Choose a generation path

Choose based on the required conformance level, HTML/CSS rendering fidelity, control of attachments and metadata, font embedding, color output intent, and your runtime and licensing constraints. The cited tool documentation describes capabilities, not comparative deployment performance.

Render a page with Puppeteer when PDF/A is not the requirement

The following Node.js example produces an ordinary PDF from a page. It is useful for browser rendering, but the resulting file must not be represented as PDF/A-3 merely because it is a PDF. The Puppeteer API uses print CSS media for page.pdf().

Install Puppeteer in the project with npm install puppeteer and run the file in a Node.js environment that supports ES modules. Replace the sample URL and output path as needed. Page layout follows print CSS; printBackground includes background graphics, while preferCSSPageSize gives CSS page dimensions precedence when present. These rendering options do not add PDF/A conformance.

Build a PDF/A-3 workflow from HTML

  1. Confirm the target profile. Ask the recipient or archive whether PDF/A-3 is actually required and which conformance level is acceptable. If arbitrary embedded files are not needed, check whether a different PDF/A profile better matches the preservation goal.
  2. Prepare the HTML and assets. Ensure the source has stable print styling and that fonts and images are available to the renderer. Puppeteer can render the page, but for a PDF/A-3 deliverable select a PDF/A-aware generation or conversion stage rather than stopping at page.pdf().
  3. Supply conformance inputs. The iText example illustrates setting an output intent, embedding fonts and adding an associated file with metadata. The actual inputs depend on your document and color workflow. An ordinary PDF may not be convertible automatically if required font programs or semantic information are missing. iText’s PDF/A guidance
  4. Add attachments deliberately. When source data accompanies the archival PDF, use PDF/A-3’s attachment mechanism and required relationship metadata. Verify that the attached file is the intended version and that the document’s own conformance remains intact.
  5. Validate the output. Run a PDF/A-3 profile in veraPDF and inspect its report rather than relying on the document’s XMP declaration. Where accessibility, semantic correctness or business meaning matters, review those aspects as well as automated profile checks.

Generate or convert with PDF/A-aware tools

iText/pdfHTML for HTML conversion

iText’s documentation includes a pdfHTML 5.0.3 example configured for PDF/A-3B with an output intent, and its broader guidance describes embedded fonts and attachments. This makes it a documented option for direct HTML-to-PDF/A-3 generation. Treat the example as a starting point: whether your particular HTML, assets and metadata conform must be established by validating the produced file. Review applicable library and licensing terms for your deployment; the cited technical material does not determine license suitability.

Ghostscript for suitable conversion inputs

Ghostscript 10.05.0 documents creating PDF/A versions 1–3 at conformance level B; its manual uses -dPDFA=3 for PDF/A-3 and describes metadata requirements. Use that documented scope when evaluating a conversion. Conversion cannot invent missing font programs or reliable semantic structure, so inspect and validate output rather than assuming any source PDF can be repaired.

Why Puppeteer alone is insufficient

Puppeteer’s documented Page.pdf() interface exposes page-rendering options, not a PDF/A-3 mode. Its job is to create a PDF rendering of a browser page. If archival conformance is mandatory, make the PDF/A-aware tool and profile validation explicit stages in the pipeline.

Validate the file, not just its label

veraPDF formalizes PDF/A requirements as validation profiles and reports failed checks. Select a PDF/A-3 profile explicitly when the required target needs to be unambiguous. Its automatic profile selection relies on conformance claims in XMP metadata; if claims span incompatible PDF versions, a claim may be warned about rather than validated. Use the validator report to locate failed requirements, then correct the source or generation settings and validate again. A passing automated profile check is valuable evidence about formal requirements, but it does not by itself establish that the document’s meaning, accessibility or attachments are correct for your use.

Troubleshooting common failures

  • The PDF opens, but it is not PDF/A-3. A readable PDF is not proof of archival conformance. page.pdf() renders a page but does not document PDF/A-3 output. Add a PDF/A-aware stage and validate against the intended profile.
  • veraPDF reports a missing or invalid font. The workflow may not have embedded the needed font program. Check the fonts available to the renderer and configure the PDF/A-aware generator to embed them; do not assume a conversion tool can reconstruct a missing font.
  • The output intent or color-related checks fail. Configure the output intent for the document’s intended color workflow in the PDF/A-aware generator, then rerun validation. The iText example demonstrates setting an output intent.
  • An attachment causes a conformance failure. Confirm that the attachment is added through the PDF/A-3 mechanism with the required relationship metadata. Verify that attachment handling has not been confused with simply adding a generic file or label.
  • The validator selects an unexpected profile or warns about a claim. XMP metadata influences automatic selection. Choose the intended PDF/A-3 profile explicitly and review the report’s warnings and failed checks.
  • Conversion fails despite a PDF/A claim in metadata. A declaration is not proof. The source may lack information needed for conformance, including font programs or semantic structure. Correct the source or use a generation path that supplies the required information, then validate.
  • Print output differs from the browser view. Puppeteer’s PDF uses print CSS media. Review print-specific CSS, page size and background settings; rendering fidelity is separate from PDF/A conformance.
